TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY FEBRUARY 22, 2000
Village President Craig B. Johnson called the meeting to order at
8:07 p.m.
1. ROLL CALL:

Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Arthur Fagan, Pastor, Queen of the Rosary Parish, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on February 8, 2000 as submitted.

4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES
February 10, 2000 – Presented the Rupley School children with a special chair for their recycling efforts throughout the year. Also in attendance were Mary Allen, Park District Commissioner
and Robert Howard, Superintendent of School District 59.
February 19, 2000 – Attended a strategic planning session for the Suburban O’Hare Commission in Bensenville with Trustees Petri and Lissner and Village Manager Gary Parrin to set up
a timeframe regarding the impending airport litigation. President Johnson remarked that hopefully this issue would be coming to an end and there will be a future opportunity to meet
with Chicago and work out a plan for the airport based on what is best for the entire region.
Third Airport - A Press Release sent out by the Village in regards to a third airport and the economic benefits that airport would bring to the area is attached hereto and made a part
hereof.
NWMC - President Johnson reported on a meeting of the Northwest Municipal Conference at which the Cook County Assessor, James Houlihan, addressed the Mayors. The Assessor explained
studies conducted indicate properties within the southeast and southwest regions of Cook County are becoming more economically depressed. The southeast region has experienced the largest
percentage of scavenger sales within Cook County. A greater tax burden and increasing assessments in the north and northwest suburbs of Cook County will have to make up for the tax
dollars the County is unable to collect from the southern region.
President Johnson stressed the many economic benefits of a third airport in the south suburban area. Two hundred and fifty thousand jobs would be created and millions of dollars of
economic business would become available for that region. The airport will increase the property values and reduce the tax burden now being shifted to the northern suburbs. The Northern
Illinois Planning Commission (NIPC) has projected the area of Elk Grove Village will experience a 15.4% job growth in the next twenty years with the construction of a south suburban
airport. This projection is better than expected and it is important for the legislative leaders to act quickly and save the south suburban area.
Proclamation - President Johnson proclaimed March 12 through 18, 2000 as Severe Weather Preparedness Week. Residents of Elk Grove were reminded to take precautions during upcoming tornado
season.
President Johnson expressed his appreciation to the Director of Public Works for the admirable snow removal job by the Public Works Department during the recent February snowstorm.
Trustee Feichter announced that the next meeting of the Sister Cities Committee is scheduled on March 13, 2000 at 7:00 p.m. in the Chernick Conference Room. Discussion will include
hosting a delegation from Italy in late March, finances, a visit by representatives from Elk Grove Village to the Sister City, and an evaluation of the Sister City Newsletter.
Trustee Czarnik attended the Schaumburg Prairie Center for the Arts presentation of Joseph and the Amazing Color Dreamcoat. Ninety-six young actors, twenty-three from Elk Grove Village,
participated in the production. David Geinosky, who played Joseph, Kerry LaSaker, the narrator, Meredith Sobaski played Jonah, Jennifer Tripoli played Beth and Kristen Sullivan was
Qwen were recognized by Trustee Czarnik.
Trustee Prochno remarked on the recovery of her lost bracelet and expressed her gratitude to those involved in its return.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the February 22, 2000 Accounts Payable Warrant in the amount of $696,843.12.

6. CONSENT AGENDA
Item G – Elk Grove Township Trustee Nanci Vanderweel, on behalf of the Township Board and Supervisor, thanked the Board for considering approval and acceptance of the public sanitary
sewer improvements installed by Elk Grove Township at the east side of Busse Road south of Commerce. Al Boffice, Director of Engineering and Community Development, was also mentioned
for his courtesy and cooperation.
A. Kmart Corporation, 600 Meacham Road – Grant a request on behalf of the Elk Grove Super Kmart, to host a “Kids Against Drugs Race” in their parking lot on May 20 and 21, 2000.
B. Third Millennium Inc. – Enter into a production agreement between the Village of Elk Grove Village for utility billing outsourcing for fiscal year 2000/2001 in a total contract amount
not to exceed $25,230.
C. Planning Resources, Wheaton, IL – Award a professional services contract for the implementation of Phase 2 engineering studies for Local Landscape Improvements in a total amount not
to exceed $8,180 to be paid from ICRC funds.
D. Marcott Enterprises, Inc., Elmhurst, IL – Renew a service contract (May 1, 2000 through April 30, 2001) for the hauling and disposing of non-toxic debris in a total amount not to
exceed $70,200.
E. Air One Equipment, Inc., Schaumburg, IL/Fire Department Award a purchase contract for the purchase and delivery of one (1) SCBA Air Compressor for the Oakton Street Training Facility
in the amount of $39,375.
F. Friedman, Eisenstein, Raemer and Schwartz (FERS) – Award a professional services contract to perform the FY 1999-00 Annual Audit in an amount not to exceed $31,150.
G. Elk Grove Township/Sanitary Sewer Improvements – Adopt Resolution No. 07-00 entitled, “A RESOLUTION ACCEPTING A CERTIFICATE OF APPROVAL AND INITIAL ACCEPTANCE AND DEED OF CONVEYANCE/BILL
OF SALE FOR ACCEPTANCE OF THE SANITARY SEWER IMPROVEMENTS INSTALLED BY ELK GROVE TOWNSHIP (EAST SIDE OF BUSSE ROAD SOUTH OF COMMERCE DRIVE).”
H. Amend Liquor Licenses – Adopt Ordinance No. 2736 entitled, “AN ORDINANCE AMENDING TITLE 3, CHAPTER 3, SECTION 3-3-7, NUMBER OF LICENSES OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE
VILLAGE BY DECREASING THE NUMBER OF CLASS “D” LIQUOR LICENSES (IL’ CAFÉ AND TASTY DAWG).”
I. Zoning Variation/874 E. Higgins Rd – Adopt Ordinance No. 2737 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 7-1 OF THE ZONING ORDINANCE PERTAINING TO FRONT YARD SETBACKS
IN A B-3 BUSINESS DISTRICT TO PERMIT THE CONSTRUCTION OF A CANOPY WHICH WOULD BE LOCATED SEVEN (7) FEET FROM THE FRONT LOT LINE ON PROPERTY LOCATED AT 874 EAST HIGGINS ROAD, ELK GROVE
VILLAGE (GO GO GAS FOR LESS).”

8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN FEICHTER
Meeting Schedule - The next meeting of the Committee will be on March 9, 2000 at 3:30 p.m. in the Chernick Conference Room to discuss the issues relating to renovation of the Fire Station
and Public Works Garage.
MFT Street Program – Trustee Feichter reported that bids received for the road repair improvements this summer came in at $194,296.00 or 12.6% under the original cost estimate.
President Johnson welcomed the Conant High School students attending the Village Board meeting.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER
Meeting Schedule – The Committee met on February 15, 2000. A report on that meeting is forthcoming.
The next meeting of the JPZ Committee has been scheduled on February 29, 2000 at 7:00 p.m. to discuss item a., Neighborhood Preservation and Maintenance Ordinance and item b., Residential
Ground Coverage Restrictions.
