ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 11, 2000 Village President Craig B. Johnson called the meeting to order at 8:02 p.m. 1. ROLL CALL: Present: President: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIANCE Members of Girl Scout Troop 875 Emily Tau, Michelle Kinney, Lisa Kania, Joanna Magdaleno, Ashley Schwerdin, and Amy Tsai held an opening flag ceremony and led the Board and audience in the Pledge of Allegiance to the Flag. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on March 28, 2000 as submitted. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES March 30, 2000 – The President reported on his attendance at the Northwest Municipal Conference Transportation Committee to discuss future road projects. The Blue Line Extension is gaining momentum and will possibly receive some preliminary funding needed for the final phase of engineering studies to be completed. April 11, 2000 – Visited the Elk Grove Senior Group and presented a “State of the Village Address”. The invitation to meet with the group was appreciated. Trustee Dill was also in attendance. Attended a meeting with the Suburban O’Hare Commission Board to discuss the possibility of hiring a public relations firm. Information must be sent out to keep the public aware of the true facts regarding the O’Hare situation. Proclamations - The President issued a proclamation proclaiming April 27, 2000 as “YOUTH VOLUNTEER DAY”. The President recognized all high school students who volunteer their time to this community in so many ways. President Johnson read a proclamation proclaiming the month of April as “CHILD ABUSE PREVENTION MONTH”. Parents Care & Share is a prevention program sponsoring the Illinois Blue Bow Campaign to heighten awareness of the need to support families and help citizens become more aware of child abuse and its prevention within the community. A blue ribbon will be placed on every Elk Grove Police car in support of child abuse prevention. Sue Walton, on behalf of the organization, accepted the Child Abuse Proclamation and related some of the events to take place throughout the State during this month. The Girl Scouts presented a blue bow to the President and Board to be pinned on their clothing as a reminder of this good cause. Millennium Song – The first place winners of the March 4, 2000 Millennium Song Contest, held at Elk Grove High School, were invited to attend the Village Board Meeting to perform before the Village Board and Elk Grove community. Following each performance the President presented the group with a check for the PTO and a plaque for their school. Salt Creek School – Lisa Freidenfelds & Jessica Meyer 5th Grade students Music Teacher – Christina Lawrenz Song: “We Go Together: Elk Grove Village, Will Stick Together” Salt Creek School Jenny Harvey & Bridget Dolan 5th Grade students Music Teacher – Christina Lawrenz Song: “Elk Grove Village, Bring Me A Dream” Rupley School Rupley Chorus & Chorus Director, Andrew Farnham Song: “A Song to Elk Grove Village” At this time, 8:32 p.m., the President called for a recess. The meeting continued at 8:36 p.m. with all members present as stated at the beginning of the meeting. Fireworks – President Johnson reported that donations towards the fireworks are being accepted through payment on the water bills. Donations in the amount of $7,000 have been received as of this date. These monies will be used in conjunction with the Lions Club 4th of July fireworks display. Trustee Prochno reported on her attendance at a meeting with the VFW on April 4, 2000 to make final preparations for the Monday, May 29, 2000 Memorial Ceremony at 10:00 a.m. in the Elk Grove Pavilion. The Big Band and Elk Grove Baptist Choir will perform. Refreshments will be served in the Gazebo. On Thursday, April 6, 2000 Trustee Prochno attended the Silver Trefoil Dinner for the Girl Scouts in the Illinois Crossword Council. Over $35,000 was raised for the Elk Grove Girl Scouts through a Silent Auction. Lieutenant Governor Woods was the guest speaker that evening. Trustee Prochno also attended the Greater O’Hare Business Expo at the Park District on April 6, 2000. Seventy to eighty businesses participated. A reminder was given to everyone that the third annual Job Fair is scheduled at the Elk Grove High School from 4:30 p.m. to 7:30 p.m. on Tuesday, April 18, 2000. Over 52 companies will participate in this venture. Trustee Feichter reported on his attendance on Saturday at the Sister Cities State Convention hosted by the City of Naperville and its Mayor. It proved to be a very worthwhile and informative meeting. Elk Grove Village applied for membership in the State Organization and will receive newsletters in the future. Maine South High School students invited students from Elk Grove High School to visit Maine South this week. The invitation was a follow up to an earlier invitation and visit of Elk Grove High School students to Maine South. The exchange and the students’ interest in other schools came about as a result of discussions and comments by teachers and students during the Elk Grove Youth in Government Program. Meeting Schedule: The next meeting of the Sister Cities Committee will be held on Monday April 17, 2000 at 7:00 p.m. in the Charles J. Zettek Municipal Building. Trustee Dill reported on his attendance, on behalf of the Village President and Board, at the kick-off event on March 29, 2000 for the Relay for Life sponsored by the American Cancer Society. The relay will take place on May 6, 2000 at Elk Grove High School. All have been touched by this terrible disease and everyone is encouraged to support and participate the best they can in helping to eradicate and show support to the families who have lost their dear ones to this disease. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the April 11, 2000 Accounts Payable Warrant in the amount of $539,083.58. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik MOTION CARRIED 6. CONSENT AGENDA Item G. - The Village Manager requested revisions to Item G. (2000/01 Budget) as follows: Water & Sewer fund changed from $9,247,825 to $9,534,825; add the Foreign Fire Fund in the amount of $202,640; and revise total budget amount from $50,623,730 to $51,113,370. Item D. – The Village Manager noted an amendment to be made to Item D. by adding a unit price of $2.70 per square yard for parkway sod and installation in addition to the original unit price of $2.45 per square yard for delivery only. This will allow the Village to utilize the contractor for some of the sod restoration if necessary. A. Boy Scouts of America – Grant a request to hold a carnival in the Wal-Mart parking lot from April 26 through April 30, 2000 and to waive all fees associated with the carnival in a total amount of $625.00. B. Township High School District 214 – Grant a request to waive the 2000-01 vehicle sticker fees for five (5) passenger vehicles in the amount of $100. C. Elk Grove Park District/Farmer’s Market – Grant a request to waive the following permit and license fees for the 2000 Farmer’s Market: Food Dealer $100 General Retailer 100 Florist 100 $300 D. Olive Grove Landscaping, Bloomingdale, IL – Award a service contract to the lowest and responsive and responsible bidder for parkway sod restoration at unit prices of $2.45 and $2.70 per square yard, with a total contract amount not to exceed $31,400. E. Higgins Road Bicycle/Pedestrian Overpass – Establish a project code and budget item in the amount of $53,019.24 for the Higgins Road Bicycle/Pedestrian Overpass. F. Layne-Western, Aurora, IL – Waive the formal bidding process; and Increase an existing contract (approved October 26, 1999) to perform repairs to Village Wells #2 and #6 in an amount not to exceed $62,775.
