TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 25, 2000
Village President Craig B. Johnson called the meeting to order at 8:06
p.m.
1. ROLL CALL:
Present: President: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
The Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on April 11, 2000 as submitted.

4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES
Proclamations - The President issued the following proclamations:
NATIONAL DAY OF PRAYER – May 4, 2000
MUNICIPAL CLERK’S WEEK – April 30 through May 6, 2000
SENIOR CELEBRATION DAY,
“HONOR THE PAST-IMAGINE THE FUTURE” - May 10, 2000.
Oath of Office – The President administered the Oath of Office to the newly appointed Youth Commissioner Ronald A. Foster. Mr. Foster is currently a Park District Trustee and a former
Park District President.
Trustee Prochno welcomed Ron Foster to the Youth Commission and thanked him for joining the Commission.
Boy Scouts - President Johnson introduced Randy Truhlar, Aaron Scully, Andrew Dorkin, Thomas Scanlon, Eric Fernandez and Scott Harkins of Boy Scout Troop 95 who are working on their
Citizen of the Community Merit Badge.
Conant High School – The President recognized the Conant Girls Bowling Team and Boys Wrestling Team from Conant High School.
John Bragglia, Coach of the Conant girls bowling team introduced the team members and described the achievements of each student. Mr. Bragglia accepted a plaque on behalf of the team
recognizing the Bowling Team’s 2nd Place State Champion award.
President Johnson noted the dedication and commitment needed to be part of a winning high school wrestling team. Jim Cartwright, boys wrestling Coach, introduced his team members and
gave a brief description of each student’s athletic achievements and future educational plans. President Johnson presented the coach with a plaque in recognition of the teams 2nd Place
State Championship
The President introduced Jim Kassner who is this year’s 215 lb. Wrestling State Champion in Illinois and honored him with a special plague recognizing his accomplishments and the pride
he has brought to our community.
April 12, 2000 – The President attended the monthly Suburban O’Hare Commission meeting held at Elk Grove Township.
April 20, 2000 – The Illinois Secretary of State’s Office conducted a seminar held at the Village Hall. Liquor businesses of Elk Grove Village were shown ways to identify identification
cards and how to verify their authenticity. The President thanked the 30 or more businesses that were in attendance and expressed his appreciation to them for working with the Village
in their efforts to curb underage drinking.
April 24, 2000 – The President and Village Manager, joined by Congressman Jesse Jackson Jr., addressed the City Club in Chicago regarding the O’Hare Airport issue.
O’Hare Airport - President Johnson referenced recent articles claiming the airlines want another runway and mention of a ring-road around the western side of O’Hare Airport. The President
stated the Village is very adamant against future runways being built at O’Hare airport. Another runway would result in an increase in flights and would be devastating to this community.
Ring-Road - The ring-road idea, that would be constructed on the western side of O’Hare to provide western access to the airport, was brought up about 25 years ago. The original concept
was and is very much supported by the Village and seen as a benefit to Elk Grove Village and all the communities west of the airport. The original plan called for the ring road to
be built on O’Hare property. The City of Chicago stopped that plan several years ago in order to make plans for additional runways. The new plan now being promoted by the City of
Chicago and the City Club calls for a road to be built on the western side of the airport that would take away approximately one-third of the town of Bensenville, including one-third
of the Business Park. It would take away over three square blocks of prime business in Elk Grove Village. If one-third of Elk Grove’s Business Park was affected it would result in
a loss of 7 to 9 million dollars a year in revenue. For a town the size of Bensenville the plan could almost bankrupt that community. President Johnson stressed the Village will only
support the west side entrance if it is built on the O’Hare Airport property.
Trustee Czarnik reported on her attendance at the Kenneth Young Center Forever Young Benefit Dinner on Friday, April 7, 2000. In addition, on April 18, 2000, Trustee Czarnik attended
the Northwest Suburban Council Boy Scouts of America Distinguished Citizen Banquet to honor Rita L. Mullins, Mayor of Palatine as Distinguished Citizen and Richard J. Stephenson, as
Distinguished Eagle Scout. Edward E. Whitacre, Jr., CEO/ SBC/Ameritech was the guest speaker.
Trustee Feichter provided information regarding the April 17, 2000 Sister Cities Meeting. The Past President and current President of the State of Illinois Sister Cities Program were
in attendance to answer questions and give suggestions and offered their assistance in the future with the Elk Grove program. During the course of the meeting, Mr. Dino Porto, a member
of the Cultural Affairs Office of Italy, explained he had just returned from the City of Termini Imerese and was given a gift by Mayor
Luigi Purpi to bring to the Elk Grove Village President. Trustee Feichter read the inscription and presented the plague to President Johnson.
The President, on behalf of Elk Grove Village, extended his appreciation and stated a letter had also been sent from the Office of the President to Mayor Purpi. A plague will be sent
to Mayor Purpi as a token of our appreciation.
Trustee Prochno reported that on Tuesday, April 18, 2000 the Career Advisory Council, in conjunction with Elk Grove High School, sponsored its third annual Community Job Fair. Over
fifty-two companies were represented that were looking for full time, part time and summer help. Three hundred people attended the event.
A reminder was given that on Monday, May 29, 2000 at 10:45 a.m. the third annual Memorial Day Celebration will be observed at the Park District Pavilion.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the April 25, 2000 Accounts Payable Warrant in the amount of $412,204.04.

6. CONSENT AGENDA
Item D. - President Johnson pointed out that Item D. requests authorization of a public hearing before the Plan Commission to hear the petition of Krispy Kreme Doughnuts. Krispy Kreme
Doughnuts is interested in locating a manufacturing plant and retail outlet on Devon Avenue.
Item G. – Trustee Lissner requested the removal of Item G. in order to be voted on separately.
Item N. – The Village Manager noted the Ordinance adopting Intern salary rates had been amended to include the salary rates for seasonal employees.
A. La Magdalena Restaurant, 950 Elk Grove Town Center – Grant a request to erect a temporary tent on the west side of their building for outdoor activities during the Cinco de Mayo celebration
on Friday, May 5, 2000.
B. Tapalpa Restaurant, 770 Arlington Heights Rd. – Grant a request to erect a temporary tent enclosing the deck on the east side of the restaurant from Thursday, May 4, through Saturday,
May 6.
C. Plan Commission Public Hearing/Pre-Finish Metals, 2200 Pratt Blvd. – Authorize a public hearing before the Plan Commission to allow the construction and operation of a Day Care facility
in an industrial zoned district.
D. Plan Commission Public Hearing/Krispy Kreme Doughnuts – Authorize a public hearing before the Plan Commission to annex land and expand an existing building on Devon Avenue to operate
a doughnut production and retail facility.
E. Plan Commission Public Hearing/Walter Mulica, 2201 Estes Ave. - Authorize a public hearing before the Plan Commission for a Special Use Permit to operate a meat processing plant in
an I-2 industrial zoning district.
