TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MAY 9, 2000
Village President Craig B. Johnson called the meeting to order at 8:00
p.m.
1. ROLL CALL:
Present: President: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Samuel L. Lissner, James P. Petri, Chris Prochno
Absent: Trustees: Bart K. Dill, Patton L. Feichter
Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
President Johnson expressed his sorrow at the death of Joseph Surdynski, a dear friend of the Board and a long time member of the VFW, who passed away today. The President called for
a moment of silence in memory of Mr. Surdynski.
2. INVOCATION
Reverend Thaddeus Czarnecki, Deacon, Queen of the Rosary Church, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on April 25, 2000 as submitted.

4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES
The President issued the following Proclamations:
Motorcycle Awareness Month May 2000
Buddy Poppy Day May 25, 2000
Emergency Medical Services Week May 14 through May 20, 2000
April 28, 2000 – The Annual Employee/Boards & Commissions Banquet took place at the Avalon Banquets.
May 4, 2000 – President Johnson, Gary Parrin and Nancy Carlson visited the HIV Coalition and Arthur Machinery. This afforded the opportunity to actually see the businesses and the economic
input businesses contribute to this community.
May 4, 2000 – The President and Board participated on the Channel 6 Elk Grove Exchange.
May 6, 2000 – The President, Trustee Lissner, Trustee Czarnik and Trustee Prochno were available at the Coffee with the President and Board to meet with residents. There was a very
good turnout indicating the schedule change to every three months is a successful formula.
May 6, 2000 – President Johnson, Trustee Dill, and Trustee Prochno took part in the Cancer Walk “Relay for Life” at Elk Grove High School. It was a record year for not only turnout
but for funds raised. Elk Grove High School had ten teams participating.
President Johnson, with the concurrence of the Board, announced the re-appointments of the following Boards and Commissions:
Fire and Police Commission with term ending April 30, 2003
H. Robert Goldsmith
Plan Commission with terms ending April 30, 2003

Police Pension Board with term ending April 30, 2002

The Village President requested the concurrence in his appointment of Richard J. Keyworth to fill a vacancy on the Parade Commission.
Motion to concur with the President’s recommendation to appoint Richard J. Keyworth as a member of the Parade Commission (for the term ending April 30, 2001).

O’Hare Airport - The President commented on a picture in the Community Chronicle, a publication by the airlines in support of the expansion of O’Hare Airport. The picture depicts a
smokestack billowing black smoke and identified as being located in Elk Grove Village. After a thorough check by the Village staff it was confirmed the smokestack does not exist within
the Village boundaries. President Johnson directed a letter to Mr. Jerry Roper, publisher of the Community Chronicle and President of the Chicago Civic Committee, one of the groups
promoting the expansion of O’Hare. A period of three weeks passed with no reply to the Village. Following the publication of letters sent to the editor by President Johnson and an
article that appeared on the front page of one of the papers, the Village was contacted by Mr. Roper who apologized for the error and promised to print a retraction in the next issue.
The Village Manager has been requested by President Johnson to forward a picture of the Elk Grove Greenway to be printed in the Chronicle as an example of the true Elk Grove image.
Workforce Development Scholarships – Mary Pepperell, representing the Workforce Development Council (formerly PIC), joined President Johnson and thanked the business community of Elk
Grove who have given to this scholarship campaign and encouraged other businesses to join in this venture. It was noted that 100% of this money goes towards the scholarships. Each
of the following recipients was given a brief introduction and then asked to describe how they would be utilizing the scholarship funds:

Ms. Pepperall congratulated President Johnson, who, along with various other Village Presidents, were recognized by the Workforce Council for their visionary thinking and the research
project on the Northwest Corridor Transit proposal towards transportation solutions.
The President stated that Elk Grove Village is very proud to be partners in the scholarship program and expressed appreciation to the business community for their participation.
The Northwest Transit Study has now been narrowed down to several choices. The committee will meet again in June. It will be a costly venture but will benefit all the communities in
the efforts to lessen the congestion on the roads. The Northwest Transportation Study is made up of Hoffman Estates, Rolling Meadows, Schaumburg, Elk Grove Village, Rosemont and the
City of Chicago. The President thanked the Workforce Council for honoring the Mayors and Presidents.
Trustee Lissner reported on his attendance at the April 25, 2000 Jaycees Pizza Tasting Contest. Trustee Lissner, Trustee Dill, Commissioner Mary Allen (Park District) and Police Chief
Schmidt were asked to count the ballots.
On May 2, 2000, Trustee Lissner, Trustee Czarnik and John Gullo, representing the Sister Cities Committee, met with the Consul General from Italy. There is a great interest in having
the elementary schools participate in the Sister Cities Program.
Trustee Petri attended the Elk Grove High School Student Volunteer Program on April 27, 2000 along with Trustee Prochno and Trustee Dill.
The presentation was made by Trustee Dill on behalf of the President.
Also attended the Prayer Breakfast held at Alexian Brother Medical Center on May 4, 2000 with Trustee Dill. All the Elk Grove Churches, with the exception of four, attended the breakfast.
Trustee Czarnik emphasized the excitement shown by the Consul General, as mentioned by Trustee Petri, in the economic benefits towards education, specifically at the grade school level,
through the Sister Cities Program.
Trustee Prochno reminded everyone that the third annual Memorial Day Ceremony will take place on Monday, May 29, 2000 at 10:45 a.m. outside the Park District Pavilion (weather permitting).
The Flag Lowering Ceremony is scheduled at 11:00 a.m. which will be followed by several presentations, a gun salute and several well-known speakers.
Mr. Joe Surdynski who passed away today, was remembered for the excellent job he did in the past years as Master of Ceremonies for the Memorial Day Ceremony.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the May 9, 2000 Accounts Payable Warrant in the amount of $1,290,865.55.
