TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY, MAY 23, 2000
Village President Craig B. Johnson called the meeting to order at
8:12 p.m.
1. ROLL CALL:
Present: President: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
Parade Preview - The President and Board of Trustees made a special entrance this evening with each member of the Board wearing battery powered lights to demonstrate the method of lighting
to be used on individuals participating in the June 17th Holiday in Lights Parade.
2. INVOCATION
Reverend Angela Schenck, Pastor, Elk Grove United Presbyterian Church delivered the invocation.
The President called a recess at 8:14 p.m.
The Meeting continued at 8:17 p.m. with all members present as stated at the beginning of the meeting.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on May 9, 2000 as submitted.

4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES
Sales Tax - The Northwest Municipal Conference recently submitted a report of the total sales tax revenues generated by the 50 members of the Conference. Once again Elk Grove Village
ranked 5th with slightly over 12 million dollars in sales tax revenue. Sales tax revenue is strong in this community due to the Industrial Park that generates a large part of the revenue
and is a big benefit to Elk Grove Village.
Fireworks Donations – The Village has received approximately $7,700.00 in donations to be added to the $15,000 already budgeted by the Village Board for the Lions Club 4th of July Fireworks
display.
May 11, 2000 - The President and Trustee Dill attended the DARE Graduation at Stevenson School.
May 18, 2000 – Attended the grand opening of the Elk Grove Dialysis Center located near Alexian Brothers Hospital.
May 23, 2000 – The President, Village Manager and several members of the Fire Department attended a special presentation at the Hyatt Hotel in Schaumburg on defibrillators. Elk Grove
Village recently received a grant from State Representative Kay Wojcik which will be used to purchase heart defibrillators to be placed in the Municipal Offices, squad cars and Fire
Chief’s car so that
they are available at all times to help people. Every minute a person’s heart goes without the normal rhythm of the heart they have a ten percent less chance of surviving. Every year
700,000 people die due to sudden cardiac arrest. The Village is one of the lead communities in this effort. The President urged our neighboring communities to seek grants and/or other
means to fund programs in their towns. Village employees will be professionally trained in the use of the equipment and will be prepared to save lives in the future.
Proclamations - The President proclaimed May 24, 2000 as “Richard Cherico Day.” Mr. Cherico, Director of High School District 214 Community Education Foundation, is retiring on June
30 after dedicating 38 years of his life to education including 17 years instructing at Elk Grove High School. He was instrumental in the establishment of the Elk Grove Public Service
Practicum that continues today, 25 years later.
The week of June 12 through 18, 2000 was proclaimed “Recognition of the United States Army” week.
Oath of Office – The President administered the Oath of Office to Richard J. Keyworth, newly appointed member of the Parade Commission.
Youth Commission Scholarship Program – President Johnson and Trustee Prochno presented scholarships to Laura Renee Scanlon, Elk Grove High School, and Kristen Aloisio, James B. Conant
High School, for outstanding service to the community. A total of four scholarships are being awarded. The Elk Grove Park District will present the two remaining scholarships. Each
recipient expressed their appreciation to the Board and gave a brief explanation of their college choices and future career plans.
Elk Grove Chamber of Commerce – The Village Manager and members of the Elk Grove Chamber of Commerce joined President Johnson. The President proclaimed the month of June 2000 as "Elk
Grove Chamber of Commerce Month" and identified the many ways the Chamber has created opportunities for businesses to interact with the local government bodies and strengthen the sense
of community in the Village of Elk Grove Village. Ron Hawley, Chairman of the Chamber of Commerce, Laurie Stone, President of the Greater O’Hare Association, Lisa Ziegler, Al Daly,
Scott Swako and Gary Umlauf, the founding Chairman of the Chamber, were introduced to the audience. The members enthusiastically encouraged the businesses to get involved with the
Chamber of Commerce and thanked the President and Board for their support. The following Chamber of Commerce events were announced:
June 7 and June 14 – Businesses in the Industrial Park will be visited by volunteers of the Chamber to encourage new membership.
June 28, 2000 – A breakfast is planned with Village President Johnson as guest speaker with a presentation on “The State of the Village”.
June 22, 2000 - Second Annual Golf Outing at Fox Run Golf Course.
President Johnson recognized the efforts of the Village Manager, Gary E. Parrin who is on the Board of Directors of the Elk Grove Chamber and has been instrumental in building the bridge
between government and businesses. The partnership gives both business and government the opportunity to work together and understand how each one works.
Trustee Dill reported that June 6, 2000 is the suggested date for the Board to meet with the representatives of the Village Police Negotiating Team. A date certain will be announced
following a poll of the Board.
On Wednesday, May 10, 2000, Trustee Dill attended the 12th annual Senior Celebration Day at Randhurst Shopping Center on behalf of the President and Board of Trustees. This event is
co-sponsored by High School District 214, the Randhurst Shopping Center, Villages, the senior centers and park districts throughout the area.
Approximately 5,000 people attended this year's event.
Trustee Dill also attended the culmination ceremony and congratulated the 6th grade graduates of the program DARE held Thursday May 18,2000, at Queen of the Rosary and Adolph Link Schools.
The program consists of a seventeen week curriculum and is highly successful due to the outstanding presentation by the Elk Grove Police Department working in conjunction with the
community school officials, the teachers and the support of concerned parents. The primary emphasis of the program is to assist students in recognizing and resisting the pressures
that influence them to experiment with drugs.
Trustee Feichter announced the next meeting of the Sister Cities Committee will be held on June 21, 2000 at 7:00 p.m. in the Charles J. Zettek Municipal Building. A proposed Columbus
Day fundraiser will be discussed. Committee Member, John Gullo, is traveling to Italy tomorrow to present a gift to our Sister City from the Village President. Preliminary arrangements
will also be made for a delegation from our Sister City to come to Elk Grove Village, hopefully, at the time of the fundraiser on or near Columbus Day in October.
Trustee Prochno reminded everyone of the Third Annual Memorial Day Observance on Monday, May 29, 2000 at 10:45 a.m. at the Park District Pavilion. This ceremony is in conjunction with
the VFW and Elk Grove Park District. There will be a flag lowering ceremony, a wreath presentation by the VFW Women's Auxiliary, and the Elk Grove Big Band and Elk Grove Baptist Choir
will participate. Trustee Prochno stated it is very touching to see those who attend to support and to honor those veterans who gave their lives to serve our country. Refreshments
will be served following the ceremony.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the May 23, 2000 Accounts Payable Warrant in the amount of $740,863.24.

6. CONSENT AGENDA
Item C. - President Johnson questioned the Nextel Communications request for a public hearing before the Plan Commission for a Special Use permit for a monopole and equipment shelter
on privately owned property rather than on public property. The Village Manager responded that Nextel claims to have exhausted their search for public property and have indicated they
cannot get the frequency required if the equipment is placed on the public property. President Johnson requested this issue be put on the JPZ Committee's agenda for further discussion
regarding cellular tower guidelines.
Item O. - Trustee Petri noted Consent Agenda Item O. regarding an increase to the general corporate fund budget should be corrected to read FY 1999/00.
A. Prince of Peace United Methodist Church, 1400 S. Arlington Heights Rd. – Grant a request to waive the $100 business license fee for their Mother’s Day Out Preschool.
