ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JUNE 13, 2000 Village President Craig B. Johnson called the meeting to order at 8:29 p.m. 1. ROLL CALL: Present: President: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Patton L. Feichter Also Present: Assistant Village Manager, Raymond R. Rummel; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION President Johnson led the Board and members of the audience in the Pledge of Allegiance to the Flag. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on May 23, 2000 as submitted. MOVED: Trustee Petri SECONDED: Trustee Dill VOICE VOTE MOTION CARRIED 4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES Suburban O'Hare Commission - Attended the meeting on May 24, 2000. Airline fares - A press conference was held on May 10, 2000 announcing a hearing to be held by Judiciary Chairman Congressman Henry Hyde regarding the monopolistic fares being charged by the airlines. Mayor Giles and Attorney Karaganis will appear as the lead witnesses for the hearings on Wednesday, June 14, 2000 at 9:00 a.m. Blue Line Extension - Met with Mayor Larson of Schaumburg, the City of Chicago, the CTA, RTA and representatives of other communities to discuss the Blue Line Extension. Approval was made to move on to the next stage which would be finalizing down to a final option as to whether heavy rail, light rail, bus or rapid transit will be used. The decision can take anywhere from 18 to 24 months. Trustee Petri reported he attended the Congressman Henry Hyde breakfast on June 1, 2000. Various Mayors, mostly from DuPage Counties, also attended. It was a very informative meeting. Trustee Prochno expressed appreciation to all involved in the Third Annual Memorial Day Ceremony held on Monday, May 29, 2000. The President, Board of Trustees, State Representative Terry Parke, State Senator Wendell Jones, and representatives of some of the other communities were recognized. Special thanks was given to the VFW Post, the Ladies Auxiliary, the Elk Grove Park District, the Elk Grove Big Band and Elk Grove Baptist Choir and members of the press. Elk Grove Lioness Association - Trustee Prochno displayed a cotton throw (coverlet) highlighting various areas of Elk Grove Village that can be purchased from the Elk Grove Lioness Club. Monies received from this fundraiser will go towards the support of Village and community activities. Anyone interested in purchasing one can contact the Elk Grove Lioness Club. 4th of July - President Johnson stated that $8,2000 has been contributed towards the Lions Club 4th of July fireworks display, with an amount of approximately $24,000 for a "Millennium" spectacular celebration. Rotaryfest - The Rotaryfest will take place from Wednesday, June 14, 2000 through June 18, 2000 located at the Lions Park area. A fireworks display will take place on Sunday evening. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the June 13, 2000 Accounts Payable Warrant in the amount of $.1,032,241.16. CONSENT AGENDA Item O. - The Assistant Village Manager requested Item O. be amended by deleting the request to decrease one Class A Liquor license used by Maui Mark's Restaurant since the owner has decided to continue operation of the establishment. Consideration to decrease one Class E Liquor License remains the same. A. Lions Club of Elk Grove Village – Waive the permit and license fees for their 4th of July event to be held at Lions Park; and Approve a donation of $15,000, plus all funds collected for such purpose from utility billing contributions, for purchase of fireworks for the 2000 4th of July fireworks display. B. Greater O’Hare Association of Industry & Commerce (GOA) Grant a request for payment of FY 2000-01 Elk Grove Chamber of Commerce (EGCC) dues in the amount of $295. C. C. A. Cement, Bloomingdale. IL - Approve the Balancing Change Order for the Arlington Heights Road and Lonsdale Road Cul-de-Sac Improvement Project with a net decrease of $17,911.51; and Approve a Final Pay Estimate in the amount of $3,802.93. D. Oakton Street Fire Station – Authorize an increase to the Capital Projects fund in the total amount of $7,500.00 for payment of remaining change orders from the construction project. E. Police Department/PIMS software – Renew a contract with the Illinois Criminal Justice Information Authority, Chicago, IL, in the amount of $18,480 to provide computer hardware access and software programming and maintenance for the Police Information Management System (PIMS) for the period July 1, 2000 thru June 30, 2001. F. Pierce Manufacturing Company, Appleton, WI – Waive the formal bidding process; Authorize an increase in the Capital Replacement Fund budget in the amount of $70,000; and Award a purchase contract for the purchase of a Quint Fire Engine apparatus in a total amount not to exceed $650,000. G. Gem Construction, Inc., Wood Dale, IL – Award a contract to the lowest responsive and responsible bidder for the removal and replacement of sidewalks, driveway aprons, curb, and gutter under the 2000 Private Participation Concrete Replacement Program at a per unit cost not to exceed the following: Unit Description FY 00/01 Unit Pricing      Sq. IDOT/Traffic Signals – Authorize the payment of $17,359.64 to the Illinois Department of Transportation for shared traffic signal maintenance under the 2000 State of Illinois maintenance contract. I. Fire Department/Conference – Authorize the Fire Chief to attend the International Association of Fire Chief’s 127th Annual Conference in Dallas, TX, from August 24 through 28, 2000, at a cost not to exceed $1,254. J. Village Manager/Seminar – Authorize Gary E. Parrin to attend the Senior Executive Institute, in Charlottesville, Virginia from July 16 to July 28, 2000 at a cost of $5,000. K. Amend Liquor Licenses – Adopt Ordinance No. 2755 entitled, “AN ORDINANCE AMENDING TITLE 3, CHAPTER 3, SECTION 3-3-7, NUMBER OF LICENSES OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE BY DECREASING THE NUMBER OF CLASS “AAA” LIQUOR LICENSES (SHERATON SUITES HOTEL).” L. Zoning Variation/549 Oak Street – Adopt Ordinance No. 2756 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-6:D.2 PERTAINING TO ACCESSORY STRUCTURES IN SIDE YARDS TO PERMIT THE CONSTRUCTION OF A DETACHED GARAGE WHICH WOULD BE LOCATED APPROXIMATELY 4 FEET FROM THE SIDE LOT LINE ON PROPERTY LOCATED AT 549 OAK STREET, ELK GROVE VILLAGE (JONAS).” M. Amend Position Classification and Salary Plan – Adopt Ordinance No. 2757 entitled, “AN ORDINANCE AMENDING POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE (POLICE DEPARTMENT/ASSISTANT TO THE POLICE CHIEF).” N. Amend Position Classification and Salary Plan – Adopt Ordinance No. 2758 entitled, “AN ORDINANCE AMENDING POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE (ENGINEERING AND COMMUNITY DEVELOPMENT/ENGINEERING TECHNICIAN).”
