HomeMy WebLinkAboutVILLAGE BOARD - 06/27/2000 - MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY June 27, 2000 Village President Craig B. Johnson called the meeting to order at 8:07 p.m. 1. ROLL CALL: Present: President: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, James P. Petri, Chris Prochno Absent: Trustee Samuel L. Lissner Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Norman P. Anderson, Pastor, Elk Grove Baptist Church delivered the invocation. The President presented an Honored Citizen Certificate to Reverend Anderson in recognition of his many contributions to the community and bestowed the best wishes of the Board for a long and healthy retirement in Prescott Arizona. Reverend Anderson thanked the President and Board and expressed his enjoyment in being a part of the Elk Grove Baptist Church and the Elk Grove Village community during the past 15 years. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on June 13, 2000 as submitted. MOVED: Trustee Petri SECONDED: Trustee Dill VOICE VOTE MOTION CARRIED 4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES June 20, 2000 - The Village hosted the Northwest Suburban Teachers' Association who toured the Municipal Building and met with the department heads and employees to become more acquainted with the workings of Village government. Staff was thanked for an outstanding job. Press Release/Greater Woodfield - The President read a press release regarding a recent decision on the part of the Village Board to discontinue membership and decline payment of dues to the Greater Woodfield Convention and Business Bureau. The Village has been a member of the Bureau since 1985 when there were few hotels in the area and the Village's dues payments were relatively small. With the number of hotels in the area growing dramatically the funding contributions to Greater Woodfield have increased. The Village Board, Greater Woodfield staff and Board of Directors have since met to address the concerns of the Village. Greater Woodfield has committed to working together in an attempt to develop a new funding formula. Given Greater Woodfield's responsiveness to the Village and its desires to find common ground to maintain and expand a working partnership, the Village will remain a member of Greater Woodfield while the process moves forward to develop a new funding formula. President Johnson added that at this time the Village will be withholding any dues until the new formula base has been put into motion. The Board was congratulated for making the initial decision. It was not an easy step but seems to have initiated a solution for both Greater Woodfield and the Village. Governor's Hometown Awards - Police Chief Stephen Schmidt announced that on June 22, 2000 he attended a ceremony in Springfield Illinois to accept two Governor's Home Town Awards for the Village of Elk Grove. The Police Department submitted application for two Police programs to be considered. The programs were judged as a category 6 based on a population of 29,000 to 50,000 residents. A first place award was received for the Police Department's program "Smart Parents Safe Kids.Com" devoted to teaching children and parents about the dangers that may arise when children are using the Internet. In addition, the Village was honored with a first place award under the Senior Involvement category for the Police Department's "Police and Senior Citizens Together" program. Sessions are held on the 4th Friday of each month for discussion of various subjects of interest to seniors, including crime prevention, telemarketing, and renewal of driver's licenses. Street signs recognizing the Village as recipients of these awards will be displayed within the Village. Trustee Czarnik reported on her attendance with Trustees Petri and Prochno at the 2000 NWMC annual banquet on June 14, 2000 and noted the excellent concert given by a junior high school group that night. Trustee Czarnik also discussed attendance at the Elk Grove Township 150th Anniversary celebration on June 19, 2000. Trustee Feichter reported on the June 21, 2000 meeting of the Sister Cities Committee. The Village is going to be hosting a delegation from our Sister City from October 7th through 15th. The delegation will attend a fundraising event scheduled at the Avalon Banquets and the Columbus Day parade in Chicago. This visit will afford an opportunity for the delegation to meet with representatives of the Elk Grove business community, the school districts, and the Village officials. A signing ceremony, between the Village President and Mayor of Termini, to formalize the Sister City relationship will take place at the Village Board meeting. Fundraising Committee - The Fundraising Committee will meet at 7:00 p.m. on July 17, 2000 in the Chernick Conference Room. Meeting Schedule - A meeting has been scheduled on August 7, 2000 at 7:00 p.m. in the lower level of the Charles J. Zettek Municipal Building of the entire Sister City Committee to discuss the upcoming visit of the Sister City delegation. Trustee Prochno attended the Elk Grove Township 150th Anniversary celebration and noted that Nanci Vanderweel, a current Township Trustee and former Village Trustee, has written a book on the history of Elk Grove Township documenting the last 150 years. The book is available for purchase at the Township Hall for $10.00. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the June 27, 2000 Accounts Payable Warrant in the amount of $802,217.03. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Petri, Prochno, Czarnik ABSENT: Trustee Lissner MOTION CARRIED Village Board Meeting Changes - President Johnson reminded the audience only one Village Board meeting is scheduled in the months of July and August. The July meeting is scheduled on July 18 (8:00 p.m.) and the August meeting scheduled on August 15, 2000 at 5:30 p.m. 6. CONSENT AGENDA A. Police Department/Donation – Accept the donation of one electric powered bicycle from Commonwealth Edison with an estimated value of $2,400.00. B. South Central Industries, Inc., 2531 E. Devon Ave – Grant a request to hold a thirty day warehouse retail sale from November 24, 2000 thru December 23, 2000. C. Benes and Associates, Naperville, IL - Award a professional services contract for construction and engineering services for Tonne Road Improvements (from Center Street to Landmeier Road) in a total amount not to exceed $84,784 from ICRC Fund. D. Vixen Construction, Inc., Bridgeview, IL – Authorize the Illinois Department of Transportation (IDOT) to award a contract to the lowest responsive and responsible bidder for the Lively Boulevard Bus Stop and Sidewalk Improvements in a total contract amount not to exceed $240,412, and a total Village obligation not to exceed $72,123.42. E. Plan Commission Public Hearing/Sprint Communications Authorize a public hearing before the Plan Commission for a Special Use Permit to construct a 100 foot monopole on Village property at the Meacham Fire Station, 676 Meacham Road. F. Monroe Truck Equipment, Monroe, WI – Award a contract to the lowest responsive and responsible bidder to remove and replace a heavy-duty lift gate on a Public Works dump truck in an amount not to exceed $10,344. G. Scott Contracting, Inc., Palatine, IL – Award a contract to the lowest responsive and responsible bidder for the 2000 Sanitary Sewer Replacement Project (Crest Avenue) at a total contract amount not to exceed $148,170.00 H. Martam Construction, Inc., Elgin, IL – Award a contract to the lowest responsive and responsible bidder for the 2000 Drainage Improvement Project in a total contract amount not to exceed $209,500.00. I. Director of E/CD-Conference – Authorize the Director of Engineering & Community Development to attend the 2000 International Public Works Congress and Exposition in Louisville, KY from September 10 thru September 13, 2000 at an estimated cost of $1,500.00. J. Village Manager & Assistant Manager/Conference – Authorize the Village Manager and Assistant Village Manager to attend the International City Managers Association annual conference in Cincinnati, Ohio from September 17 through September 20 at an estimated cost of $1,600 per person. K. LOC/Microtel Inn & Suites – Adopt Resolution No. 18-00 entitled, A RESOLUTION ACCEPTING IRREVOCABLE LETTER OF CREDIT NO. 553 FROM THE NATIONAL REPUBLIC BANK OF CHICAGO IN THE AMOUNT OF $27,205.20 EXPIRING JUNE 6, 2001 TO GUARANTEE PUBLIC IMPROVEMENTS FOR MICROTEL INN & SUITES (HIGGINS ROAD & COMMERCE DRIVE).” L.
