HomeMy WebLinkAboutVILLAGE BOARD - 10/24/2000 - MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 24, 2000 Mayor Craig B. Johnson called the meeting to order at 8:25 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. PLEDGE OF ALLEGIANCE - Cub Scout Pack 246, Dens 6 and 7 Webelos II, presented the Opening Flag Ceremony and led the Board and audience in the Pledge of Allegiance to the Flag. Mayor Johnson presented the Webelos with mementos of the Village. 2. INVOCATION Reverend Art Fagan, Pastor, Queen of the Rosary Parish, delivered the invocation. Mayor Johnson noted the following Webelos were present for the Flag Ceremony: (Den 6) Michael Cooley, Christopher Hinsley, Thomas Hultgren, Zackary Stiff, Den Leader Debbie Hultgren and (Den 7) Kevin Bowman, Colin Hines, Donald Larson, Robert Struggles, Steve Unger, Den Leaders Nancy Bowman and Cindy Unger and thanked them all for taking part in the presentation. 3. APPROVAL OF MINUTES Trustee Petri requested a correction to the minutes and stated the total amount of the October 10, 2000 Warrant should be corrected to read $1,027,273.62 rather than $1,017,273.62 Motion to approve the minutes of the Regular Meeting held on October 10, 2000 as corrected. MOVED: Trustee Petri SECONDED: Trustee Dill VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Proclamation - Mayor Johnson proclaimed November 14, 2000 as "National Community Education Day 2000” at Elk Grove High School and throughout the community of District 214. October 12, 2000 - The Mayor and Trustee Dill spoke before the Jaycees Organization. The Jaycees’ membership has grown to 41 members in Elk Grove Village. Mayor Johnson commended the organization and wished the Jaycees the best of luck in the future. Canine Unit - Police Chief Steve Schmidt introduced Sjowy, pronounced Joh-vee, the newest addition to the Police Canine Unit. Sjowy is 2-1/2 years old and of the Belgian Malinois breed as is the Village's first canine, 7-1/2 year old Mike. The Chief recognized Police Officer John Bazukas who is currently assigned to the canine unit and the care of Sjowy. Sjowy responded to commands in the Dutch language given by Officer Bazukas in demonstration of how well he has been trained. Mayor Johnson noted the success of the first canine unit and credited Mike for assistance in many drug arrests. SOC March and Rally - Mayor Johnson asked the community to "Make -a-Difference" on Sunday, October 29, 2000 by participating in the march and rally in opposition of the O'Hare Airport expansion. Approximately 100 of the 1,000 signs originally bought are still available at Village Hall for anyone who wanted to display a sign. Sunday is the day a loud and strong message is to be sent out to all elected officials that we do not want O'Hare Airport expanded and a third airport is needed for the economic future of this region. A concert will begin at 11:00 a.m. at the Elk Grove High School and if the students so desire they can also join the march. Mayor Johnson stressed that the students do not have to march if they prefer not to. It is a Democratic society and all are allowed to speak their views on this issue. Buses will be provided at the high school at 12:30 p.m. for transportation to the Village Hall. The march will begin at 1:00 p.m. from the Charles J. Zettek Municipal Building, down Biesterfield Road, JFK, Elk Grove Boulevard and on to the high school for the 2:00 p.m. rally. U.S. Senator Fitzgerald, Congressman Henry Hyde, Congressman Jesse Jackson, Jr. and countless Mayors and officials from the region will be in attendance. A free dinner buffet will be served following the rally. The event will receive national attention through television and the press. Participants will be asked to sign a card, to be personally delivered to Governor Ryan's Office in Chicago, reminding the Governor of his promise made in the Council Chambers in February 1998 not to expand O'Hare and to build a South Suburban airport. Wood Dale, Bensenville, the South Suburban area, Park Ridge, and Itasca are some of the communities that will participate in the rally. It is a non-partisan event for all people. Mayor Johnson stressed the need for residents to show support and thanked all those who have already taken signs and called the hot line. Anyone not interested in marching but would like to participate in the rally should be at the high school at 1:00 p.m. Trustee Feichter reported the Dinner Dance held in honor of the Sister Cities delegates was very successful. Approximately 1100 people attended the event. Among the many activities planned that week, Termini Imerese visitors were invited to the Barrington home of Mr. Sanfilippo, a very successful businessman in the Village. Meeting Schedule - The next meeting of the Sister Cities Committee is scheduled on Monday, November 6, 2000. The Italian delegates are reported to be "telling the world how wonderful Elk Grove Village is." They plan to study the English language and have asked that members of the Board and Village Manager Gary Parrin learn Italian. The Sister City visitors want to better communicate with us in order to learn from our government and have asked that Gary Parrin visit Italy to explain the operation of our government. Trustee Feichter stated Giovanni Gullo is in the process of arranging for Italian language classes to be offered at Elk Grove High School. Also mentioned were three businesses in Italy that are interested in establishing business ties with our Business Park. Trustee Feichter thanked the members of the Committee, the Village Board, and staff of Elk Grove Village for the efforts to make this a most successful visit. Mayor Johnson also expressed his appreciation to all involved in the preparations for the delegates' visit. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 24, 2000 Accounts Payable Warrant in the amount of $468,014.74. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik MOTION CARRIED 6. CONSENT AGENDA In response to Mayor Johnson's inquiry, the Village Manager stated that of the 44 defibrillators purchased (under Item K.) 37 are to be utilized by the Village with six (6) of the remaining defibrillators going to the Park District and one (1) to the Library. The Park District defibrillators will be placed at the Pavilion, Administration Office, Fox Run, Rainbow Falls and the Senior Center. Mayor Johnson related the grant received through State Representative Wojcik not only helps the Village government, but the Park and Library also. If more money becomes available, the Village would like defibrillators for the schools. The Village Manager requested Item G. (an agreement between the Forest Preserve District of Cook County and the Village) be changed to reflect passage of a Resolution, rather than an Ordinance. Therefore the numerical revisions would be as follows: Item G., Resolution 43-00, Item H., Ordinance No. 2783, Item I., Ordinance 2784 and Item J., Ordinance 2785. A. Suburban O’Hare Commission – Authorize payment of dues for fiscal year 2000-2001, at a cost of $2.20 per capita, for a total amount of $76,560.00. B. Medtronic Physio-Control Lifepak, Redmond, WA – Award a purchase contract to provide three Physio-Control Lifepak 12 defibrillator/monitors at a total contract amount not to exceed $29,575.00. C. Ground Zero Design, Colorado Springs, CO – Award a purchase contract to the lowest responsive and responsible bidder to furnish, deliver, and install four (4) Ground Zero weight-lifting equipment sets at a total contract amount not to exceed $30,580.00. D. Holiday Designs, Inc., Streamwood, IL – Award a contract for the installation and maintenance of holiday lighting on and around the Municipal Building in a total contract amount not to exceed $17,200. E. Dierking Terrace Road Improvement – Increase the Capital Projects Budget in the amount of $18,808; and Award a professional service contract to Burns & McDonnell, Oakbrook, IL for the preparation of engineering and design plans and specifications in a total contract amount not to exceed $18,808. F. Sign Variation/Airport Rally – Grant a variation from the Village Code to permit the posting of Suburban O’Hare Commission signs on Village rights-of-way along the march route of Kennedy/Brantwood Boulevard and Elk Grove Boulevard and on Village property on October 29, 2000. G. Intergovernmental Agreement/Forest Preserve District – Adopt Resolution No. 43-00 entitled, “A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE FOREST PRESERVE DISTRICT OF COOK COUNTY (I-290 BICYCLE OVERPASS AND BIKE TRAIL/BUSSE WOODS).” H. Zoning Variation/849 Delphia Ave – Adopt Ordinance No. 2783 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-
