TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY AUGUST 20, 2002
Mayor Craig B. Johnson called the meeting to order at 8:10 p.m.

Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Absent: None
Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. Pledge of Allegiance
Mayor Johnson invited a member of the visiting Cub Scout troop to lead the members of the Board and audience in the Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on July 23, 2002 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Proclamation – The Mayor proclaimed August 26 through September 1, 2002 as “School’s Open Safety Week” and reminded the residents and motorists to drive safely and be aware that children
will now be walking to school.
July 24, 2002 – Mayor Johnson and Trustee Dill were featured on Rob Sherman’s local cable program to discuss airport expansion and its impact on communities around O’Hare. Mr. Sherman
was thanked for extending that invitation.
August 7, 2002 – The Mayor and Board of Trustees participated on the Channel 6 Elk Grove Exchange.
August 8, 2002 – Mayor Johnson was a guest on the Milt Rosenberg radio program (WGN 720) from 9:00 p.m. to 11:00 p.m. with O’Hare Expansion as the main subject. The Mayor expressed
his appreciation to Mr. Rosenberg for the opportunity to participate on the show and also thanked Mr. Eden Martin, President of the Civic Committee of Chicago, who also took part in
the positive debate that night.
O’Hare Airport – The Mayor requested the addition of item e., O’Hare Update, under Consent Agenda Item 18., Reports of Other Boards, Commissions and Committees.
Mayor Johnson announced that Judge Webster of DuPage County, who recently ordered a temporary restraining order preventing the City of Chicago from acquiring any property around the
airport until the City follows the State laws, reinforced her decision this week. The latest decision prohibits 17 of the 533
Bensenville homeowners from selling their homes/property to the City of Chicago.
Mayor Johnson noted the Village of Bensenville had previously offered to purchase those homes for $500 more than what Chicago offered.
Mayor Johnson discussed the need for litigation in the fight against O’Hare expansion and stated the Suburban O’Hare Commission (SOC) has persisted and not lost a lawsuit in the last
twenty-three years.
The Mayor noted that two small communities (Elk Grove and Bensenville) have been able to thwart the expansion for these many years because the facts are on their side.
The Mayor discussed the recent announcement that American Airlines was experiencing financial problems and inquired as to how the airlines could come up with several million dollars
to help fund the airport expansion plans.
The Mayor stated all the facts need to be seen before any decision is made and let the best plan win.
FAA Hearing - The FAA will hold a “scoping hearing” on Thursday, (August 22, 2002) in Elk Grove Village at the Avalon Banquets on Higgins Road to give residents the opportunity to enter
their views on public record. The FAA will take those comments into account when it makes a final decision on the O’Hare expansion plan.
Chicago will be represented and will provide information on the expansion and a court reporter will be present in a separate area to take residents’ statements in their entirety for
the public record. Everyone will have a chance to express his/her views.
Elk Grove residents were invited to meet at 6:30 p.m. at the Old Cooper Lighting Building located on Busse and Higgins Road for a rally prior to walking over to the hearing.
Mayor Johnson noted the FAA hearing would begin at 4:00 p.m. so individuals unable to attend the 6:30 p.m. rally would still be able to give their statements.
The Mayor told the residents to bring up any concerns they may have such as: the cost of the expansion, the location of the ring road and to ask for all the facts.
Written comments will also be accepted. Information on this procedure can be obtained by calling the Village Hall.
Lightning Protection System – School Districts #59, #54 and the Elk Grove Park District have approved the lightning system.
Proclamation - The Mayor issued a Proclamation designating the days between September 6 and 17, 2002 as American Character Week.
Trustee Feichter distributed Character Counts license plate covers to the Village Board for display on their vehicles as support of the Character Counts program.
Trustee Prochno announced the Police Department would sponsor a new award program identifying and celebrating youth, teens and adults of outstanding character as role models in our community.
Posters and the nomination forms will be displayed throughout the Village.
Police Chief Schmidt explained the nominations could be submitted by anyone in the community.
In reference to the 12-day week set aside for American Character Week, the Police Chief stated the school children would have discussions about lives of Americans who have extraordinary
character and would recognize local individuals who have exceptional character. Children will be encouraged to follow careers in public service. On September 17, 2002 the President
of the United States will lead all children of the United States in the Pledge of Allegiance.
Trustee Prochno commented it has been evident to her this program has been most effective in her school.
Trustee Feichter commended the Police Department for their efforts and stated the Elk Grove Police Department has established themselves as pioneers in this program.
September 11, 2002 – Fire Chief MacArthur invited members of the Village Board, Elk Grove residents and members of the business community to join the Village on Wednesday, September
11, 2002 to remember and honor the victims of the terrorist attacks one-year ago.
The Fire, Police, and Public Works Department will host a ceremony at each of the four Village fire stations. Bells will ring to coincide with the times each World Trade Center tower
collapsed. A moment of silence, the lowering of flags and the reading of the victim’s names will be observed.
Parade Awards: Trustee Czarnik and Jaycee member Steve Santowski joined the Mayor and recognized the following parade winners:
Plaques will be given to Parade Sponsors: Sung JI USA (Baby Puff), Parkway Bank (Yellow Submarine), Gerard Printing (Little Toot), Jerry Castle & Sons (The Train), C.A. Riley Electric
(The American Flag), Advantage National Bank (4-Wheel Drive).
Acknowledgements were given to Cub Scout Troop #190 (American Flag) and School District 59 (Character Counts Pillars).
Float Winners: 3rd Place winner Lutheran Church of the Holy Spirit (Cross and Flag) and 2nd place winner Lions Club (Statue of Liberty and Flag) received certificates.
A plaque was presented to members of the Prince of Peace Church for 1st Place for Best Creative Effort (God Lights Up the World).
Certificates were presented for Community Group Youth Awards to 3rd Place Cub Scout Troop #958 (Flag in Lights) and 2nd Place Thomas Jefferson Charter Group (American Heroes).
A 1st Place plaque was presented to Boy Scout Troop #95 for Artistic Display of Lighting (Enthusiastic Camping Float).
A Plaque was presented to the Elk Grove Village Youth Commission for Best Use of Illumination (Rock’n in the USA). Trustee Prochno thanked all the members of the Youth Commission and
Elk Grove Park District for their assistance.
The Snowflake Club/St Mary’s of Buffalo Grove School was presented a plaque for Best Use of Theme (Patriotic Pride, Ground Zero).
Park Commissioners Thomas Cooke and Frank Czarnik accepted the Chairman’s Award on behalf of the Elk Grove Park District (Hero’s Float).
