TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD
AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY, SEPTEMBER 22, 1998
Village President Craig B. Johnson called the meeting to order at 8:21 p.m.
1. ROLL CALL:

Absent: None
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Patricia S. Smith
A quorum was present.
2. INVOCATION
The Reverend Angela Schenck, Pastor of Elk Grove United Presbyterian Church delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on September 8, 1998 as submitted.

4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES
Elk Grove Exchange – All of the Trustees will take part in the Elk Grove Exchange on Thursday, October 1, 1998.
Statue Dedication – President Johnson thanked Trustee Petri for representing him at the statue dedication on Saturday, September 12, 1998, which went very well.
Camelot on the Green – The weather was beautiful on the 19th of September for the Camelot reception, dinner, dance and auction. Over 600 people attended and had much praise for the
statuary on the Village Green. The auction raised $6,000 for additional beautification of the Town Center area. Special thanks and appreciation was extended to the volunteers planning,
dedicated time and for their phenomenal work in the make up and design of the decorations. (Nancy Carlson, Nancy Czarnik, Janice Bochantin, Judy Pohlman, Marlene Erich, Doug Goostree,
Margit Thompson, Bart Dill, Pat Droschak, Jim Kennedy, Peter Vadopalas, Chris Prochno, Rich Edwards, Rose Wade and George Knickerbocker). A thank you was also extended to the Park District
for the use of the Pavilion, the Rotary Club for their help with the cocktail reception, Tasty Catering and the Madrigals from Hoffman Estates High School.
The Community was encouraged to enjoy the use of the Greenway, which is now open, and the fountains are working properly.
Proclamations – The President declared the week of October 4 through 10, 1998 as “Fire Prevention Week; and October 8, 1998 as “Korean War Recon Marines Day”.
Trustee Petri reported that on Wednesday, September 9, 1998 he attended the Greater O’Hare luncheon noting that James Houlihan, Cook County Tax Assessor was the speaker. Mr. Houlihan
stated that there are some things he would like to do about evening out the tax base and also stated that his office is year 2000 compliant because they do not have any computers.
The tax bills
will not be mailed for another week and will not be due until October 28, 1998.
Also on September 9, 1998 at 6:00 p.m. Trustee Petri attended the Solid Waste Agency of Northern Cook County, which was an Executive Session.
At 7:30 p.m. on the same evening Trustee Petri attended the Northwest Municipal Conference meeting. The keynote speaker was the Senior Vice President and legal counsel for Commonwealth
Edison, who discussed some of the plans that Commonwealth Edison has for improvement of their service.
The next meeting of the Solid Waste Agency will be held on November 4, 1998 at Harper College at 6:00 p.m. They will be meeting every other month from that date on. The NWMC will still
maintain their November 11 meeting date, however they do not have a location at this time. The meetings will take place at 7:00 p.m. instead of 7:30 p.m. when SWANNCC does not meet.
The Greenway Statue Dedication was held on Saturday, September 12, 1998. At least one of the Sculptors and all of the people who donated money, including Hamilton Partners, Centex,
and the Pritzker Family were in attendance. It was a beautiful day, the weather held up, the lunch was good and all of the people in attendance had a good time.
Trustee Prochno reported that the Park District held a “Birthday Bash” on September 20, 1998. It was a very well attended event.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the September 22, 1998 Accounts Payable Warrant in the amount of $306,410.95.

6. CONSENT AGENDA
A. Plan Commission/M & I Bank – Authorize a public hearing before the Plan Commission to hear the petition of M & I Bank for a Special Use Permit to allow the operation of a banking
facility in an I-2 Industrial Zoned District for property located at 1500 Higgins Road.
B. Parking Lease Agreement/Commonwealth Edison – Adopt Resolution No. 42-98 entitled, “A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE AN EXTENSION OF A PARKING
LEASE AGREEMENT (RES. NO. 52-88 AND AMENDED BY RES. NO. 46-93) BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND COMMONWEALTH EDISON (666 LANDMEIER ROAD).”
C. Zoning Variation – Adopt Ordinance No. 2659 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-6:D.1 OF THE ZONING ORDINANCE PERTAINING TO STRUCTURES PROJECTING INTO REQUIRED
SIDE YARDS IN AN R-3 ZONING DISTRICT TO PERMIT AN OVERHANG ENCROACHMENT OF 2.5 FEET ON PROPERTY LOCATED AT 349 CEDAR LANE, ELK GROVE VILLAGE (FELDE).”
D. Increase Taxi Rates – Adopt Ordinance No. 2660 entitled, “AN ORDINANCE INCREASING TAXI FARE RATES AND THE DISPATCHER LICENSE FEE FOR TAXI CAB SERVICE IN THE VILLAGE OF ELK GROVE VILLAGE.”

8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN FEICHTER
Undergrounding of Electrical Lines – A meeting of the construction supervisors will be held this week regarding undergrounding of electrical lines in the Cosman Road area. They should
start work on that project this fall.
Landmeier Public Works Improvement and Fire Station 7 Improvements – A recommendation on the improvements is expected by the second meeting in October. As soon as this information is
received a meeting of the Committee will be scheduled.
West Side Garage Improvements – The improvements are near completion however the cleanup has been delayed due to the work that was done for the Camelot celebration.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER
Wireless 911 Surcharge – There has been a possible breakthrough between the public safety organizations and the cellular companies and some legislation may be passed during the upcoming
veto session.
Massage Parlor Ordinance – Adopt Ordinance No. 2662 entitled “AN ORDINANCE LICENSING MASSAGE ESTABLISHMENTS AND THERAPISTS.”
