TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 17, 2002
Mayor Craig B. Johnson called the meeting to order at 8:18 p.m.

Absent: Trustee James P. Petri
Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Gregory Gertz, Elk Grove Baptist Church, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on August 20, 2002 as submitted and dispense with the reading.

REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson presented a flag, on behalf of Sandy Firestone and Beth Valario, which is inscribed “Remember 9-11, Washington D.C. and Pennsylvania”. Symbols of New York, Washington
D.C. and Pennsylvania are depicted on the flag.
Proclamations
Domestic Violence Awareness Month – October 2002
Mayor Johnson noted violence against women and children continues to become a more prevalent problem and encouraged awareness of the problem and the guidance available to victims.
Fire Prevention Week – October 6-12, 2002
The Fire Department will host an Open House on Sunday, October 13, 2002 at 1:00 p.m. at the Biesterfield Station.
Airport – An update will be presented under Agenda Item 18.e.
Road Construction – Cook County has completed the work on Devon Avenue and the Salt Creek Bridge. The road is now open.
Arlington Heights Road will open tomorrow with the exception of work being done at Salt Creek. This area will remain closed for another 4 to 6 weeks.
The intersection of Devon and Arlington Heights Road should be completed within two weeks. Those projects have been completed two months in advance of the contractor’s deadline.
The Mayor commended Alan Boffice, Director of Engineering/ Community Development, Raymond Rummel, Assistant Village Manager and staff for their efforts. Appreciation was extended to
Cook
County for investing tax dollars back into our community and for working with the Village to complete work two months in advance.
Work at Rohlwing and Devon Avenue will be completed in approximately two months.
Residential Enhancement – The Mayor reported on the progress of the Residential Enhancement projects specifically mentioning the installation of new signs and streetlights installed
up to Arlington Heights Road. The next phases across Arlington Heights and west of 53 should be completed by mid-December.
The crosswalks, Memorial Park and Clock Tower construction is on schedule. Landscaping throughout the Village will begin next week.
The Residential Enhancement project is the largest public works project in the history of the Village and is currently 20% under budget due to the hard work of staff and the Board. The
efforts of and time given by Alan Boffice Director of Engineering and Community Development and Raymond Rummel, Assistant Village Manager was acknowledged.
Painting of the Village traffic signals will begin tomorrow following approval by the Village Board this evening.
The Lightning Protection System has been approved and the contractor will install the equipment at the four participating agencies. The Mayor asked that an article be added to the next
Village newsletter informing the residents the system would be operating by November.
Mayor Johnson commented that State Representative Wojcik approved the funding for this project. Every residential home will be able to hear the warnings. Elk Grove is the first community
in the State, and possibly in the country, to provide this protection to all residents, schools and parks.
Mayor Johnson requested notification of the date of activation be sent to the schools and the Park District.
Elk Grove High School
Jim Arey, faculty member of Elk Grove High School and Golden Apple Award recipient, accompanied three school students who presented a signed banner and a $117.00 donation to the Village
and Fire Department for the Fire Burn Camp.
As part of a class assignment the students coordinated a fundraiser and had a banner signed by their classmates as a way to thank the Village Officials, the Department Heads and employees
for all they do in the community. Donations were collected in an Elk Grove Village firefighter’s boot. Fire Chief James MacArthur accepted the contribution and stated it will be sent
to the Burn Camp in their name.
Character Counts Awards – The Character Counts program involves the Village, schools and businesses in the community and has been coordinated by the Elk Grove Police Department.
Chief Stephen Schmidt acknowledged the following residents who have emulated good character and have demonstrated one of the Character Count pillars. Each person was presented a certificate
of recognition, a license plate frame, and a t-shirt in the color designated for that specific Character Counts “pillar”.
Teen Category for Citizenship (Purple)
Bill Schultz, a student at Grove Jr. High, was nominated by Robert Eberlein and recognized for participation in the Juvenile Diabetes Foundation Walkathon for the past 2 years.
Adult Category for Trustworthiness (Blue)
Michael Aylward, Charlela Lane, was nominated by Elk Grove Police Officer Kevin Finnen. Mike turned over a wallet to our Police Department he had found at Harper College containing
$741.00, credit cards and personal checks.
Youth Category for Trustworthiness (Blue)
Krystal and Dirk Glass of Worden Way were nominated by Elk Grove Police Sgt. David Naumann for turning over $330.00 in cash they had found on the sidewalk.
Youth Category for Caring (Red)
Sabrina Ruggiero of Placid Way, nominated by Vincent Misiella, Michael Ruggiero and Victoria Maguire for demonstration of numerous acts of caring over the last year.
Trustee Prochno and Trustee Feichter attended a Character Counts meeting at Elk Grove School District #59 on Tuesday, August 27, 2002. Elk Grove Police Department and Fire Department
were also represented.
The second annual Character Counts foot rally is scheduled on Friday, October 11, 2002. Teams from Grove Jr. High and Mead Jr. High participate in a scavenger hunt throughout the Village
as a way to learn about the Character Counts pillars. A luncheon will be provided.
Trustee Feichter commended the Elk Grove Police Department, Deputy Chief Michael Lebert and the committee for their part in the Character Counts program. The Character Counts award
program is the first in the nation.
Trustee Czarnik referenced the Domestic Violence Proclamation issued earlier by the Mayor. Elk Grove is part of a committee that assists in providing education pertaining to Domestic
Violence in the suburbs in the Third Court District, and was spearheaded by the Elk Grove Community Service Board and Desmond Raftery of the Police Social Services Department. The
initiative came from the Harper College symposium held last August. Elk Grove Village will host this group on Tuesday, October 15, 2002. Appreciation was extended to Des Raftery and
Senator Wendell Jones for their perseverence and interest in this endeavor.
The Historical Society’s Pioneer Day Festival held on September 15, 2002 was very successful and attended by Trustee Czarnik and many residents.
Trustee Lissner attended, on behalf of the Mayor, the JAWA meeting on Wednesday, August 28, 2002. JAWA’s agenda item dealing with the restructuring and refunding of water agency debt
was discussed. A sub-committee of Village Managers is studying the funding procedures.
The Village Manager stated a recommendation would be submitted in November to the Board of Directors as to the type of refunding being used and ways to stabilize the rate structure charged
to the member communities.
Trustee Lissner attended the Illinois Municipal League Annual Conference held in Chicago. The various educational sessions and noted speakers were described. A report will be distributed
to the Board at a later date.
