Mayor Craig B. Johnson called the meeting to order at 8:02 p.m.

Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Rodney L. Pickett, Wesleyan Community Church, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on September 17, 2002 as submitted and dispense with the reading.

September 24, 2002 - Mayor Johnson addressed the Elk Grove senior citizens at the Hattendorf Center regarding various Village issues.
IEDC Award – Nancy Carlson, Economic Development Officer, presented the Mayor with an award given to the Village last month at the IEDC’s annual conference for the Village’s economic
development ID-Rom. The ID Rom was selected as the winning entry in the International Economic Development Council’s “Excellence in Economic Development Awards.” The council represents
professionals from across North America and around the globe.
Elk Grove Garden Club – Gift Certificates to Berthold’s Nursery and awards were presented by Carol Cichorski, President of the Garden Club and Mayor Johnson to winners of the three categories
in the annual gardening contest:

Best Garden Feature Ralph & Trudy Hernicz
Best Picture in a Garden Bonnie Sokolowski
The contest was sponsored by Berthold’s Nursery, O’Brien the Florist and Johnson Insurance. The Mayor noted many businesses and residents have been contributing to the beautification
of the Village through their own landscaping and gardens and thanked them for their efforts.

Mayor Johnson announced there would be no further discussion of the next subject matter as it pertains to a case of litigation. Copies of the text would be available tomorrow at 9:00
a.m. through the Freedom of Information procedures.
Liquor Application – Mayor Johnson read a statement with respect to the September 20, 2002 denial of a liquor license to Foster’s Original, Inc. (Louis Gatziolis, President) for the
establishment at 800 East Higgins Road (currently Woody’s Restaurant).
Denial was “based on the unacceptable number of serious Police incidents, the character and reputation of the applicant and the desire to protect the Village from the criminal activity
and occurrences experienced in other communities” discovered during a routine Police background investigation.
This decision has been appealed and a hearing will take place before the State of Illinois Liquor Control Commission on October 30, 2002 in the James R. Thompson Building in Chicago.
Mayor Johnson asked for the approval of the Board to hire a law firm experienced in matters of this nature that would defend the Liquor Commissioner and Village’s ability and right to
prevent these types of businesses from our community.
The Mayor discussed the Village ordinance requiring identification for purchase of liquor and the success of that policy.
Motion to authorize the Village Attorney to engage a qualified law firm to represent the Village in the upcoming hearing before the Illinois Liquor Control Commission on October 30,
2002

Trustee Petri as representative of the Village lead a Sister Cities delegation of 30 people to the City of Termini Imerese, Italy in September and reported on the various events that
took place on the trip.
The delegation toured the area for ten days working with officials of Sicily and their businesses. In addition, Trustee Petri stated some economic in-roads had been accomplished with
several companies showing an interest in coming to Elk Grove Village.
An assortment of gifts from various governmental officials, two Lions Clubs, and a flag from Termini to be displayed in the Village were shown to the audience.
A gift given to the delegation by the President of Sicily was also shown. It was noted the President of Sicily intends to attend the Sister Cities Convention in Elk Grove in April 2003.
An Ordinance was read that had been adopted by the City of Termini declaring the establishment of a Sister City relationship with the Village of Elk Grove Village.
Trustee Petri further reported on the friendliness and lifestyle of the people, their driving habits, the costs of goods, the area’s climate and his feeling that the trip was very productive.
Trustee Petri related that through the efforts of Police Chief Steve Schmidt, the delegation and two officers from Termini worked together to obtain a “foster” home for a twelve-year-old
boy who has been orphaned and is living at a Termini supported working farm. A Police Officer from Termini and his family have offered their home as a place for the boy to visit during
his free times from the farm.
Trustees Czarnik and Prochno presented a small statue of an elk head to Trustee Petri in appreciation of his leadership during the trip to Italy.
Trustee Czarnik reported she found the people of Termini to be most gracious, hospitable and family oriented. Tours of the industrial park, a castle, a fishing trip, traffic and cultural
experiences were described.
Trustee Prochno spoke of the fishing trip that was arranged with two boats hired to demonstrate how Termini began as a fishing village, the Lions and Rotary party, and the tour of the
first recycling waste plant recently opened in Sicily.
A reception given by the school children was mentioned as one of the many highlights of Trustee Prochno’s time in Termini.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the September 30, 2002 Accounts Payable Warrant in the amount of $466,944.17.

6. CONSENT AGENDA
A. Prince of Peace United Methodist Church, 1400 Arlington Heights Rd - Grant a request to waive the Village Business License fee for their annual pumpkin sale to be held from October
11 through October 31, 2002 in the amount of $100.
B. Powell Tree Care, Inc., Elk Grove Village, IL – Award a contract to the lowest responsive and responsible bidder to remove a total of 35 parkway trees in a total contract amount not
to exceed $16,425.00.
C. Standard Truck Center, Chicago, IL – Award a contract to the lowest responsive and responsible bidder to furnish and deliver two 2003 GMC TK 25903 ¾-ton pickup trucks at a total cost
not to exceed $44,276.00, including the trade-in
