ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 22, 2002 Mayor Craig B. Johnson called the meeting to order at 8:03 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Bart K. Dill Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIANCE Mayor Johnson led the audience in the Pledge of Allegiance to the Flag. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on October 08, 2002 as submitted and dispense with the reading. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Proclamations: Trick or Treat For UNICEF – October 31, 2002 Mayor Johnson noted Elk Grove Village trick or treating hours on Halloween Day, Thursday, October 31, 2002, are from 1:00 p.m. to 8:00 p.m. National Bible Week – November 24 – December 1, 2002 12th Annual Make a Difference Day – October 26, 2002 Trustee Lissner wished Trustee Dill a speedy recovery from a recent knee surgery and Happy Birthday to Trustee Czarnik. Trustee Czarnik informed the audience of a Saturday, November 2, 2002 Community Blood Drive from 8:00 a.m. to noon at the Charles J. Zettek Municipal Building (lower level). Flu clinics will be held at various Elk Grove locations on Monday-November 4, Thursday-November 7, Monday-November 11, Wednesday-November 13, Tuesday-November 19, and Thursday-November 21, 2002. Residents should call the Village Hall for the specific locations. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 22, 2002 Accounts Payable Warrant in the amount of $1,120,370.39. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: Trustee Dill MOTION CARRIED 6. CONSENT AGENDA Mayor Johnson requested that Item J., increasing an existing contract with Martam Construction for 11 brick crosswalks, funded by the Residential Enhancement Fund, be amended by adding additional crosswalks at Tonne and Hartford and Tonne and Walnut Lane. A. Enesco Group, Inc., 2200 South Busse Rd – Grant a request to hold an Inventory Tent Sale in their parking lot from November 1 through November 24, 2002. B. Gerard Printing, Elk Grove Village, IL – Renew a professional service contract (approved 6/26/01) for the layout, design, and printing of six (6) Village newsletters for FY 02/03 at a total contract amount of $14,000. C. Earth Tech, Oakbrook, IL – Award a professional service contract to perform surveys and design engineering services as part of Phase II of the Salt Creek Streambank Stabilization Project in an amount of $45,000. D. RAI Concrete, Inc., Carol Stream, IL – Increase an existing contract (approved 4/23/02) in the amount of $31,483.34 for a total contract amount of $141,635.84, for work performed under the Private Participation Concrete Replacement Program. E. Illinois Lighting, North Aurora, IL – Increase an existing contract (approved 4/23/02) for the purchase of 60 additional stop sign frames, finials, bases, and a total of 25 eleven-foot poles in the amount not to exceed $26,000 to be paid from the Residential Enhancement Fund. F. Layne-Western, Aurora, IL – Approve a Balancing Change Order for rehabilitation work at Well Site #9 for a net decrease of $18,662.50; and Approve a Final Pay Estimate of $149,700.50 for this project. G. Letter of Understanding/Cook County Highway Department – Adopt Resolution No. 46-02 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A LETTER OF UNDERSTANDING BETWEEN COOK COUNTY HIGHWAY DEPARTMENT AND ELK GROVE VILLAGE FOR THE NERGE ROAD PROJECT.” H. Amend Village Code/Liquor Licenses – Adopt Ordinance No. 2912 entitled, “AN ORDINANCE AMENDING TITLE 3, CHAPTER 3, SECTION 3-3-7, NUMBER OF LICENSES OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE BY DECREASING THE NUMBER OF CLASS “D” LIQUOR LICENSES (CUZ’S CAFÉ).” I. Zoning Variation/227 Parkchester Rd – Adopt Ordinance No. 2913 entitled “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-7:D.1 OF THE ZONING ORDINANCE TO PERMIT THE CONSTRUCTION OF A ROOM ADDITION THAT WOULD ENCROACH APPROXIMATELY 9 FEET INTO THE REQUIRED 20 FOOT REAR YARD ON PROPERTY LOCATED AT 227 PARKCHESTER ROAD, ELK GROVE VILLAGE (HEINICKE).” J. Martam Construction, Elgin, IL – Increase an existing contract (approved 6/18/02) on a per unit basis to add brick crosswalks to be paid from the Residential Enhancement Fund and to be installed at the following locations: Across the south side of Wisconsin Lane at Nerge Road Across both the north intersection and south intersection of Mitchell Trail at Nerge Road Across east and west Brantwood at Arlington Heights Road Across Elk Grove Boulevard at Arlington Heights Road Across Chelmsford at Cosman Across Cosman at the most southerly access of Northampton Circle Across Cosman (north-south) at Cosman (east-west) Across the intersection of Beisner and Gloucester leading to the Community Bridge. Across Tonne at Hartford Across Tonne at Walnut Lane K. Channel 6/Cable Television – Create a special revenue fund for the Village’s Channel 6 “Cable Television Fund” with a FY 2002/03 budget of $330,000. Motion to approve Consent Agenda items “A,B,C,D,E,F,G,H,I,J,and K” as amended. Sign Variation/Wesleyan Community Church Motion to grant a request from Wesleyan Community Church, 545 Landmeier Road, for the addition of one (1) additional freestanding sign, exceeding Village sign restrictions as follows: * ITEM PROPOSED PERMITTED BY ORDINANCE VARIATION  Number of Signs 2 (1 existing) 1 1 – 100% increase  Sign Area 45 sq. ft. 1 existing freestanding sign @ 64 sq. ft. 31 sq. ft. – 69% increase    1 new freestanding sign @ 12 sq.ft. – 76 sq.ft. tl.    MOVED: Trustee Feichter SECONDED: Trustee Petri VOICE VOTE MOTION CARRIED B. Sign Approval/Nextel - Mayor Johnson noted consideration of this request is required as the signage is not part of the original approved drawings for the Town Center. Motion to approve a request from Nextel for the installation of an illuminated “Nextel” sign with a white face and red striping on the north side of Building “A” of the Elk Grove Town Center.
