TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY NOVEMBER 19, 2002
Mayor Craig B. Johnson called the meeting to order at 8:13 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Absent: None
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. PLEDGE OF ALLEGIANCE
Members of Boy Scout Troop 95 and Cub Scout Troop 246 held an opening flag ceremony and led the Board and audience in the Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on October 22, 2002 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
October 28, 2002 – The Mayor and Attorney Lee Garr, who represents the Elk Grove Business Chamber, attended a Business Advisory Committee meeting to discuss the Northwest Blue Line Extension.
Various business leaders and Mayors from communities supporting the Blue Line extension along the northwest tollway were also in attendance. Meetings are planned in the future with
business groups throughout the region and to hold public hearings for support and alternatives available to extend mass transit to the northwestern suburban area.
October 30, 2002 – A general meeting of the Suburban O’Hare Commission was held and chaired by Mayor Johnson.
November 11, 2002 – Approximately 350 people attended the Veterans Memorial Park dedication ceremony. Mayor Johnson expressed his appreciation to those who participated and worked to
make the dedication a success. Channel 7 T.V. reporter, Frank Mathie, the Assistant to the Village Manager, the Assistant Village Manager, the Mayor’s Secretary, the Great Lakes Naval
Honor Guard and the Emerald Society Bagpipers were specifically mentioned. The Village Board was recognized for their support in helping to make this park come to a realization.
A dedication was also held on that date for the Residential Enhancement Clock Tower indicating the near completion of the Residential Enhancement Projects.
December Village Board Meeting - Mayor Johnson announced a presentation of the Residential Enhancement Project will be featured at the December 17, 2002 Village Board meeting and there
would be no time allotted for public comments on that evening. The efforts of all members of staff and the private sector who
have worked diligently with the Village to complete the undertaking, on time and under budget, will be recognized.
November 14, 2002 – The Village hosted the Elk Grove High School Youth in Government Day for approximately 90 students. Tours were given of the Industrial Park, the Historical Society
and the Farmhouse Museum. A presentation by Assistant Village Manager Ray Rummel on Village government took place at the Village Hall. Mayor Johnson offered a presentation on the
O’Hare expansion and its potential impact on the community. The high school students were thanked for their participation and willingness to learn more about the community.
Scouts – Members of Boy Scout Troop 95 and Cub Scout Pack 246, representing all the Scouts of the Northwest Suburban Council, Boy Scouts of America, presented a poster and read a Declaration
to the members of the Village Board expressing their appreciation to the Village for support of the Boy Scouts. Mr. Tom Muchowicz, Committee Chair (Troop 95), Scoutmaster Jeff Barton,
and members of each troop were introduced and given a memento of the Village by the Mayor. Mr. Muchowicz personally thanked the Board and staff for their attendance at various Eagle
Scout ceremonies and their support of all projects.
Appointment – Mayor Johnson administered the Oath of Office to Michael A. Tuozzo and requested the concurrence of the Board in his appointment to the Community Service Board.
Motion to concur with Mayor Johnson’s appointment of Michael A. Tuozzo to the Community Service Board for a term ending April 30, 2005.

Fire Department Commendation - Chief MacArthur presented Firefighter Howard Hall with a Certificate of Commendation for applying EMT skills on a 47-year-old Streamwood volunteer Firefighter
who had collapsed while playing hockey on December 12, 2002. Firefighter Hall was commended for the manner in which he used his training and skills on that day as well as the initiative
and dedication to duty demonstrated throughout that incident.
Firefighter Hall thanked the Chief for the recognition and stated every member of the Elk Grove Fire Department would have reacted in the same way.
Oath of Office – The Mayor administered the Oath of Office to the newly appointed Fire Lieutenant, Arthur Mark Blackaller, Fire Captain, James A Denna, Sr., and Assistant Chief, James
M. Forde. Each new appointee was congratulated by the Mayor and Chief MacArthur and given the opportunity to say a few words to the audience.
Fire Chief James MacArthur – Mayor Johnson announced the pending February 2003 retirement of Chief MacArthur and the appointment of Deputy Chief Doug Goostree as his replacement.
Mayor Johnson stated Chief MacArthur has been employed by the Village for 30 years, 15 of those years as its Fire Chief. Under his guidance the Village is a Fire Rating Protection Class
2 community, has built a state of the art training facility, a new Oakton Street Fire Station and a new Fire Headquarters on Brantwood. Elk Grove Village has one of the finest Fire
Departments in the Country due to the time and dedication of the Fire Chief.
Chief MacArthur addressed the audience thanking the Board, Village Manager Parrin, the members of the Fire Department and the community.
The Mayor introduced Deputy Chief Goostree who has been selected by the Mayor and Board as Chief MacArthur’s replacement. Deputy Chief Goostree thanked the Board for their confidence,
Chief MacArthur and his supporting staff, and promised to work hard to continue the quality of service that has been provided under Chief MacArthur’s leadership.
RECESS: Mayor Johnson requested a recess at 8:50 p.m. for those not attending the entire meeting to leave the Council Chambers.
RECONVENE: Mayor Johnson called the meeting back to order at 8:55 p.m. All trustees, Village Attorney, Village Manager and Village Clerk were present.
Liquor Commission - The public appeal hearing before the Illinois Liquor Commission will be held on Wednesday, November 20, 2002 at the James R. Thompson Building at 10:30 a.m. in reference
to the September denial of the Class A/Class AA liquor license application.
Rogers Industrial Park – Motion to adopt Resolution No. 47-02 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A REAL ESTATE SALE CONTRACT BETWEEN THE VILLAGE
OF ELK GROVE VILLAGE AND ROGERS INDUSTRIAL PARK (3170 CARMEN DRIVE).”

Trustee Prochno reported the Elk Grove Lioness organization will conduct a fundraiser and sell Elk Grove Village blankets (throws) depicting various locations of the Village. Anyone
interested in purchasing this item should contact Trustee Prochno (847/593-8738) or a member of the Lioness organization. The cost of the throw is $45.00.
Trustee Petri accompanied Village Manager Parrin and Deputy Chief Dave Miller on October 24, 2002 to the swearing-in of Chief MacArthur as President of the Illinois Fire Chief’s Association
in Peoria Illinois.
On Wednesday, November 13, 2002 Ray Rummel and Trustee Petri attended the SWANCC and NWMC meetings. SWANCC has sold the last piece of property and lowered the debt from $58 million
to $15 million. The $15 million is basically accounted for in the Glenview Transfer Station.
Mayor Johnson referenced the economic hardships of neighboring communities, services that are being discontinued, and taxes being raised in those towns. Mayor Johnson commended the
Elk Grove Village staff and Village Board for working so diligently to keep our community in a strong position. The Mayor assured the audience that Elk Grove would not be eliminating
Fire, Police personnel or cutting services provided to our residents.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the October 31, 2002 Accounts Payable Warrant in the amount of $884,927.91.
