TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JANUARY 28, 2003
Mayor Craig B. Johnson called the meeting to order at 8:08 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
PLEDGE OF ALLEGIANCE
Mayor Johnson led the Board and members of the audience in the Pledge of Allegiance to the Flag.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on January 14, 2003 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
The Mayor reported on his attendance at the following events:
January 17, 2003 – Visited Salt Creek School to personally thank the students for sending drawings to him depicting various Residential Enhancement landscaping projects completed around
the schools and community. The most popular items drawn were the clock tower, Veterans Memorial Park, and brick crosswalks. Before and after pictures were also submitted of the old
7-11 on Arlington Heights Road and the flower shop currently at that location.
January 22, 2003 – DARE Graduation at Grove Junior High School. Trustees Czarnik and Dill, Police Chief Schmidt and several Police Officers were in attendance.
Mayor Johnson took this opportunity to comment on the success of the DARE Program in our community and noted the Board is committed to this program and will continue to support it in
the future.
January 23, 2003 – Attended the Cook County Township Association meeting to speak on the airport issues. The Association membership consists of Township Trustees and Supervisors from
all 30 townships located in Cook County. Mayor Johnson extended his appreciation for the invitation.
January 28, 2003 – Alexian Brothers Medical Center revealed plans for a $353 million expansion plan in Elk Grove Village and the St. Alexius Medical Center in Hoffman Estates. The expansion
is the largest single project in the history of the Village.
Mayor Johnson commented on the Village’s good fortune to be a part of this community investment. The project will include state of the art health care and health facilities within a
hospital campus similar to the Mayo Clinic operations. Alexian Brothers is currently the number one employer in the Village and the expansion plan will double the number of employees
in their workforce.
The Village will work closely with the hospital during the construction of the expansion plan. The expansion will be built on existing property and should be completed within five to
six years. The Village Manager also attended the unveiling.
Election – Mayor Johnson reported that for the third consecutive Village Election no candidates have filed in opposition to the Village incumbents running for re-election. Two Elk Grove
Library incumbents are also unopposed.
The Mayor thanked the community, on behalf of the Board, for the faith placed in the Board. While residents may not always agree with the Board they do agree and support the way the
Board treats the community and works together. The Board will continue to work in the best interest of Elk Grove Village and strive forward.
Trustee Petri will be serving his seventh term following the April 1, 2003 Consolidated Election. Trustee Petri will be serving the longest, continuous term on the Village Board. Mayor
Johnson congratulated incumbents Trustees Petri, Czarnik and Lissner.
Holiday Decorating Contest – Mayor Johnson was joined by the President and Past President, of the Elk Grove Jaycees and presented plaques to the following winners of the home decorating
contest:
Traditional – The Hicks/Havlick family
Kids Theme – Parla Family -
Most Lights – Polich Family
Multi-Family – O’Leary Family
Fantasy – Deck Family
Jaycee President Dan Reinholtz spoke about the Jaycees organization and invited anyone between the ages of 21 and 39 to become involved in the community and join the Jaycees. The Easter
Egg Hunt will take place on the 12th of April and a St. Patrick’s evening celebration will be held at Honest Johns Restaurant on March 14, 2003. Anyone interested was asked to call
the Jaycees at 847-604-3268.
Mayor Johnson thanked the Jaycees for all their support in the community.
Trustee Dill attended a Board of Directors Meeting of the Greater Woodfield Convention and Visitors Bureau in Rolling Meadows hosted by Mayor Tom Menzel. Also in attendance were Mayors
Larson, Mulder and Mullins. A report will be forthcoming.
Recess 8:32 p.m. – The Mayor declared a brief recess for anyone in the audience who wished to leave the meeting at this time.
Resumed: 8:36 p.m. Meeting resumed with all members of the Board present.
Trustee Lissner reported the Elk Grove Sister City organization would host the 2003 Illinois State Convention on April 4 and 5, 2003. The convention will be held at the Elk Grove Holiday
Inn. The cost will be $50.00 if registered by February 15, 2003. This will include two days of activities. There is a dinner Friday
night, and a lunch on Saturday plus excellent entertainment. A Gala Dinner dance will be held Saturday evening at an additional cost. Further information can be obtained on the WEB

Trustee Petri attended a meeting of the Northwest Municipal Conference on January 15, 2003. The Director of the Illinois Municipal League addressed the audience with many interesting
observations on the upcoming legislative sessions.
Trustee Czarnik stated the Community Blood Drive was held last Saturday with 61 donors (6 deferred) participating. The next Blood Drive is scheduled on April 26, 2003. Appreciation
was extended to Krispy Kreme for donating doughnuts for the Blood Drive.
In addition, Trustee Czarnik reported that on January 22, 2003 she, Des Rafferty, Deputy Chief Larry Hammar, Sergeants David Naumann and Michael Kirkpatrick and Police Officer George
Winkler attended a symposium on Teen Dating Violence. The keynote speaker was Vicki Crompton-Tetter whose book “Saving Beauty from the Beast” will be available in March.
On January 22, 2003 Trustee Czarnik attended the DARE Graduation with Mayor Johnson and Trustee Dill. Two hundred eighty one students graduated.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the September 17, 2002 Accounts Payable Warrant in the amount of $963,794.21.

6. CONSENT AGENDA
Item H. - Mayor Johnson read a statement referring to Consent Agenda Item H. as it pertained to Chapter 14, Scavengers.
The Mayor told the audience the Village would be reducing the monthly account fee for waste haulers by 50%. Mayor Johnson assured the community the Village does whatever it can to reduce
taxes and fees paid to our community.
The Mayor explained the license fee was implemented to fund the debt service accrued by the Solid Waste Agency of Northern Cook County (SWANCC).
SWANCC was created during the garbage crisis in the 1980’s to insure guaranteed long term refuge disposal. These facilities were planned, designed and in some cases, developed at great
expense to SWANCC. Member municipalities included Elk Grove Village. In turn Elk Grove Village requested those benefiting from the guaranteed long-term disposal also assist in funding
the debt service. That is when the license fee was first instituted. Since the implementation of the license fee six years ago, Elk Grove Village worked diligently to reduce the refuse
collection charges.
SWANCC recently engaged in a program of liquidating unproductive assets in order to retire the debt service. From these savings, Elk Grove Village has been able to reduce the license
fee in half to $5.25 per account. These savings are passed along to our businesses. Action to reduce the fee will take place tonight with effective date at the new licensing year
beginning June 1, 2003.
