TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 9, 2002
Mayor Craig B. Johnson called the meeting to order 8:21 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Absent: None
Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Ted Czarnecki, Deacon, Queen of the Rosary Parish, delivered the Invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on March 26, 2002 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Proclamation - Mayor Johnson proclaimed April 21 through 27, 2002 as "Volunteer Week" in recognition of the dedicated volunteers and programs that contribute to communities.
O'Hare Airport - The Suburban O'Hare Commission met on April 3, 2002. Senator Fitzgerald was commended by the Mayor for his efforts during the recent Committee hearings in Washington
D.C. and success in getting Governor Ryan, Mayor Daley and Public Transportation Secretary Brown to admit there are no more details for the O'Hare expansion plan than the eleven page
glossy pamphlet that was sent out. Senator Fitzgerald has pointed out that Chicago wants the Federal Government to approve a multi-million *billion dollar plan without sufficient facts.
The Mayor encouraged residents to contact the Senator to let him know we appreciate what he has been doing on our behalf.
Project of the Year Award/Public Works - Alan Boffice, Director of Engineering and Community Development presented the Mayor and Board with a plaque accepted on Thursday, March 28, 2002
at the awards luncheon hosted by the Chicago Metropolitan Chapter of the American Public Works Association.
Mr. Boffice accepted the award for the 2002 Public Works project of the year for structures costing less than $2 million.
The Village was recognized for the design, construction and coordination achievements of the I-290 bicycle bridge and bike path (community bridge) and their outstanding contributions
to the field of public works. The project has also qualified as one of the finalists for the national project of the year award to be given in Kansas City at a later date.
A framed canvass illustration depicting the project and its award winning design that had been prepared by the Village's Engineering consultant will be displayed in the Village Hall.
Mayor Johnson commented the bridge now connects all residents of Elk Grove and allows residents of all surrounding communities to safely enter Busse Woods.
Senator "Pate" Philip and State Representative Terry Parke were recognized by the Mayor for their assistance in providing some of the funding for this project.
Congratulations were extended to Mr. Boffice and Vito Sammarco for a job well done as the Mayor accepted the award on behalf of the Village.
Appointments - Mayor Johnson requested the Board's concurrence with re-appointments to various Boards and Commissions.

Appreciation was extended to the re-appointed members and other members of the Boards for their willingness to serve the community.
Trustee Prochno reported that the Elk Grove Police Department and Elk Grove Fraternal Order of Police would be sponsoring the Teen Rock & Bowl at the Elk Grove Bowl. Students age 13
through 18 years old are invited to attend on Tuesday nights from 7:00 p.m. to 10:00 p.m. beginning June 18 through August 20, 2002. The $10.00 fee will include free bowling, shoe
rental, billiards, a weekly raffle, and contests in a very safe and supervised environment. The program has been very successful in the past with an average of over 100 students participating
each week.
Trustee Czarnik reminded everyone of the Thursday, April 25, 2002 Community Blood Drive to be held at the Charles J. Zettek Municipal Building (lower level) from 2:00 p.m. to 8:00 p.m.
Walk-ins are welcome.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the March 31, 2002 Accounts Payable Warrant in the amount of $108,648.53.

Trustee Petri noted line item #48 in the amount of $3,262.57 would be removed from the April 9 2002 warrant and would appear on the next warrant with a more detailed presentation.
Motion to authorize payment of invoices as shown on the April 9, 2002 Accounts Payable Warrant in the revised amount of $329,825.49.

6. CONSENT AGENDA
It was noted by the Mayor that approval of the FY 2002/03 Budget as discussed in the public hearing held prior to this Board meeting appears as Item I. on the Consent Agenda.
A. American Industrial, Chicago, IL – Award a professional service contract to furnish rental floor mat services at a cost not to exceed $14,112.28.
B. Public Works & Fire Department/Uniform Rental – Reject all bids to furnish rental uniforms and linens for FY 02/03.
C. Kamp/Synergy and Associates, Inc., Wauwatosa, WI – Waive the formal bidding process; and
Award a contract to furnish and install new level controllers at four Sanitary Lift Stations in a total contract amount not to exceed $21,780 from the FY 02/03 Water & Sewer Fund.
D. 3M, St. Paul, MN – Award a sole source contract to furnish and deliver reflective sheeting, electrocut film, and transfer tape for street sign manufacturing in a total contract amount
not to exceed $35,532 from the Residential Enhancement Fund.
E. Koral Maintenance, Inc., Mt. Prospect, IL – Award a contract to the lowest responsive and responsible bidder to provide custodial services at the Fire Administration Building and
Public Works Administration Building for the period May 1, 2002 through April 30, 2003 in a total contract amount not to exceed $36,000.00.
F. Lyons/Pinner Electric Companies, Lyons, IL – Increase an existing maintenance contract (approved 5/8/2001) in the amount of $2,339.28 for a total contract amount of $18,314.52.
G. James J. Benes & Associates, Inc., Naperville, IL – Award a professional service contract for Phase II engineering services for the Nerge Road STP Improvement in a total contract
amount not to exceed $105,049.
H. Water Reservoirs/Pump House 2 – Award a contract to the lowest responsive and responsible bidder, Kountoupes Painting Company, Lincoln Park, MI for repair work and repainting of two
one-million gallon water reservoirs at Pump House 2 in a total contract amount not to exceed $136,400 *$138,400; and
Award a professional services contract to Dixon Engineering, Lake Odessa, MI for related engineering and inspection services in an amount not to exceed $38,035.
