TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JUNE 18, 2002
Mayor Craig B. Johnson called the meeting to order at 8:10 p.m.

Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Absent: None
Also Present Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Ted Czarnecki, Deacon, Queen of the Rosary Parish delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held May 28, 2002 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
May 30, 2002 - Mayor Johnson and Michael Cavallini of the Health Department attended the 10:00 a.m. Earth Award Flag Ceremony at Queen of the Rosary Church in recognition of the recycling
efforts by students of Queen of the Rosary school.
June 3, 2002 - A press conference was held by Senator Peter J. Fitzgerald in Bensenville with respect to the expansion of O'Hare Airport and airport safety. Trustees Petri and Czarnik
were also in attendance.
June 12, 2002 - Trustee Dill and Mayor Johnson umpired the Fire Department/Police Department softball game. The Fire Department prevailed with a winning score of 9 and Police Department

May 27, 2002 - The Mayor reported on the progress of work being done on Wellington Avenue as part of the Residential Enhancement Program. The Wellington Avenue brick crossover project
will be completed in approximately two weeks.
Item 6.F. on the Consent Agenda was specifically mentioned whereby approval of the contract to install brick paver crosswalks at numerous intersections throughout the residential areas
of the Village would be considered for approval this evening.
Mayor Johnson thanked the residents who had alerted the Village of various problems caused with the installation of the temporary street signs. The new street signs should be installed
in approximately two weeks.
Special Meeting - A Special Meeting of the Mayor and Board of Trustees will be conducted on Monday, July 8, 2002 at 6:30 p.m. Action will be taken that night to award a contract for
installation of the next phase of streetlights. The meeting will not be televised.
Youth Commission Scholarships Awarded – Trustee Prochno joined the Mayor in awarding two of the four scholarships sponsored by the Village and Elk Grove Park District.
A $500.00 scholarship was presented to both Tim Pennington and Jamie Umbergia. The Village scholarship winners were chosen by members of the Youth Commission based on the content of
the student's essay describing how he/she has impacted the community.
Jamie Umburgia was also commended for her part in the organization of an antique car rally held at Elk Grove High School that raised $2,000.00 for the New York Disaster Relief fund.
Trustee Prochno told of the many volunteer hours dedicated to the Park District and the Village by Tim Pennington and his continued willingness to assist when needed.
Appreciation was extended to members of the Youth Commission who participated in the selection of the scholarship recipients.
O'Hare Airport/SOC - Mayor Johnson then reported on the following developments concerning the O'Hare Expansion.
The Mayor praised Senator Fitzgerald for his efforts on behalf of this community. The Senator, who was the honorary Marshal in the Elk Grove Parade, was very pleased with the warm welcome
given to him by the Elk Grove residents.
Mayor Johnson presented a "Key to the Village" to Senator Fitzgerald during the Elk Grove parade in appreciation of the great job he has done and for keeping the promise to his constituents
to fight the O'Hare expansion.
The Mayor called upon Senator Durbin to stand behind his comments that the necessary votes to pass the pending bill in the Senate have been obtained.
Mayor Johnson told the audience he attended a meeting arranged by the City of Chicago on Tuesday at 10:00 a.m. with respect to O'Hare Airport. Notification of the meeting was sent to
Mayor Johnson's office at 2:30 p.m. on Monday, the day before the meeting was scheduled to take place. No Agenda, list of attendees, or information was provided by the City of Chicago.
The City of Chicago Officials announced at the meeting that Chicago would be purchasing land in Elk Grove Village which would include 53 businesses on Carmen Drive and there was nothing
our community could do to stop it.
Furthermore, Chicago did not argue nor deny that property would be bought for the ring road or that the freight transportation facilities would be relocated. The Mayor said everything
that SOC and the Village Board have predicted for the last few years is now coming to fruition.
The Mayor stressed it is important for the community to know Elk Grove Village has not given up fighting this battle.
Mayor Johnson stated that never in the history of the State of Illinois has one community gone into another community for their benefit and to the detriment of another. Chicago is doing
the exact same thing, both in Elk Grove Village and in Bensenville. The properties will be removed from the tax rolls.
The Mayor applauded Bensenville's Mayor Giles for his efforts to save his community and wished Bensenville nothing but the best and success in their fight.
Mayor Johnson announced that today the Village of Elk Grove has agreed to be a party in the lawsuit filed earlier by Bensenville, Senate President James "Pate" Philip and U.S. Representative
Henry Hyde against Illinois Governor Ryan and the City of Chicago regarding the expansion plan.
Mayor Johnson said the Village Board is unified in its battle and will not allow Chicago to take our land and tax base without a fight. The Board will do whatever is necessary to win
this fight.
A special newsletter will be mailed out to the Elk Grove residents with further information on this issue.
Trustee Lissner reported he attended the JAWA meeting on May 29, 2002.
Trustees Lissner and Petri and their spouses attended the 40th Anniversary ceremony of Rev. David Stein's Ordination.
Congratulations were extended to Trustee Dill and his wife Terri on the celebration of their 47th Wedding Anniversary.
Trustee Lissner commended Trustee Czarnik and members of the Parade Commission and stated the June 15, 2002 parade was better than ever.
Trustee Lissner expressed his appreciation and gratitude to Senator Fitzgerald and Mayor Johnson for their leadership and continued efforts in the O'Hare Airport fight.
Trustee Feichter attended a June 5, 2002 NWMC dinner with Trustees Petri, Czarnik and Lissner.
Trustee Prochno announced the Elk Grove Lions Club would again sponsor the annual fireworks celebration on Thursday, July 4th, 2002.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the May 31, 2002 Accounts Payable Warrant in the amount of $46,381.09.

Motion to authorize payment of invoices as shown on the June 18, 2002 Accounts Payable Warrant in the amount of $1,158,767.54.

6. CONSENT AGENDA
Item F. - Mayor Johnson pointed out that Item F. approved a contract to install brick paver crosswalks at intersections throughout the residential areas as part of the Residential Enhancement
Program.
Item P. - The Village Manager requested the total amount listed under Item P. to award a professional services contract to Johnny Rockets Fireworks Display Corporation for design and
fireworks displays be changed to $25,000 rather than $32,000 as listed.
