TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MAY 27, 2003
Mayor Craig B. Johnson called the meeting to order at 8:00 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Bart K. Dill, Samuel L. Lissner, James P. Petri, Chris Prochno
Absent: Trustee Patton L. Feichter
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Deputy Village Clerk, Margit C. Thompson
A quorum was present.
2. INVOCATION
Reverend Bonnie Campbell, Prince of Peace United Methodist Church delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on May 13, 2003 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
May 14, 2003 – Mayor Johnson attended the Metra Star Line Extension meeting. The Metra Star Line will provide mass transit from the east side of O’Hare Airport to Elgin, and south to
Joliet. Tonight we will be passing under the Consent Agenda the Resolution in support of the plan that was adopted and supported by the Mayors of the communities along the Northwest
Corridor. The goal is within five to seven years to have our first Metra stations opened for Elk Grove Village use. First Elmhurst Road, then Busse and finally Arlington Heights Road.
This will help alleviate some of our traffic concerns.
Presentation – Larry Day, a former Police Officer, presented to Police Chief Steve Schmidt a poem he authored entitled “A Police Officer”.
Volunteer Award – Mayor Johnson presented an award to William (Bill) Shannon in appreciation and recognition of his 40 years of commitment and community involvement to Elk Grove Village.
Mr. Shannon thanked the Mayor and Board for the honor and encouraged residents to give a little of their time back into the community by volunteering.
O’Hare Airport – Thursday, May 29, 2003 at 7:00 p.m. a Town Meeting will be held at the Village Hall to discuss the airport situation. Special counsel, which we have retained in our
behalf, will explain to the residents first hand about the airport issue. As we speak Senate Bill 802 has not been passed in Springfield but we expect it to be. We have a game plan
and we can beat this. The Mayor encourages all residents to attend the Town Meeting to meet the experts and will be given the opportunity to ask questions. The Mayor stressed not
to sell your homes or businesses. We can and will win. The meeting will also be televised live on Channel 6.
Biesterfield Road – Mayor Johnson stated that five weeks ago this evening the Board announced its decision to look for an engineering firm to widen Biesterfield Road. The Mayor has
talked and met with concerned residents and stressed that the Village Board has listened to each and every concern. The Board with staff’s recommendation feels Biesterfield Road must
go to four lanes. However, the concerns residents have brought up, have been taken into account. Higher curbs, guardrails, traffic barriers, fencing by Link School, straighten out
curves, cross walks at Home Avenue, traffic enforcement have all been taken into consideration. The recommendation this evening will be to hire an engineering firm.
The residents want to keep Biesterfield Road as a neighborhood-type street in that area, and the Board agrees. Mayor Johnson showed a conceptual idea the engineers will be looking at.
The Board will ask the engineering firm to look into a four-lane road with an island down the middle with grass and trees. The trees and landscaping on the sides will be kept. The
Mayor emphasized that as soon as the engineers come back with the plan and their recommendations it will be presented to the community at a public meeting.
Mayor Johnson requested Item P. on the Consent Agenda be removed and voted upon separately.
Motion to award a professional service contract to Civiltech Engineering for design and engineering services for widening Biesterfield Road in a total amount not to exceed $132,300.

May 15, 2003 Trustee Dill attended on behalf of the Mayor and Board of Trustees the Greater Woodfield Convention and Visitors Bureau board meeting. The convention center will be celebrating
their 20th Anniversary on June 18, 2003.
Trustee Czarnik and Trustee Dill attended the Stevenson DARE graduation on May 14, 2003. Congratulations were extended to the fifty-nine students graduating that evening. The Police
Department was complimented for their efforts in this program.
Trustee Prochno thanked the VFW, the American Legion, the Ladies Auxiliary, the Boy Scouts, the Lioness Club and everyone involved with the Memorial Day Ceremony held on Monday, May
26, 2003. Five hundred people attended the very touching ceremony. State Representative Carolyn Krause spoke along with other guest dignitaries. A special addition to the ceremony
was the military fly-over. Trustee Prochno stressed the importance of remembering the significance of this holiday. Refreshments were offered following the ceremony.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the May 27, 2003 Accounts Payable Warrant in the amount of $816,703.32.

6. CONSENT AGENDA

A. Governmental and Not-for-Profit Agencies/Business License Fees Grant a request to waive Business License and Vehicle Sticker Fees for the period June 1, 2003 through May 31, 2004,
for the following agencies:

C. Biesterfield Road Street Lights and Traffic Signal Equipment-Phase 2 – Grant a request of the following for painting Biesterfield Road street lights and traffic signal equipment-Phase
2:
Award a contract to Kreplin Coatings Consultants, Inc., Grayslake, IL in the amount of $8,000.00;
Award a contract to RSJ Enterprises, Algonquin, IL to perform painting work in the amount of $46,100.00.
Award a contract to Larsen & Petersen, Algonquin, IL to provide painting supplies in the amount of $4,696.07.
D. Canon Business Solutions, Schaumburg, IL – Waive the formal bidding process; and
Renew a full-service maintenance contract to maintain 19 Village-owned Canon copiers in a total amount not to exceed $13,700.00.
E. Koz Trucking and Sons, Medinah, IL – Award a contract to the lowest responsive and responsible bidder to furnish and deliver gravel, stone, and sand on an as-needed basis for the
period May 1, 2003 through April 30, 2004 in a total contract amount not to exceed $41,017.50.
F. RAI Concrete, Inc., Carol Stream, IL – Award a contract to the lowest responsive and responsible bidder for the renewal and replacement of sidewalks, driveway aprons, curb, and gutter
under the 2003 Private Participation Concrete Replacement Program at a per unit cost not to exceed the following:
