TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JULY 15, 2003
Mayor Craig B. Johnson called the meeting to order at 8:18 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri
Absent: Trustee Chris Prochno
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Ted Czarnicki, Deacon, Queen of the Rosary Parish, delivered the invocation
Mayor Johnson apologized to the guests and members in the audience for the late starting time of the meeting. Discussion of items at the Executive Session held prior to tonight’s meeting
had to be completed.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on June 17, 2003 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson reported:
1. July 4, 2003 - Participated in the Village of Bensenville’s annual parade at which Senator Peter Fitzgerald was honored as Grand Marshall. Trustee Petri attended on behalf of the
Village and was thanked for his time that day.
2. Acknowledged the Elk Grove Lions Club 4th of July Fireworks display and commended ”Johnny Rockets” for the magnificent fireworks display conducted that evening.
3. Attended a special meeting with SOC Attorney Joseph Karaganis held by the City of Park Ridge on July 14, 2003. The Mayor and Karaganis addressed questions and issues of the Park
Ridge Board regarding the airport and Park Ridge’s membership in SOC. The Village of Park Ridge was thanked for their time and hospitality.
4. Referenced a recent newspaper article in a local paper stating the poverty level in Elk Grove Village was less, percentage wise, than the towns of S. Barrington, Long Grove and various
other neighboring communities.
5. Announced Dunkin’Donuts/Baskin Robbins Corporation has notified the Village they have discontinued all expansions and have withdrawn plans for development at Ridge and Devon Avenues.
Plans to update a facility at Stanley and Higgins have also been cancelled. Office development at the Ridge and Devon location will continue. The Village will monitor the property
to insure it is maintained until a new tenant or builder is identified.
6. Related information published in the most recent Crain’s Chicago Business edition naming Elk Grove Village, with almost 3600 acres occupied at the end of the year 2002, as the largest
of twenty-six industrial parks ranked by Crain’s. Woodridge was ranked second with 862 acres. Elk Grove represents 87% of acreage of all twenty-six industrial parks combined. Crain’s
article highlights the business park and illustrates the importance of the Park to the Village and the region. Mayor Johnson stated this denotes one of the many reasons the Village
is working so hard to keep the business park the way and how big it is.
7. Reported the Village, School District 54 and the Elk Grove Park District released a joint press release announcing mutual consensus in resolving parent and resident concerns relating
to parking, vehicle access, and safety of children attending Link School. These concerns were brought to the attention of the Board during discussion of the proposed widening of Biesterfield
Road. Link School is contiguous and shares parking spaces with Link Park, which is owned by the Elk Grove Park District.
Mayor Johnson read the press release that included the following information and actions to be taken: (a). No parking on Schirra Court on school days except for residents or guests
who live on that street; (b). Temporary 15 minute on-street parking on West Glenn Trail, south of the school’s driveway, will be allowed for pick-up and dropping off of students in
the morning and afternoon; (c). Educational information will be distributed through newsletters and parent packets for residents; (d). A three foot (3’0”) high fence with low growth
landscaping along the Link School frontage of Biesterfield Road will be provided by the Village to prevent school children from running into the street and to prevent sports balls from
entering into the street;(e). Maintenance of the landscaping and fencing installed along the park site will be maintained by the Elk Grove Park District.
Presentations:
ABMC – Nancy Hellyer who has recently resigned as President of Alexian Brothers Medical Center was presented a plaque and key to the Village in appreciation of her continued dedication
to the improvement of healthcare and the needs of the residents during her five-year tenure with the hospital.
Hometown Award - Elk Grove Park District Commissioners Cooke, Foster and Souder joined Police Chief Stephen Schmidt to present a plaque and Governor’s Hometown Award sign to the Village
awarded June 24, 2003 in Springfield Illinois. These were awarded to Elk Grove Village on June 24, 2003 in Springfield in recognition of the October 11, 2002 Character Counts “foot
rally” Program. Chief Schmidt gave a brief explanation of the program and rally stating the Police Department and Elk Grove Park District worked together to plan the rally as a way
to teach the youth of the community the six pillars of moral decision: Trustworthiness, Respect, Responsibility, Fairness, Caring, and Citizenship.
Chief Schmidt, Park District Commissioner Thomas Cooke and the Mayor took this opportunity to thank the staff members, Park District, Library and Village Boards, and the Fire and Police
Departments for their participation and support of this program.
Mayor Johnson requested the sign be displayed near a designated park area to show the partnership between the Village and the Park District in the Character Counts program.
Character Counts - Police Chief Schmidt and Mayor Johnson presented Certificates of Appreciation to the following winners of the Character Counts Spring Awards:
Trustworthiness - Dan Trant who found a wallet and brought it in to the Police Department.
Responsibility - Bill Schroll, resident of Barrington Illinois, who found a wallet and returned it to the Police Department.
Citizenship – Becky Valerio volunteers many hours of her free time to several organizations and worthwhile events and maintains an A average at Elk Grove High School.
Citizenship - Mariah Witon – Unable to attend the meeting.
Female Athlete of the Year - Lauren Weber, Elk Grove Village resident and St. Viator student, honored by the Daily Herald as Cook County Female Athlete of the Year, was recognized by
the Mayor. A Certificate of Achievement will be forwarded to Ms. Weber who was not in attendance.
Trustee Dill echoed the Mayor’s praise of the 4th of July fireworks display and stated he looks forward to next year’s event. Mayor Johnson added a corporate sponsor is being sought
to join in partnership with the Village for the Lions Club fireworks event.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the June 30, 2003 Accounts Payable Warrant in the amount of $381,913.75.

6. CONSENT AGENDA
A. Easement Variation/609 Chelmsford Lane – Grant a variation to Section 8-12B-1-1D, Easements, of the Village Code to allow for the construction of a garage addition that will encroach
2 feet into the required 7.5-foot easement.
B. Chicago Communications, Elmhurst, IL – Increase an existing communications equipment maintenance contract (approved 4/22/03) in the amount of $877 to include 14 Village-owned RCH
3000 radios utilized by various Departments.
C. Easement Variation/191 Basswood Ct – Grant a variation to Section 8-12B-1-1D, Easements, of the Village Code to permit the construction of a detached garage that will encroach 3 feet
into the required 10-foot utility easement.
D. Engineered Fluid, Inc., Centralia, IL – Award a contract to design and furnish a water transfer station at Well Site #14 at a total cost not to exceed $87,730, from the Water & Sewer
Fund.
E. O’Hare Legal Defense Trust Fund – Replenish the first $500,000 by utilizing proceeds from the ICRC Fund.
