MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD
OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY AUGUST 12, 2003
Mayor Craig B. Johnson called the meeting to order at 8:19 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. PLEDGE OF ALLEGIANCE
The Mayor led the Board and members of the audience in the Pledge of Allegiance to the Flag.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on July 15, 2003 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson issued the following Proclamations:
“American Payroll Awareness Week” – September 1 thru 5, 2003
“National Prostate Cancer Awareness Month” – September 2003
The Mayor then deviated from the regular agenda and presented the following report.
18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
e. O’Hare Update – The Mayor spoke of last week’s signing of the O’Hare Airport Expansion Bill by Governor Blagojevich and stated it was expected but, since actual passage was two months
ago, the timing was somewhat suspect. It was a public relations move by Chicago to give the appearance that the project is progressing right along. Mayor Johnson assured the community
the airport is no further along than when discussed at the Town Meeting in May.
The Mayor referenced front-page articles that appeared in both the Tribune and Daily Herald. The Tribune Newspaper reported the FAA has stated the O’Hare plan is flawed. Taxiway safety
and the ability to meet capacity goals are questionable. Today, the Daily Herald published a front-page article noting the O’Hare project costs would be almost 18 billion dollars,
far more than Chicago’s estimate.
The State is powerless to rule on the airport and must abide by the FAA whose preliminary findings have shown the plan will not work as presented by Chicago. The FAA has yet to study
the environmental impact, cost analysis, cost capacity analysis, the impact on surrounding communities, and most importantly, the other alternatives that may serve the region for airports
other
than the expansion of O’Hare. These are key factors in the fight against expansion.
The Dream Team hired by SOC has been working with the FAA and providing information regarding the Chicago plan throughout the FAA’s analysis. SOC Consultant and expert, Steve Steckler,
has been responsible for the information quoted in the Daily Herald’s article regarding the airport expansion costs. Mr. Steckler, an expert in airport development plans and cost analysis
for airport development, worked for the State of Illinois for a number of years under Governor Ryan to develop the Peotone site for an airport. Mr. Steckler maintains the 6.6 million
dollar cost estimates by Chicago do not include all related costs, including the World Gateway Project and costs related to the roadways (moving infrastructure, utilities, terminals).
When put in its entirety the plan is estimated to cost $18.0 billion.
Mayor Johnson reported on Chicago’s estimated airport layout plan illustrating recent changes in numbers made by Chicago. The numbers of new jobs and flights promised by Chicago have
been decreased drastically by Chicago and the cost estimates increased.
Private developers interested in building a third airport in Peotone will study whether an airport in that area is feasible. A key factor is the Peotone airport will be privately funded
unlike O’Hare Expansion whereby tax dollars are utilized. The Peotone plan will allow for 1.6 million flights at completion, 75 million passengers, create 236,000 jobs, with no jobs
lost in Bensenville and Elk Grove and can be built completely for fewer than 7 billion dollars. These key points will be brought before the FAA and will be used by the FAA for comparison
with the O’Hare proposals.
Mayor Johnson stated it is proof that we are winning the fight – in the courts, with the FAA and in public opinion. The Tax dollars being spent on behalf of the community to hire the
“Dream Team” has been a positive investment. If Peotone is approved it will help the Village.
The Mayor reiterated his appreciation to the community for their support and expressed a sincere belief that this community will have a strong financial future.
Appointment - The Mayor then appointed Elroy (“Butch”) Ehrke to the Fire and Police Commission to replace H. Robert Goldsmith, who recently resigned after thirty plus years on the Commission.
Concurrence of the Board was requested.
Motion to concur with the Mayor’s appointment of Elroy “Butch” Ehrke as Commissioner of the Fire and Police Commission (term ending 4-30-06).

Oath of Office - Mayor Johnson administered the Oath of Office to newly appointed Commissioner Ehrke.
Parade Float Awards - Trustee Czarnik, Chairperson of the Parade Commission, introduced the winners and presented them a plaque.

Streetlights - Mayor Johnson confirmed all new streetlights would be activated by Friday and the Village will then control all maintenance of the streetlights within the Village. Residents
should contact the Village Public Works Department for service when needed.
Liquor Compliance - The Police Department recently conducted an alcohol compliance check of various establishments within the Village that resulted in 100% compliance of the liquor ordinance.
The businesses were congratulated and thanked for working with the Village. It was noted that the State of Alaska has contacted the Village with inquiries and an interest in the Village’s
mandatory identification ordinance and the possible passage of that ordinance in their State.
Trustee Petri attended the July 29, 2003 grand opening of a company from Australia, Fisher & Paykel Appliances, at Landmeier and Touhy. This new location will serve as their training
and distribution center.
Trustee Czarnik reported attendance on Sunday, August 3, 2003, at a double Eagle Scout Award ceremony at the Kenneth Young Center. Awards were presented from Boy Scout Group 495 to
William Gruzynski and Michael Jacobs.
Mayor Johnson took this time, on behalf of the Village Board and community, to extend condolences to Trustee Feichter whose father recently passed away.

Motion to authorize payment of invoices as shown on the July 31, 2003 Accounts Payable Warrant in the amount of $629,025.24.

6. CONSENT AGENDA
A. Plan Commission Public Hearing/1461 Busse Road – Authorize a public hearing before the Plan Commission to consider the petition of Bill Pankiw, owner of record, to rezone property
at 1461 Busse Road from I-2 Industrial to B-3 Automotive Oriented Business, and to grant a lot size variation to reduce the permitted lot width to 143 feet.
B. Ciosek Tree Services, Lombard, IL – Award a contract to the lowest responsive and responsible bidder to provide labor and materials to remove dead or diseased parkway trees at a total
contract amount not to exceed $18,875.00.
