ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 23, 2003 Mayor Craig B. Johnson called the meeting to order at 8:06 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Art Fagan, Pastor, Queen of the Rosary Parish, delivered the invocation 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on September 9, 2003 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED REPORT OF THE MAYOR AND BOARD OF TRUSTEES Motorized Scooters – The Mayor reported there has been an increased use of motorized scooters on public right of ways. The scooters are in violation of Village ordinance and the Police Department will issue tickets to anyone using a motorized scooter in the Village. Fire/Police Open House – The Fire and Police Departments will each host an Open House on Sunday, October 12, 2003 at the Biesterfield Road stations from 1:00 to 4:00 p.m. Proclamations issued Fire Prevention Week – October 5-11, 2003 Domestic Violence Awareness Month – October 2003 September 13, 2003 – Mayor Johnson, Trustees Petri, Feichter and Czarnik attended the grand opening of the new Charter One Bank in the Town Center. Charter One was formally located in the Kmart. September 15, 2003 – Suburban O’Hare Commission held a press conference announcing the future development of the South Suburban Airport near Peotone. Mayor Johnson stated more information would be given later during the meeting. September 16, 2003 – Mayor Johnson, accompanied by Trustees Dill and Prochno, spoke before the Circle Bay Homeowners Association at the Village Hall. The Mayor informed everyone that Village meeting rooms are available for use. Residents should contact the Village to make arrangements. September 18, 2003 – Industrial realtors were invited to attend a meeting at Village Hall and enjoy a trolley tour of the industrial park. Prior to the tour, the Mayor and Trustees Petri and Czarnik spoke to the realtors about the Revitalization Program and the state of the Village. September 23, 2003 – Mayor Johnson and Trustee Feichter attended the March for Religious Freedom, held in Bensenville in protest of the potential take over of two cemeteries for the airport expansion. Eight hundred participants, joined by representatives from the Becket Foundation and leaders from the Illinois Conference of Churches, marched to express their objection to the removal of those cemeteries. Mayor Johnson noted “Quick Take” legislation violates the laws and the protection of religious rights and freedoms and sets a very dangerous precedent. Elk Grove Township – A $25,000 check was delivered to the Village today as part of the intergovernmental agreement signed by the Village and Elk Grove Township. The Township has pledged its support in the opposition of the O’Hare expansion and has contributed the funds towards the legal costs experienced during that fight. In addition, $100,000 has been received from the Elk Grove Library and $50,000 from the Elk Grove Park District in support of the opposition and to help defray costs incurred. Mayor Johnson extended his appreciation to the Township, Library and Park District. Bicycle Safety Program – Deputy Chief Lebert joined the Mayor and awarded a bicycle to 5-year-old Julianna Huerta. The Police Department had conducted a bicycle safety program throughout the summer and each participant’s registration card was entered into the bike raffle. The Elk Grove Wal-Mart Store donated the bike. Get well wishes were extended to Chief Stephen Schmidt who recently underwent surgery and is home recuperating. Character Counts gifts and certificates were presented by the Police Department to Patti Vonder-Heide, manager of the Holiday Inn in Itasca, who assisted a needy Elk Grove Village family with temporary housing. Deputy Chief Lebert encouraged the community to nominate and recognize anyone deserving of this award. Nomination forms can be accessed through the Village WEB site under the Police Department link. Mary Duffy, a teacher at Clearmont School, was recognized and awarded a certificate for utilizing the Character Counts “Respect” pillar to remedy a bullying situation within her classroom. Trustee Prochno read a press release to remind residents of the Salt Creek Clean-up on Saturday, September 27, 2003, 9:00 a.m. to noon beginning at the Elk Grove High School parking lot. People were invited to inspect the progress made as a result of the Salt Creek Stabilization Project. It was noted that due to a lack of participation, the “Make A Difference Day” cleanup in October would be cancelled. Volunteers were asked to contact Nick Nicola for further information at 847-299-5588 or on the WEB at www.creekguy@ComCast.net. Trustee Feichter reported on attendance at a Character Counts meeting on September 16, 2003 at the Hattendorf Center. The Character Counts program, originally led by our Police Department, District 59, and Jim Arey of District 214 has evolved in the past year with membership now including members from the Park District, the Township, the Village, Kenneth Young, Library, and Alexian Brothers. This program will now be known as the Community Character Coalition of Elk Grove Village. Trustee Feichter noted a donation of $500 was received from the Shinnyo-En temple, a Website is being designed, the Police Department will conduct an October 10, 2003 Foot Rally, a clothing drive will be held during the month of October at the schools, and a reading will take place at the Library on October 22, 2003. A program regarding Ethics in the Workplace is planned for November. The next meeting will be held on Tuesday, October 28, 2003 at Advantage National Bank. An employee wellness program was held at the Village Hall on September 18, 2003. Trustee Feichter reported over 30 employees participated and praised the Director of Health and Community Services for the excellent program. Trustee Feichter attended the Park District Pioneer Days celebration on September 14, 2003 and reported on a number of the activities provided. The Sister Cities Committee met on September 15, 2003 and discussed placement of a sign within the Village recognizing the Village’s Sister City relationship. Trustee Czarnik pointed out there are new Fall banners on Biesterfield and Arlington Heights Roads. Further discussion would take place at the Committee of the Whole meeting following tonight’s meeting. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 23, 2003 Accounts Payable Warrant in the amount of $860,166.85. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA Item H. relating to an Intergovernmental Agreement was removed from the Consent Agenda to be discussed and voted upon separately. A. Elk Grove Chamber of Commerce – Grant a request to waive fees associated with their October 16, 2003 Octoberfest fundraising event, and a one-day Class D Liquor License. B. Prince of Peace United Methodist Church, Elk Grove Village, IL – Grant a request to waive license fees associated with their Pumpkin Patch fundraiser event to be held October 11 through October 31, 2003. C. Scotty’s Lawn Care, Elk Grove Village, IL – Increase a contract with 5 G’s Enterprises, D/B/A Scotty’s Lawn Care for general landscaping services in the amount of $9,513.00, for a total contract amount of $65,028.27, ($1,050 from the General Fund and $8,463 from ICRC.) D. Aviation Integrity Project – Confirm prior authorization to contribute in a total amount not to exceed $75,000 from the O’Hare Advocacy Fund. E. Christian Roge and Associates, Chicago, IL – Increase a professional service contract for design of Devon Avenue improvements in the amount of $2,917.00, for a total contract amount of $197,914.00 to be funded by the ICRC Fund.
