TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY DECEMBER 16, 2003
Mayor Craig B. Johnson called the meeting to order at 8:02 p.m.

Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
8:03 p.m. Executive Session – Mayor Johnson called for a motion to hold an Executive Session for the purpose of discussing Personnel.

8:15 p.m. – Upon adjournment of the Executive Session, the Mayor and Board of Trustees returned to the Council Chambers. Mayor Johnson reconvened the meeting at 8:15 p.m. with all Trustees
present as stated at the beginning of the meeting.
2. INVOCATION
Reverend Rodney L. Pickett, Elk Grove Village Police Chaplain and Pastor of Wesleyan Community Church, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on November 18, 2003 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
In Memoriam – Mayor Johnson stated Theodore (Ted) Staddler, Deacon (Queen of the Rosary), former Village Trustee, Plan Commissioner and member of the Zoning Board of Appeals had passed
away today. A moment of silence was requested. The Mayor then extended the Board’s deepest sympathy to the Staddler family.
Home Depot – The opening of the HOME DEPOT store has been changed from January 15, 2003 to February 5, 2004 to coincide with additional events planned by the home office in Atlanta Georgia.
Residents were told job openings are still available and to visit the Home Depot trailer located on Meacham Road.
November 27, 2003 – The Mayor, Congressman Hyde and Trustee Dill attended a Thanksgiving Breakfast hosted by the Elk Grove Baptist Church for 180 ladies and gentlemen from the Great
Lakes Naval Training Station.
November 28, 2003 – The sixth annual Tree Lighting Ceremony took place on the Friday following the Thanksgiving holiday. There was a great turnout, despite the cold weather. Mayor Johnson
thanked
everyone involved for their contribution to a successful celebration.
December 9, 2003 – The Grove Jr. High DARE graduation was attended by the Mayor, Trustees Dill, Feichter and Czarnik. The time of the ceremony had been changed from evening hours to
morning to accommodate the school children’s busy schedules. The Police Department was commended for their participation in the DARE Program.
December 9, 2003 – Mayor Johnson attended the Elk Grove High School dedication for the school’s new expansion.
December 16, 2003 – The Mayor took part in the Township Senior Center Christmas Luncheon and spoke on the “State of the Community” to senior members from Elk Grove Township, Arlington
Heights and Mount Prospect.
Oath of Office Mayor Johnson administered the Oath of Office to newly appointed Police Officer Theodore D. Malek.
Character Count Awards – Sarah Bartman and Nick Sanchi were honored with an award for caring, sharing and citizenship attributed to their response and assistance after finding a lost
three-year-old child at Landmeier and Tonne Roads. Police Officer Danahy who had nominated Sarah and Nick presented the awards.
Police Chief Certificates were presented to Parkway Bank employees Alpesh Patel, Patrycia Karwonski and Dorie Barett for assistance given in the capture of three suspects who had forced
a female resident to drive through the bank’s teller area and try to withdraw $500.00 from her account. The tellers became suspicious and called the Elk Grove Police Department and
then assisted the Police Officers in contacting nearby Parkway Bank branches in Streamwood and Schaumburg. The criminals were apprehended - one in Schaumburg and two in Elk Grove Village.
The Chief commended the bank employees for their concern and assistance.
Life Saving Award – Officer Rick Meyers was presented an award for his response and aid to a 51-year-old male who had been found unconscious and not breathing. Officer Meyers used the
defibrillator (AED) equipped in all Village squad cars and assisted the person until the paramedics could arrive. Officer Meyers thanked Sergeant Mark Waclawski for his assistance
on that call.
Mayor Johnson stated the AED equipment was provided through a grant from State Senator Kay Wojcik and Elk Grove Village was one of the first to have that equipment available in community
buildings and Police cars.
Canine Retirement – Approximately twenty-five Officers from the surrounding community Police Canine Units and their Police dogs attended the Village Board meeting to honor and say good-bye
to Elk Grove’s Police dog, Mike. Mike has been diagnosed with lymphoma and is not expected to survive.
Canine Mike and Officer Matt FioRito have worked together since April 1996. Chief Schmidt related the impressive statistics accomplished by Officer FioRito and Mike during their time
as a team.
Sergeant Waclawski of the Elk Grove Police Department presented Officer FioRito with a plaque in honor of the Canine team.
Representatives of Hoffman Estates, Mt. Prospect and the Village of Schaumburg each presented the Canine Team with plaques and/or certificates in appreciation for their dedication and
service.
Trustee Petri, who was instrumental in obtaining the Elk Grove Police dog in 1996, said a few words and expressed his fondness for Mike and spoke of his importance to the community.
The Mayor expressed his gratitude to Mike and to Officer FioRito.
Matt FioRito thanked the Board and Chief Schmidt. He spoke of the rewards gained by working with Mike and recognized and thanked the Board and others for their friendship and support.
Trustee Dill reported on a program that was started four years ago by the Nerge School Principal as a way to celebrate the end of American Education Week. During this week the local
officials and celebrities are invited to read to the students. Trustee Dill and Mayor Johnson joined together to read the book “Turkey Saves the Day” to students of the third grade
class. Trustee Dill thanked the children and teachers for the invitation to participate.
Trustee Czarnik attended School District 54’s ninth annual school community partnership breakfast at Mead Jr. High on Wednesday, November 19, 2003. The breakfast is held as a way of
showing appreciation to the partnerships the school has with businesses. The Elk Grove MacDonalds assists Link and Stevenson Schools and Woodfield MacDonalds partners with Mead Junior
High.
Trustee Czarnik closed her report by wishing everyone a very Happy Holiday Season.
Trustee Feichter reported he serves as the State Coordinator of “We the People, the Citizen and the Constitution”. On December 5, 2003 Mayor Johnson and Village Attorney Knickerbocker
participated as judges in the State competition held in the Dirksen Federal Building between the 16 high school finalists. This is a Federal Program called “No Child Left Behind.”
Local and regional competitions have been on-going with this event being the final competition.
Trustee Feichter thanked the Mayor and Village Attorney for their participation. Trustee Feichter noted the Mayor gave an inspiring speech at the awards ceremony and luncheon that day
(Union League Club) on citizenship and the importance of voting.
The Mayor commended the students on the knowledge they had on matters of the Constitution and Government and thanked Trustee Feichter for the opportunity to be part of that program.
Trustee Prochno reported she and Trustee Lissner attended the Eagle Scout ceremony on Sunday, November 23, 2003 for Anthony Scully at the Christus Victor Church. Anthony’s brother,
Erin, is also an Eagle Scout. Trustee Prochno mentioned that only 2 out of every 100 scouts will reach this level. The Elk Grove community is privileged to have quite a few Scouts
who have attained the rank of Eagle Scout.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the November 30, 2003 Accounts Payable Warrant in the amount of $416,080.09.
