TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY FEBRUARY 24, 2004
Mayor Craig B. Johnson called the meeting to order at 8:14 p.m.
1. ROLL CALL:

Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. PLEDGE OF ALLEGIANCE
Mayor Johnson led the Board and audience in the Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on February 10, 2004 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson reported on the following:
2/11/04 – Attended an Alexian Brothers Medical Center long range-planning meeting. Alexian is planning a major expansion in Elk Grove and Hoffman Estates.
2/12/04 – Attended the groundbreaking ceremony for the new Country Inn and Suites at Rohlwing and Devon Avenue. Trustees Dill, Petri, Czarnik and Feichter were also in attendance.
The Country Inn and Suites will open in August, the banquet facility in April and the Real Time Sports Bar and Restaurant is already open for business.
2/22/04 – Appeared on WBBM AM radio with Joe Del Balzo to discuss issues related to O’Hare.
2/20/04 – Participated in the grand opening of Real Time Sports and was interviewed by Mike North and Doug Buffone on their radio show.
Proclamation – Mayor Johnson proclaimed February 29-March 6, 2004 as “Severe Weather Activity Week”.
Trustee Petri reported that on February 12, 2004 he attended the dedication ceremony of the Alexian Brothers new rehabilitation center. Trustee Czarnik, Trustee Lissner were also in
attendance.
Trustee Feichter commented on a letter he received from a resident who felt the American flags being displayed on Village property were not illuminated at night. Trustee Feichter stated
all flags have been checked by Village staff and every flag is illuminated at night and properly displayed.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the February 24, 2004 Accounts Payable Warrant in the amount of $653,675.75.

CONSENT AGENDA
A. Avalon Petroleum Company, Tinley Park, IL – Award a purchase contract to furnish and deliver gasoline and diesel fuel to Elk Grove Village, in an amount not to exceed $270,000.
B. Hoskins Chevrolet, Inc., Elk Grove Village, IL – Award a purchase contract for the purchase of one 2004 Chevrolet Suburban to be utilized as a Fire Command Vehicle in an amount not
to exceed $35,089.
C. M.Q. Construction Company, Elk Grove Village, IL – Award a construction contract for the ICRC Lively Boulevard and Oakton Street Improvements in an amount not to exceed $2,288,577
to be paid from the Industrial/Commercial Revitalization Fund.
D. Soil and Material Consultants, Inc., Arlington Heights, IL Award a professional service contract for the material inspection and testing of concrete and asphalt materials for the
2004 Motor Fuel Tax Street Maintenance Program in an amount not to exceed $21,000.
E. Class 6B Status/780-790 Lively Boulevard – Adopt Resolution No. 3-04 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY
CLASSIFICATION ORDINANCE AS AMENDED JANUARY 1, 2000 FOR CERTAIN REAL ESTATE LOCATED AT 780-790 LIVELY BOULEVARD, ELK GROVE VILLAGE, ILLINOIS (GULLO INTERNATIONAL DEVELOPMENT CORPORATION).”
F. Class 6B Status/38 Lively Boulevard – Adopt Resolution No. 4-04 entitled “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY
CLASSIFICATION ORDINANCE AS AMENDED JANUARY 1, 2000 FOR CERTAIN REAL ESTATE LOCATED AT 38 LIVELY BOULEVARD, ELK GROVE VILLAGE, ILLINOIS (GIMA SPA AND AGR REAL ESTATE, INC.).”
G. Intergovernmental agreement/Cook County Emergency Telephone System Board – Adopt Resolution No. 5-04 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN
INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE COOK COUNTY EMERGENCY TELEPHONE SYSTEM BOARD (9-1-1 SURCHARGE).”

Trustee Petri reported all items on the Committee’s agenda are pending. Some will be done when weather permits.
Executive Session - The Capital Improvements Committee will meet in Executive Session on Wednesday, February 25, 2004 at 2:00 p.m. The Assistant Village Manager and Director of Public
Works were requested to attend the meeting.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN DILL
Meeting Schedule - A meeting of the JPZ Committee will be held on March 16, 2004 at 7:00 p.m. in the Chernick Conference Room to discuss parking regulations for recreational vehicles
and boats.
10. PERSONNEL COMMITTEE - CHAIRMAN LISSNER

11. RECYCLING & WASTE COMMITTEE - TRUSTEE PROCHNO
Meeting Schedule – A meeting will be held on Tuesday, March 2, 2004 at 7:00 p.m. in the Chernick Conference Room to discuss multi-family refuse container locations.
12. INFORMATION COMMITTEE - TRUSTEE FEICHTER
Channel 6 is prepared to offer the new Illinois TV channel,
C-SPAN for State Government, to provide information on State Government. The broadcasts are scheduled for 4:00 p.m. and midnight, on a daily basis.
Programming will also become available on March 18, 2004 with respect to each of the Armed Services as follows:

14. YOUTH COMMISSION - TRUSTEE PROCHNO
Scholarship – The Youth Commission and Elk Grove Park District are sponsoring a youth scholarship contest. Four $500 scholarships will be awarded to any resident of Elk Grove who is
a senior in High School this year. Applications are available at Conant and Elk Grove High Schools, the Charles J. Zettek Municipal Building and the Elk Grove Library. Applications
will be available next week. Judging will be based on an essay showing how the student has impacted the community. Deadline for filing the applications is May 17, 2004.
“The Last Dance” – The Youth Commission, in partnership with the Elk Grove Park District, will sponsor a dance for 6th, 7th, and 8th graders at the Park District Pavilion on Saturday,
May 1, 2004.
