ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY FEBRUARY 10, 2004 Mayor Craig B. Johnson called the meeting to order at 8:29 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on January 27, 2004 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson welcomed the Conant High School students who were attending the meeting as part of a senior class assignment. Elizabeth Baunach, a member of Queen of the Rosary Girl Scout Troop 502, addressed the Board to ask if Elk Grove restaurants would become smoke free. Elizabeth is trying to earn the “Model Citizen Badge”. The Mayor replied this would only happen if and when it became a regional law adopted by the State of Illinois and all communities were required to comply. Jaycee President, Mary Barr, and three members of the Elk Grove Jaycees joined the Mayor and presented plaques to the winners of the Jaycees 2003 Holiday House Decorating contest as follow: Multi Family Homes: 2nd Place Chaplin/Dixon Family-808 Gloucester 1st Place O’Leary Family-68 Leicester Single Family Homes: Fantasy Winner Deck Family-821 Delphia (absent) Best Lights Gosiewski Family–417 Atlantic Children’s Theme Martin Ross-807 Galleon Traditional Adlon Family-123 Wildwood Mary Barr announced the Jaycee’s pizza contest will take place in April, the Easter Egg Hunt on April 11 and a new event called Meet & Mingle will take place on the second and fourth Friday of each month. Information can be obtained by calling 847-604-3268. It was noted the Jaycee phone book would be discontinued as of this year as it has become cost prohibitive to publish. Mayor Johnson thanked the members of the Jaycees for their service to the community. Recess: 8:47 p.m. Reconvene: 8:48 p.m. Mayor Johnson reported he and members of the Board attended the Grand Opening of the Home Depot store on Wednesday, February 4, 2004. Trustee Prochno wished Happy Birthday to Trustee Lissner, Trustee Feichter and Mayor Johnson who would be celebrating birthdays this week. Trustee Feichter reported the Community Character Coalition held a special event at the Elk Grove Library on February 7, 2004. Various members of the community and Police Department read stories to parents and children. The stories dealt with character counts pillars and issues. Trustee Dill reported on his participation at the Eagle Scout Award ceremony for Devin Muchowicz on February 1, 2004. Trustee Prochno and Trustee Petri, who presented a plaque to Devin, were also in attendance. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the January 31, 2004 Accounts Payable Warrant in the amount of $335,100.94. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Motion to authorize payment of invoices as shown on the February 10, 2004 Accounts Payable Warrant in the amount of $455,425.05. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA A. Alexian Brothers Medical Center, 800 Biesterfield Road Grant a request to waive permit fees in the amount of $10,300 for the Cath/PIR Expansion Project. B. W.J. Electric Inc., Bridgeview, IL – Award a professional service contract to furnish, deliver and install a generator power system at Pump House #11 in a total amount not to exceed $55,289, from the Water & Sewer Fund. C. Special Use Permit/2727 E. Higgins Road – Adopt Ordinance No. 2975 entitled, “AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO U S CELLULAR TO PERMIT THE INSTALLATION OF AN EQUIPMENT CABINET AND THE MOUNTING OF A CELLULAR ANTENNAE ON AN EXISTING STORAGE TANK ON PROPERTY LOCATED AT 2727 EAST HIGGINS ROAD, ELK GROVE VILLAGE.” D. Village Code Amended/Vehicle Licenses – Adopt Ordinance No. 2976 entitled, “AN ORDINANCE AMENDING SECTIONS 6-2-2 OF CHAPTER 2 VEHICLE LICENSES OF THE VILLAGE CODE BY ESTABLISHING PENALTIES FOR INDIVIDUALS PURCHASING THEIR VEHICLE LICENSE AFTER THE DUE DATE.” Motion to approve Consent Agenda items “A, B, C, and D”. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI No report 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN DILL No report 10. PERSONNEL COMMITTEE - CHAIRMAN LISSNER No report 11. RECYCLING & WASTE COMMITTEE - TRUSTEE PROCHNO Meeting Change – The meeting of the Recycling & Waste Committee, originally scheduled on February 26, 2004, has been cancelled and rescheduled on Tuesday, March 2, 2004 at 7:00 p.m. in the Chernick Conference Room. Item b., Multi-Family Refuse Container Locations, will be the subject of discussion. 12. INFORMATION COMMITTEE - TRUSTEE FEICHTER Channel 6 - The second Town Meeting held last week and featuring the Elk Grove Park District was successful. The audience asked many questions and numerous calls were received, which made for a lively meeting. Channel 6 will be showing reruns of that Town Meeting during the next month. A future Channel 6 segment called “Inside the Village” is planned as an introduction to the staff of Channel 6. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Meeting Schedule – A meeting of the Commission took place on Thursday, February 5, 2004. The proposed 2004/05 budget was reviewed at that meeting with discussion of main projects, both completed and planned in the future. Trustee Petri informed the audience that a good section of Lively Boulevard, from Howard Street north, would be closed down to one lane northbound for several months. 14. YOUTH COMMISSION - TRUSTEE PROCHNO Meeting Schedule – The Youth Commission held a meeting on Wednesday February 4, 2004. Scholarship – The Commission, in partnership with the Elk Grove Park District, will once again offer four (4) $500.00 scholarships to any Elk Grove Village resident that is currently a senior in high school and who wishes to apply for the scholarship. Forms will be available at the Village Hall, Conant and Elk Grove High Schools. A short essay is required that describes how the student feels he/she has contributed and impacted the community in a positive way. The scholarship money can be used for any school related expense. The deadline for turning in the applications is May 15, 2004.
