TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MARCH 23, 2004
Mayor Craig B. Johnson called the meeting to order at 8:10 p.m.

Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present: Assistant Village Manager Raymond Rummel; Attorney, William Payne; and Village Clerk, Ann I. Walsh
A quorum was present.
2. PLEDGE OF ALLEGIANCE
Mayor Johnson led the members of the Board and audience in the Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on March 9, 2004 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
3-11-04 - Mayor Johnson reported the entire Board attended the Elk Grove Chamber of Commerce’s 4th Annual Taste of Elk Grove. The event was well attended and compliments were extended
to the Chamber of Commerce on their successful evening.
3-17-04 – The Mayor, Trustees Czarnik and Dill participated in the DARE graduation ceremony at Stevenson School.
3-19-04 - The Mayor attended the ribbon cutting and welcomed a new business to the Village named Collections Etc. The business is located south of Devon on Mark Street and Busse Road
and is open on Friday, Saturday and Sundays.
Vehicle Stickers – The Mayor noted that the Village is currently making a concerted effort to insure all registered vehicles in Elk Grove have a vehicle sticker. The list obtained from
the Secretary of State’s Office has been found to be somewhat inaccurate and the Village is in the process of updating those records.
An amendment to the Vehicle Sticker ordinance would be introduced under the Consent Agenda denoting the vehicle sticker cost for licensed antique automobiles at $1.00. The amendment
would be in line with the State’s discounted price for that type of license.
A reminder was given that the vehicle amnesty period offered by the Village ends April 15th and anyone not taking advantage of that offer will be responsible to purchase stickers at
the fees established by ordinance. Mayor Johnson apologized to those who may have received a notice from the Village in error.
Proclamation – Mayor Johnson proclaimed April 2004 as “Child Abuse Prevention” month. The Proclamation was presented to
Christine Favazza, Northwest Regional Coordinator for the Parents Care and Share Program of Children’s Home Needs Society of Illinois who thanked the Village for their participation
in the awareness campaign.
Character Counts Awards – Deputy Chief Hammar presented awards to the following persons nominated for their representation of one of the Character Counts pillars:
Summer Kasak – Citizenship - For her involvement as President of the Elk Grove High School chapter of Students Against Drunk Driving (SADD).
Michael Cooley – Responsibility - For his dedication and volunteerism as team manager with the 7th and 8th grade boys’ basketball team at the Grove Junior High School.
Judy Senase – Caring – For her volunteer efforts as a room mother at Link School and at St Julians in the religious education program.
Recess: The Mayor requested a recess at 8:27 p.m. in order for those not attending the entire Board meeting to leave the Council Chamber.
Reconvene: The meeting continued at 8:28 p.m. with all members present as stated at the beginning of the meeting.
Trustee Dill reported he and Trustee Czarnik attended the Queen of the Rosary DARE graduation.
Trustee Lissner requested the removal of all campaign signs for the Tuesday, March 16, 2004 Primary Election from lawns and fences within the Village. Residents were also asked to take
down any Christmas decorations still up at their homes.
Trustee Czarnik reported she had attended the Adolph Link School DARE graduation as well as Queen of the Rosary and Adlai E. Stevenson. A total of 170 students graduated from the DARE
program this year.
The Elk Grove Lions Club was recognized and thanked for their sponsorship of the DARE T-shirts this year.
Ridge School - Trustee Czarnik represented the Village in discussion of the possible use of the Lively School property and gave an explanation of zoning regulations for that site. The
Park District and School Board also gave presentations followed by student discussion as to what future uses might be considered for the Lively School property to benefit the community.
Trustee Feichter reported the Community Character Coalition program would follow a suggestion by Deputy Chief Michael Lebert to include reminders of the various six pillars of Character
Counts in the Village utility bills.
Trustee Prochno attended a Monday, March 15 2004 meeting of the Career Advisory Council at Elk Grove High School. The committee reviewed the definition and function of the Council.
High School students were reminded that Harper College will sponsor a College night on Tuesday, April 13th and a Career Expo on April 20, 2004. The Expo will feature colleges and
employment opportunities other than college.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the March 23, 2004 Accounts Payable Warrant in the amount of $675,036.16.

6. CONSENT AGENDA
Item M. – Mayor Johnson pointed out Item M., awarding a construction contract for the Biesterfield Road Widening project, would be $1.1 million less than first anticipated. The awarding
contract will incorporate the widening and all landscaping work. The cost savings can be attributed to the state of the economy and competitiveness of the bidding.
Item F. – Trustee Petri commented the awarding of the contract to Aubin Nurseries for the Village tree program would also be available to residents under the Village’s Residential Tree
Planting Program. The two classes of trees offered would be a 2-1/2 inch tree, balled burlapped, planted and guaranteed for one year at a very competitive cost.
Item K. Trustee Petri noted this item was for purchase and training of a new canine for the Police Department as replacement of the former Police dog, Mike.
Item R. Robert D. DiDomenico, 578 Jersey Lane, approached the Board to request information and clarification on fee requirements for licensed antique cars and licensed cars that may
never be driven on public roads. A racecar owned and not driven on the street by this resident was the topic of discussion.
Mayor Johnson reiterated that a full price vehicle sticker is required if a car has a license plate allowing the owner to drive the car on public roads. If the State of Illinois designates
that type of car a special license, then the Village would honor that State law.
A. Alexian Brothers Medical Center, 800 Biesterfield Road Grant a request to waive permit fees in the amount of $7,282.00 for the Operating Room expansion.
B. United Rentals Highway Technologies, Villa Park, IL – Award a purchase contract for the fabrication and installation of street name numeral signs within the Business Park in an amount
not to exceed $22,590.54.
C. Pinner Electric, Lyons, IL – Extend an existing maintenance contract (approved FY 2000/2001) to maintain Village-owned traffic signals and streetlights for the period May 1, 2004
through April 30, 2005 at a total contract amount not to exceed $75,680.00.
D. Mitch’s Greenthumb Landscaping Corp., Grayslake, IL – Award a contract extension for landscape bed maintenance at selected locations in the Village, for a contract period May 1, 2004
through April 30, 2005 in a total contract amount not to exceed $47,184.30.
E. T.N.T.Landscaping and Snow Removal Inc. Rolling Meadows, IL Extend an existing maintenance contract (approved 4/22/03) to provide parkway turf restoration services in a total contract
amount not to exceed $36,000.00.
F. Eugene A. De St. Aubin & Brothers, Inc., Kirkland, IL Award a contract to the lowest responsive and responsible bidder to furnish and plant a total of 150 shade trees in a total
contract amount not to exceed $42,600.00.
