ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 27, 2004 Mayor Craig B. Johnson called the meeting to order at 8:11 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. Mayor Johnson welcomed senior class students from Conant High School who attended the meeting as a class assignment. 2. INVOCATION Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church, and Elk Grove Police Chaplain, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on April 13, 2004, as submitted, and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson issued the following Proclamations: “Oncology Nursing Day” – Wednesday, May 5, 2004 “Arbor Day” – Friday, April 30, 2004 April 22, 2004 – The Mayor reported on attendance of the Alexian Brothers Medical Center’s “Take Your Child to Work Day” and thanked Alexian Brothers for the invitation. Trustee Czarnik expressed appreciation to the forty-five individuals who attended the Community Blood Drive on Saturday, April 24, 2004. Sunday, April 25, 2004 - Trustee Czarnik had the opportunity to welcome Chris Bauer, a 1998 graduate of Queen of the Rosary and 2002 graduate of Driscoll High School, on his return to Elk Grove after serving in Iraq. Bauer joined the Air Force and served in Kirkuk in the Security Forces and will return to his base in San Angoles, Texas on May 20th. Mr. Bauer’s family held a small reception in his honor at Queen of the Rosary Church. Trustee Feichter noted the Community Character Coalition of Elk Grove Village (formerly known as Character Counts) is sponsoring a community Youth Celebration on Tuesday, May 18, 2004 at the Elk Grove Pavilion Garden Terrace from 7:00 p.m. to 8:30 p.m. to recognize the contributions made by community youths. An invitation was extended to anyone who may want to attend the event. Anyone interested in submitting a name for recognition should contact Trustee Feichter. Trustee Prochno reported twenty-one volunteers participated in the 10th annual Elk Grove Village Salt Creek Clean-up Project on Saturday April 24, 2004 from 9:00 a.m. to 12:00 p.m. The Elk Grove Park District supplied a tractor and dump truck, with two operators. Girl Scout Brownie Troop 2449 (Clearmont School), John Moran (Elk Grove Sportsmen’s Club), residents Paula and Rachael Karch, and Elk Grove event organizer Nick Nikola were recognized. Clean up was easier, safer, and quicker due to the Salt Creek Streambank stabilization project. The clean up was organized by the Friends of Critters and Salt Creek, in conjunction with a creek wide effort by the Salt Creek Watershed network. Several locations on the creek simultaneously took part in clean up in Wood Dale, Brookfield, Cricket Creek Forest Preserve and LaGrange Park Woods Forest Preserve. Another clean up project is planned next September. Further Information can be obtained at the www.saltcreekwatershed.org web site. Trustee Prochno announced the Village would host a special Memorial Day Ceremony on Monday, May 31, 2004 at 10:45 a.m. at the Park District Pavilon. The World War II Memorial will be dedicated in Washington D.C. on that date and the Village will pay special tribute to the WWII veterans and their spouses with a breakfast and dedication ceremony at the Veterans’ Park prior to the Memorial Day ceremonies at the Pavilion. WWII veterans who are interested in attending were asked to contact the Mayor’s Office at 847-357-4030. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the April 27, 2004 Accounts Payable Warrant in the amount of $540,843.88. Northeastern Illinois Planning Commission/Dues – Authorize payment in the amount of $6,925 for FY 04/05 membership dues. B. Plan Commission Public Hearing/2200 Pratt Boulevard Authorize a public hearing before the Plan Commission to consider the petition of T-Mobile for a Special Use to locate its antennas on an existing building structure at 2200 Pratt Boulevard. C. Illinois Criminal Justice Information Authority, Chicago, IL – Renew a contract in the amount of $18,480 to provide computer hardware access and software programming and maintenance for the Police Information Management System (PIMS) for the period July 1, 2004 through June 30, 2005. D. Chicago Communications, Inc., Elmhurst, IL – Award a service contract to maintain the Village’s radio communications in a total contract amount of $28,746. E. Marcott Enterprises, Inc., Addison, IL – Award a contract for hauling and disposal of non-toxic debris for the period May 1, 2004 through April 30, 2005 in a total contract amount not to exceed $71,000. F. W.S. Darley & Co., Melrose Park, IL – Waive the formal bidding process; and Award a sole source contract to furnish and deliver 15 sets of Morning Pride turnout gear in a total amount not to exceed $22,500.00. G. Canon Business Solutions, Schaumburg, IL – Waive the formal bidding process; and Renew a full-service maintenance contract to maintain 19 Village-owned Canon copiers in a total amount not to exceed $11,500.00. H. ALSCO-American Industrial, Inc., Chicago, IL – Renew an existing contract (approved in FY 02/03) to furnish floor mat services for the Fire and Public Works Departments for the period May 1, 2004 through April 30, 2005 in a total contract amount not to exceed $13,736.28. I. ALSCO-American Industrial, Inc., Chicago, IL – Increase the Fire Department’s portion of the contract for linens for the period May 1, 2003 through April 30, 2004 in an amount of $270; and Renew an existing rental contract for rental of uniforms (Public Works) and linens at fixed unit pricing for the period May 1, 2004 through April 30, 2005 in a total contract amount not to exceed $19,097.43. J. Jason Ruszcak, Lombard, IL – Award a contract for computer-aided drafting and design services for the period May 1, 2004 through April 30, 2005 in the amount of $15,000.00. K. Liability Insurance Premiums – Approve the Liability Insurance Premiums for Fiscal Year 2004/05, submitted by Arthur J. Gallagher at a premium level as determined for the following coverages: Workers’ Compensation $ 45,208 General Liability Package 412,815 Additional $1 million Excess 75,481 Liability Auto Damage Building/Contents EMT/Paramedic Liability Public Officials Police Professional Boiler & Machinery 18,370 Federal Flood Coverage 9,715 Excess Liability (HELP) 128,581 Community Nurse/Clinics 7,914 Fiduciary Liability/Pensions 6,293 Underground Storage Tanks 5,685 TRIA-Terrorism 13,025 Public Officials Bond (2001-2005) 930 Total $ 724,017 and; Award a professional service contract to Gallagher-Bassett for the administration of the Village’s self-insured liability plan in an amount not to exceed $59,110;and Coverage for terrorist acts as defined by the federal Terrorism Risk Insurance Act of 2002 in the amount of $13,025.
