ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MAY 25, 2004 Mayor Craig B. Johnson called the meeting to order at 8:18 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Patton L. Feichter Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Bonnie Campbell, Pastor, United Methodist Church, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on May 11, 2004 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson reported on the following items: May 17, 2004 – The Mayor, Trustees Lissner, Petri, Czarnik and Feichter attended a Chicago City Club luncheon at which the Mayor and “Dream Team” spoke to business people of Chicago about the many issues related to O’Hare expansion. The Mayor thanked the City Club for the opportunity to attend. The President of the Rotary Club of Chicago and President of the Union League who had attended the luncheon on May 17th extended an invitation to the Mayor and Dream Team to speak before their organizations about the O’Hare Expansion. May 20, 2004 – Attended a Daily Herald sponsored luncheon to discuss the proposed STAR Line in Rolling Meadows. Mayor Johnson and the Mayors of Rolling Meadows, Hoffman Estates, and Schaumburg spoke to the business community of the Northwest Suburban area about the proposed Blue Line rail service extension that would run from O’Hare airport on the I-90 through the northwest suburbs to Hoffman Estates and then south to Joliet. This project has gained momentum in Washington D.C. with possible funding through the Federal Government’s New Transportation Bill. Sanfilippo & Son Inc. – The Mayor referenced a Daily Herald newspaper article reporting the Sanfilippo Company is negotiating a move and has been offered a 13 million dollar incentive package by the City of Elgin to move their business from Elk Grove into that community. Mayor Johnson said the Village would miss the Sanfilippo business and commented that the owners have been good to the community. The Mayor stated the Village gains only approximately $14,000 a year from property tax and even less from sales tax; therefore, departure of this business would not cause a large negative economic impact on the Village. The corner of Busse and Devon is a prime location that would be attractive to many businesses that would be large tax producers and would be very beneficial to the community in the long term. Mayor Johnson stated the Village has been aware of this proposed move for some time and wanted the residents to understand the situation. The Mayor stated he welcomes the Sanfilippo business to remain in Elk Grove but the Village would not be offering tax incentives for them to do so. June 2, 2004 – The Village will host a second “Town Hall Meeting” at 7:00 p.m. in the auditorium of the Elk Grove High School with reference to the airport expansion. The Dream Team members will address the audience to discuss the many accomplishments made thus far and the future plans. All residents were encouraged to attend. An open question session will be offered. Police Dog – The Police Chief introduced Vasco, the new replacement for the first Police dog, Mike. Vasco graduated from the canine school on Friday and worked on the street for the first time last night. Police Officer Matt Fiorito, who formerly worked with Police dog Mike, thanked the Police Department and Board for the opportunity to serve the community once again and work with a second dog. Sister Cities – John Gullo presented certificates to the Mayor and Police Chief on behalf of Mayor Purpi of Termini Immerse, Italy. Police Chief Schmidt traveled to Termini to bring the Police Officers a donation of 31 Elk Grove bulletproof vests and a monetary donation to the orphanage. The Chief took a few moments to describe his trip and mentioned visits with several law enforcement organizations, hospitals, libraries and participation in a First Friday Passion procession. Mr. Gullo announced there has been approval for expansion of the Termini port and much development will take place there in the next ten years. Trustee Czarnik reported on attendance with Mayor Johnson, Trustees Petri and Feichter at the May 18, 2004 Community Youth Service Celebration for Character Counts. Trustee Czarnik noted it was great to see how the children have embraced this program. Trustee Prochno reminded everyone of the Monday May 31, 2004 Memorial Day events taking place at the Elk Grove Park District. The Village, in conjunction with the Park District, will host the ceremony outside the Park District Pavilion. The VFW, American Legion, Lions, Lioness Clubs, the Elk Grove Baptist Choir, the Big Band, the Elk Grove High School ROTC, and the Elk Grove Fire and Police Departments Color Guard will participate this year. Prior to the Memorial Day ceremony, a special 9:00 a.m. breakfast will be held to honor Elk Grove Village World War II Veterans. Trustee Prochno announced the event has been relocated from Village Hall to the Park District Terrace Banquet Rooms due to a large response. The breakfast will include the presentation of certificates to each of the veterans. The outdoor ceremony will begin at 10:45 a.m. with the lowering of the Flag at 11:15 a.m. Refreshments will be served in the Gazebo. Residents were asked to attend in support of those people who have protected and are currently protecting our freedoms. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the May 25, 2004 Accounts Payable Warrant in the amount of $1,809,873.46. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Lissner, Petri, Prochno, Czarnik ABSENT: Trustee Feichter MOTION CARRIED 6. CONSENT AGENDA A. School District 59/Waive Fees – Grant a request to waive permit fees in the amount of $1,110.00 for a parking lot addition at Grove Junior High School, 777 Elk Grove Boulevard. B. Village Cycle Sport, 45 Arlington Heights Road – Grant a request to allow a tent sale in the parking lot at the Elk Woods Plaza Shopping Center for their annual tent sale from Friday, June 11 through Sunday, June 13, 2004. C. Rotary Club of Elk Grove Village – Authorize a $15,000 contribution to the 2004 RotaryFest event to take place from June 16 to June 20,2004; Authorize the Rotary Club to host a fireworks display on Saturday, June 19, 2004; Waive all permits, licenses and associated fees for this event in the total amount of $2,740.00; and Waive the permit fee for use of a fire hydrant for non-firefighting purposes. D. Northwest Municipal Conference/Dues – Authorize payment in the amount of $14,064 for FY 04/05. E. Governmental and Not-For-Profit Agencies/Waive Fees – Waive Business License Fees for the following agencies for the period June 1, 2004 through May 31, 2005: Requesting Entity Fee Waiver Elk Grove Park District $ 7,075 Elk Grove High School $ 50 Rotary Club $ 2,600 Holy Spirit Pre-School $ 100 Prince of Peace Pre-School $ 100 Living Hope Church $ 300 Total Waiver Requested $10,225 F. Johnny Rockets Fireworks Display Corporation, Chicago, IL Renew a professional services contract (approved 6/18/02) to design and produce fireworks displays in a total contract amount not to exceed $32,000. G. Prairie International Corporation, Springfield, IL – Award a purchase contract from the Illinois State Contract for a 2.5 ton dump truck and a 6-wheel dump truck in an amount not to exceed $213,276; and Declare the existing 1986 Ford LN-8000 and 1988 Ford LTS-8000 as surplus property and attempt to sell the trucks at a later date through the Village’s surplus vehicle sale. H. Pierce Manufacturing, Appleton, WI – Award a purchase contract for the purchase of one (1) Pierce Quantum Pumper in accordance with the Northwest Municipal Conference’s
