HomeMy WebLinkAboutVILLAGE BOARD - 10/12/2004 - DELEGATES FROM TERMINI VISITING MEETING, MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 12, 2004 Mayor Craig B. Johnson called the meeting to order at 8:26 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Deputy Village Clerk, Margit C. Thompson A quorum was present. 2. INVOCATION Father Raimondo Abbandoni of Termini Imerese, Italy, delivered the invocation. Mayor Johnson welcomed our Sister City from Termini Imerese back to Elk Grove Village and stated that Virginia Gullo would be interpreting throughout the meeting for the Sister City delegates who are in attendance at this evening’s meeting. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on September 28, 2004 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson issued the following Proclamations: Character Counts Week – October 17-23, 2004 14th Annual Make A Difference Day - October 23, 2004 Trustee Dill commented on the Elk Grove High School Alumni Wall of Achievement ceremony held on October 7, 2004. This year’s recipients were Theresa (Harris) Bergmann, Class of 1969; L. Scott McCormick, Class of 1979; and Gary Steiger, Class of 1981. Congratulations were extended to the recipients. Trustee Czarnik reported she attended the Alumni Wall of Achievement ceremony stating it was interesting to hear how the alumni’s experiences in high school brought them to this honor. Trustee Feichter attended the annual Fire and Police Open House on Sunday, October 10, 2004 and complimented the departments on the outstanding programs and exhibits at the event. The Character Counts! Foot Rally was held October 8, 2004 and had a nice turnout. A solution of ethical problems is a special program being planned for students by Jim Arey of Elk Grove High School. It will be held at the Elk Grove Park District sometime in November. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 30, 2004 Accounts Payable Warrant in the amount of $108,281.36 MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Czarnik, Dill, Feichter, Lissner, Petri, Prochno NAYS: None MOTION CARRIED Motion to authorize payment of invoices as shown on the October 12, 2004 Accounts Payable Warrant in the amount of $962,658.73. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Czarnik, Dill, Feichter, Lissner, Petri, Prochno NAYS: None MOTION CARRIED 6. CONSENT AGENDA A. Queen of the Rosary Parish/Fundraiser – Grant a request for the following items associated with the Halloween Party fundraising event to be held on October 30, 2004: Issue a Class A liquor license for this event; and Waive the liquor license fee and waive all other fees for this event. B. Class 6B Status/1601 Pratt Boulevard – Adopt Resolution No. 41-04 entitled “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JANUARY 1, 2000 FOR CERTAIN REAL ESTATE LOCATED AT 1601 PRATT BOULEVARD, ELK GROVE VILLAGE, ILLINOIS.” C. Ground Lease Agreement/Amendment/Crown Castle GT Company LLC – Adopt Resolution No. 42-04 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A FIRST AMENDMENT TO THE GROUND LEASE AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND CROWN CASTLE GT COMPANY LLC (1751 GREENLEAF).” D. Amend Village Code/Public Health/Garbage and Refuse – Adopt Ordinance No. 3011 entitled, “AN ORDINANCE AMENDING TITLE 4, PUBLIC HEALTH, CHAPTER 4, GARBAGE AND REFUSE, SECTION 4-4-1:A.2.a. AND SECTION 4-4-1:A.3 OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE.” E. Amend Village Code/Salaries/Mayor and Board of Trustees – Adopt Ordinance No. 3012 entitled, “AN ORDINANCE AMENDING TITLE 1, CHAPTER 5, SECTION 1-5-2 AND TITLE 1, CHAPTER 6, SECTION 1-6-2 OF THE VILLAGE CODE PERTAINING TO SALARIES FOR THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE.” F. Amend Village Code/Public Health/Plants and Weeds – Adopt Ordinance No. 3013 entitled, “AN ORDINANCE AMENDING TITLE 4, CHAPTER 5, SECTION 4-5-3: NOTICE TO REMOVE: AND SECTION 4-5-4: ABATEMENT BY VILLAGE; COSTS: OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE.” Motion to approve Consent Agenda items “A, B, C, D, E, and F.” MOVED: Trustee Czarnik SECONDED: Trustee Dill AYES: Trustees Czarnik, Dill, Feichter, Lissner, Petri, Prochno NAYS: None MOTION CARRIED 7. REGULAR AGENDA None BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI Salt Creek Improvements – The improvements are just about completed and at the next Board meeting Item a. can be removed from the agenda. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN DILL a. Parking Regulations pertaining to parking of Commercial Vehicles – A meeting was held on October 6, 2004 and it was a unanimous decision of the committee to present the recommendation to the Village Board at the October 26, 2004 meeting. 10. PERSONNEL COMMITTEE - CHAIRMAN LISSNER No Report 11. RECYCLING & WASTE COMMITTEE - TRUSTEE PROCHNO Fall Leaf Collection – The Elk Grove Villager newsletter has the schedule for the pick-up dates for each area. Any questions or concerns should be directed to Public Works, Monday through Friday, 8:30 a.m. – 4:30 p.m. at 847-734-8800. 12. INFORMATION COMMITTEE - TRUSTEE FEICHTER d. Channel 6 Survey – An extensive meeting was held with the officials of Channel 6 on ways to improve programming. A survey is being planned for residents to get their feed back of what they think of Channel 6. The staff is working on a program for the 50th Anniversary celebration called The Exceptional Journey. It will be for residents, who have lived in Elk Grove Village for a long time, to tell their story. Trustee Feichter complimented the Channel 6 staff for their innovative programming. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Trustee Petri reported attending a meeting on Thursday, October 7, 2004. An update was given on projects done over the summer and ongoing projects. Busse Road improvements have been completed. Lively Boulevard is being worked on from Oakton to Howard Street. The next phase will be from Howard Street to Touhy Avenue. Public Works and the railroad are repairing many of the crossings throughout the Business Park. Plans are being looked at for the development of the Devon and Tonne intersection. Trustee Lissner stated that out of the 20 million dollars that was budgeted, nine million dollars has been paid for out of grant money which was achieved by the efforts of the Director of Engineering and Community Development and Assistant Director of Commercial Revitalization. The next meeting for the ICRC Commission will be on Thursday, January 6, 2005. 14. YOUTH COMMISSION - TRUSTEE PROCHNO No Report
