TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 26, 2004
Mayor Craig B. Johnson called the meeting to order at 8:07 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on October 12, 2004 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
October 19, 2004 - Mayor Johnson, Village Attorney George Knickerbocker and Village Manager Gary E. Parrin attended the Suburban O’Hare Commission meeting held in Bensenville for review
and approval of the budget.
Mayor Johnson commented that expansion of the Rockford Illinois airport should be done and will be a viable airport plan in the future but, right now, the plan for the South Suburban
Airport is the most viable. The Abraham Lincoln Airport will be constructed quickly and by all studies done, should be the first to be developed due to the expanding population in
that area.
October 21, 2004 – The Mayor visited the 4th grade class at Clearmont School to discuss the Village and its government. The children had written papers on what it meant to them to live
in Elk Grove. Mayor Johnson thanked the students and school for their invitation.
Chief’s Certificate – Chief Stephen Schmidt presented the following individuals a “Chief’s Certificate” in appreciation of actions taken on their part August 23, 2004 with assistance
in locating and stopping the offender of a hit-and-run accident at I-290 and Biesterfield Road. The witnesses to the accident assisted the victims, a father and his 10-year-old son
who was critically injured, while other witnesses followed the truck driver until the Police stopped him and made an arrest.

Mayor Johnson commended and thanked each recipient, on behalf of the community, for their assistance.
Fire Department – Paul Douglas, President of the American Bicentennial Chapter and representative of the Sons of the American Revolution presented an award to Lieutenant Michael Keenan
in recognition of accomplishments and outstanding contributions to protect human life and property by preventing injuries and casualties due to fire through the Elk Grove Fire Safety
Program.
Raymond Toney, manager of the Elk Grove Village Wal-Mart store presented $1,000.00 checks to the Fire Department and Police Department as part of the Wal-Mart’s Safe Neighborhood Grant.
Mr. Toney took this opportunity to inform the residents and Board of the many ways Wal-Mart has dedicated itself to this program.
Congressman Jesse Jackson Jr. was then recognized and introduced to the audience. Mayor Johnson spoke of the importance of a South Suburban airport and its positive effects locally
and nationally towards solution of the gridlock at O’Hare Airport as well as the economic needs of the south suburbs. Mayor Johnson stated his appreciation of the support and friendship
of Congressman Jackson Jr.
Congressman Jesse Jackson, Jr. addressed the citizens and Board of Trustees thanking the Board for the extraordinary efforts they have undertaken to insure the economic sustainability
and viability of the south suburbs. The Congressman told of efforts prior to 1995 to initiate a south suburban airport only to have the City of Chicago and others take the project
off the planning. Congressman Jackson Jr. spoke of when he was a “freshman Congressman” and was approached by Congressman Henry Hyde who introduced him to the members of the Suburban
O’Hare Commission.
The Congressman predicted that in a few short weeks the Governor of Illinois would make a decision to recognize the Abraham Lincoln National Airport Commission as the co-sponsor of the
south suburban airport. Congressman Jackson Jr. stated he was in attendance on behalf of his constituents and his good friend, Congressman Henry Hyde, to say thank you to the Mayor
and Board for all they have done and continue to do.
After personally shaking hands with the Village Officials, the Congressman proceeded to tell how the Mayor and Board joined him a few years ago in a march held in the south suburbs.
The Congressman thanked the Board for their support, their regional approach and their outstanding leadership and closed by saying that he is very proud to call them his friends.
The Executive Director of the South Suburban Airport Commission of the Abraham Lincoln Airport was present in the audience and was introduced by the Congressman.
The Mayor thanked the Congressman for taking the time to speak to Elk Grove Village.
Proclamation – Mayor Johnson proclaimed November 14 – 20, 2004 as “WINTER STORM PREPAREDNESS WEEK” and encouraged the residents to take the necessary precautions to protect themselves
from winter storms.
Trustee Petri reported he had an enjoyable time with the visiting delegation from our Sister City.
Trustee Czarnik attended a concert given by the Men’s Varsity Glee Club of the University of Illinois, which was held at St. Julians Church and reported it was a very entertaining evening.
Trustee Czarnik noted two of the students were overnight guests in the Czarnik’s home.
Trustee Feichter introduced two visiting educators from the Baltic Nation of Estonia, which had been previously controlled by Communism and the Soviet Union. The educators were in the
United States to speak to students about their experiences while living under Soviet Union control and how it is now changed with democracy and freedom in their country. The visitors
had spent the day at Elk Grove High School
meeting with various student groups. Mayor Johnson presented them Village mementos and welcomed them to the Village. Trustee Feichter also noted the tour of the Village facilities
given by the Police, Fire and Village Staff.
Trustee Prochno spoke of the enjoyable time experienced during the Sister Cities delegation visit to Elk Grove Village.
Mayor Johnson referenced the south suburban march described by Congressman Jesse Jackson Jr. earlier and reported for the record that he, the Village Manager and Attorney Joe Karaganis
did indeed complete the eight-mile march.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the October 26, 2004 Accounts Payable Warrant in the amount of $718,820.18.

6. CONSENT AGENDA
A. New York Import (d/b/a Ambica Import Inc.) 1695 Elmhurst Road – Grant a request to hold their annual Christmas Warehouse Sale during business hours from November 15, 2004 through
December 30, 2004.
B. Easement Variation/1048 W. Glenn Trail – Grant a variation from the Village Code, Section 8-12B-1-1D, “Easements”, to permit the construction of a shed which will encroach one foot
(1’) into a five foot (5’) public utility easement.
C. Ciosek Tree Services, Lombard, IL – Award a service contract to provide labor, materials and equipment to remove an estimated 40-parkway trees in a contract amount not to exceed $18,350.
D. North American Salt Company, Overland Park, KS – Award a contract to provide 3,900 tons of rock salt through a joint purchase agreement with the Illinois Department of Transportation,
at a unit price of $32.68 per ton, for a total contract amount not to exceed $127,452.
E. Ridgewood Engineering Inc., Schiller Park, IL – Award a purchase contract to furnish, deliver and install a generator power system at Pump House #8 in a contract amount not to exceed
$77,708.
F. Vantagecare Retirement Health Savings Plan – Adopt Resolution No. 43-04 entitled “A RESOLUTION AMENDING RESOLUTION NO. 22-02 A VANTAGECARE RETIREMENT HEALTH SAVINGS PLAN OF THE VILLAGE
OF ELK GROVE VILLAGE (ICMA).”
G. Letter of Credit/Bank One Data Center, 2355 Wood Dale Road – Adopt Resolution No. 44-04 entitled “A RESOLUTION RELEASING THE CASH BOND IN THE AMOUNT OF $42,350 ACCEPTED BY THE VILLAGE
IN APRIL 2000 AND ACCEPTING A CERTIFICATE OF APPROVAL AND INITIAL ACCEPTANCE; DEED OF CONVEYANCE/BILL OF SALE; A CASH BOND IN THE AMOUNT OF $10,000.00 GUARANTEEING PUBLIC IMPROVEMENTS
(WATERMAIN AND STORM SEWER) AT THE BANK ONE DATA CENTER 2355 WOOD DALE ROAD.”
