ON TUESDAY JANUARY 25, 2005
Mayor Craig B. Johnson called the meeting to order at 8:06 p.m.

A quorum was present.
2. PLEDGE OF ALLEGIANCE
Mayor Johnson led the members of the Village Board and audience in the Pledge of Allegiance to the Flag.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on January 11, 2005 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson reported on the following:
Taxes – Residents’ property tax payments are now being taken at Bank One. As of January 16, 2005 LaSalle Bank will no longer be accepting those transactions. Bank One is located in
the Village at the corner of Arlington Heights Road and Higgins or in the Town Center. Residents were encouraged to seek assistance at the township offices if they feel the assessments
to be unfair.
Devon Avenue – A cracked sanitary sewer on Devon Avenue, just east of Arlington Heights Road, collapsed last week and caused a significant traffic back up and almost $50,000 worth of
repair expenses. The problem was compounded when the County poured a load of gravel on that site to fill a developing sink hole. The county did not realize the sewer line beneath
the sinkhole was cracked. Residents were thanked for their patience and understanding during the traffic delays.
Crain’s Chicago Business – The latest edition shows Elk Grove Village has 7 of the top 262 leading private firm, 4 of the top 170 leading public firms, 2 of the top area banks, 1 of
the top area hospitals and the largest business park in acreage. Elk Grove is home to almost 3600 business and over the past year the Village has had a net gain of 107 businesses.
Mayor Johnson noted the Business Park is coming back from the recession and doing very well.
O’Hare Airport – A public hearing will be held on Feb. 22, 2005 at the Avalon Banquet facility in Elk Grove Village (Oakton, Busse and Higgins Road) for open discussion on the O’Hare
Environmental Impact Study recently released by the FAA. A formal presentation, on behalf of the community, is scheduled on that date. The public was invited to attend between the
hours of 2:00 p.m. and 9:00 p.m.
The Mayor expressed concerns because the Director of the FAA, Marian Blakey, personally contacted Mayor Daley, in advance, to apprise him the FAA report would be released earlier than
scheduled. This action afforded Daley the opportunity to hold a press conference in advance of anyone else reading the FAA report.
Mayor Johnson noted the impact study was not a major part of the approval decision to be released in September 2005. The report outlined the number of estimated additional flights with
the expansion to be 150,000. Chicago originally claimed it would be an increase of 700,000 flights. The FAA stated the expansion project would result in 50,000 new jobs, not the 200,000
touted by Chicago. These numbers do not take into account jobs lost in the Business Park by the roadways that must be constructed for the project. The actual net jobs could be a loss
for the region and community. The cost of the expansion project is projected to be $15 to $16 billion dollars, not the $6.6 billion Chicago had alleged. The FAA has not yet addressed
protection of the cemeteries, under the Protection for Religious Rights Laws. Out of 5,000 pages, the FAA designated only one sentence as to the funding of the airport: “We assume
funding will be there for the airport.”
Mayor Johnson referenced the decision of the Appellate Court of Washington D.C. that ruled 3-0 that the FAA unlawfully allowed Chicago to use tax dollars totaling $220 million to do
environmental, engineering and design work for the expansion plan. This decision was important as the FAA is now on notice that the Courts will force them to do the job they are required
to do by Federal Law. The Mayor noted as the facts come out the plan does not work and the Village will continue to fight and will beat the expansion plan.
Proclamation – A Proclamation was issued to Elk Grove Township to congratulate them as recipients of the Governor’s Hometown Award for participation in partnership with Northwest Community
Health System, Palatine Township, and Wheeling Township for a Mobil Dental Van Program. Elk Grove Township Supervisor, Dick Hall and Township Board member, Nanci Vanderweel accepted
on behalf of the Elk Grove Township.
Holiday Decorating Awards - Members of the Elk Grove Jaycees joined Mayor Johnson and presented the following awards:

Mayor Johnson praised the efforts and many community programs the Jaycees conduct. Residents between the ages of 21 through 40 were encouraged to join the Jaycees and volunteer.
Trustee Lissner attended the Food-4-Less Grocery Store ribbon cutting ceremony with Trustee Czarnik and Fire Chief Goostree. The new store is located in the shopping center on Meacham
and Nerge next to the Wal-Mart store. The Mayor interjected that Food-4-Less opened in Elk Grove without any offer of incentives by the Village. It was noted that most vacant stores
within the Village have been occupied.
Trustee Petri attended the Northwest Municipal Conference meeting on January 12, 2005.
Trustee Czarnik pointed out the new banners have been installed on Biesterfield Road. The Character Counts pillars are featured. Joe Brocco Jr. was congratulated as a recipient of
the Eagle Scout award on Sunday, January 16, 2005. Trustee Prochno, Dill, and Feichter also attended that ceremony. Trustee Czarnik also welcomed Food-4-Less and wished them much
success.
Trustee Feichter reported the Elk Grove Chamber of Commerce and the Community Character Coalition jointly hosted a breakfast on January 18, 2005. The breakfast was arranged by Gary
Umlauf of the Advantage National Bank with the theme “Character = Profits”. This will be the beginning of a long-term relationship designed to promote the
characteristics of good character for not only children but adults as well. Representatives from School District 59 and the Chamber of Commerce were the invited guest speakers. In
addition, owners of Woodland Windows and Doors Company talked about the “Character Plus” program conducted at their business. The breakfast was well attended. A reading program is
planned at the Library in February. Trustee Feichter will give a presentation on Thursday, January 27, 2005 to the Kiwanis Club at their luncheon meeting.
Trustee Prochno stated Joey Brocco‘s Eagle Scout project included the renovation of the outside area of the VFW Hall on Devon Avenue. Landscaping, painting, a new memory bench built
and installed, and the redesign of a handicapped accessible entrance to the flagpole was completed. A used mailbox was obtained from the Post Office to collect used flags for proper
disposal. Trustee Prochno noted resident Darlene Larson has been an advocate for the mailbox installation for many years.
Trustee Prochno expressed appreciation to all residents who have heeded her requests to shovel sidewalks after a snowstorm.

A. Children’s Advocacy Center of Northwest Cook County/Dues – Grant a request for a payment of dues in the amount of $4,000.
B. Fire Department/Emergency Management Agency Budget – Increase the FY 04-05 EMA budget to include the Firefighters Grant Award from the Federal Emergency Management Agency (FEMA) in
the amount of $55,980.
C. Class 6B Status/1099 Morse Avenue – Adopt Resolution No. 3-05 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY

OF THE VILLAGE CODE BY DELETING PROVISIONS REGULATING INDIVIDUAL MASSAGE THERAPISTS.”
E. Zoning Variation/1717 Busse Road – Adopt Ordinance No. 3024 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-7:D.3 OF THE ZONING ORDINANCE TO PERMIT THE CONSTRUCTION OF A
