TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY FEBRUARY 8, 2005
Mayor Craig B. Johnson called the meeting to order at 8:08 p.m.

Also Present: Assistant Village Manager, Raymond R. Rummel; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church, delivered the Invocation.
3. APPROVAL OF MINUTES
Trustee Petri requested a correction to the Industrial/Commercial Revitalization Commission report (second paragraph) of the January 25, 2005 Village Board Minutes to read “The $240,000
building renovation” not “ The $10,000 building renovation.”
Motion to approve the minutes of the Regular Meeting held on January 25, 2005 as amended and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Food 4 Less – The Mayor and Trustee Czarnik attended the Wednesday, January 26, 2005 ribbon cutting and grand opening ceremony for the new Food 4 Less grocery store on Meacham Road.
The store has been well received by the residents and has been doing a great business.
Devon/Rohlwing - It was also noted that very few vacant stores remain within the Village. The Comfort Inn and Suites will open for business this week and Charlie’s Steak House Restaurant
expects to open by the end of February. Plans will soon be submitted for review for a new business on the outlot property.
Mayor Johnson noted that within the last eight years the vacancy rate in shopping centers has gone from 30% to 1%. Staples will soon open on Biesterfield and Meacham and negotiations
are pending for the remaining site at Home Depot.
Coffee with the Board – All Village Board members were present on Saturday, February 5, 2005 to meet informally with residents. The next Coffee is scheduled on the first Saturday in
May.
Boy Scout Troop 95 – Mayor Johnson introduced Boy Scouts Josh Tromp, Kevin Littrell, Will Walker and Phillip Tiritilli who were attending the meeting to fulfill a merit badge requirement.
Proclamation – Mayor Johnson proclaimed February 7 through February 11, 2005 as “National School Counseling Week”.
Brickpavers – The Mayor responded to an inquiry made by a resident at the Coffee with the Mayor. Mayor Johnson reported that when the sand base on a brick crosswalk shifts there might
be a slight depression of the bricks. Residents were told that out of the 130 crosswalks in the Village, between five and seven crosswalks a year might need maintenance each Spring.
The Village is cognizant that some crosswalks need attention and will address that issue in the Spring.
O’Hare Airport – Governor Rod R. Blagojevich announced in his State of the State Address last Thursday that he would support a South Suburban Airport near University Park, Illinois.
The Mayor commended the Governor for his decision and for his support of the best airport plan.
Mayor Johnson talked about the positive benefits that would be experienced with the construction of the south suburban airport: The tax burden, now shifted to Elk Grove and surrounding
communities because the depressed south suburbs are unable to pay their fair share, will no longer exist; a 16% job growth in Elk Grove would be seen since there will be less congestion
on Village roads and lower taxes to attract new businesses; and safety concerns and pollution would be addressed. Seed money from the Village for the airport will be returned when
bonds are issued by the private developers - at prime interest rate plus two points. Village documents, written as long ago as 1969, indicate that Elk Grove has opposed and fought
O’Hare expansion. For over thirty-five years, Chicago has presented various expansion plans that have been defeated through the efforts of Elk Grove Village. The Board looks forward
to the day this is resolved and they can move forward.
The Mayor commended the Herald Newspapers for their recent article about O’Hare’s plan for western access. The western access plan, as proposed by the Chicago O’Hare Expansion Plan,
is a parking lot on the west side of the airport which would require passengers to take an hour long bus ride to get to the east side terminals. Mayor Johnson said that if Chicago
were allowed to construct that proposed western access it would bring the ring road, as discovered by the Village on the hidden IDOT map, west of Elmhurst Road. That would take out
an additional 750 businesses, jobs, and tax dollars from this community.
The Herald was also commended for an editorial that appeared in the paper today questioning the logic behind the O’Hare Expansion Plan and if the modernization plan truly lives up to
its billing. The Herald editorial contained one brief sentence stating that United Airlines announced it would not pay back $500 million dollars of public bonds they had borrowed fifteen
years ago to build terminal 1 at O’Hare airport. Mayor Johnson pointed out if United Airlines cannot pay back those bonds they will not have money for the airport expansion.
February 22, 2005 – The FAA will hold a public hearing on Tuesday, February 22, 2005 at the Avalon Banquets in Elk Grove Village. A 6:30 p.m. rally is planned on that evening for all
residents that would like to be heard and be made part of the official record. Residents were encouraged to attend and join the Mayor and Board that evening. Additional information
will be made available through phone calls and a newsletter.
Liquor Ordinance – Two large Wisconsin chains, Pick n Save and Roundy’s, have initiated mandatory carding of all patrons purchasing liquor. Mandatory identification is required in all
packaged goods stores per the Elk Grove Village Liquor Ordinance. Elk Grove was one of the first municipalities in the United States to impose such regulations.
Oath of Office –Mayor Johnson administered the Oath of Office to Kathryn V. Endre who was recently promoted to Police Sergeant. Chief Schmidt then introduced Sergeant Endre and described
her accomplishments and the various assignments Sergeant Endre has been involved in since her appointment as Police Officer on January 2, 1981.
50th Anniversary Calendar – Tony Kees, member of the 50th Anniversary Committee, introduced the committee’s anniversary calendar project. Anyone purchasing a 2006 calendar will be eligible
to win the daily raffles. Twenty-five dollars cash will be awarded to the winners on 350 days of the year and $100.00 cash prizes awarded on fifteen special days throughout the year.
Contests - The calendar cover will be chosen from entries submitted by high school students residing in Elk Grove Village. Mr. Kees described the criteria to be followed and announced
savings bonds in the amount of $500.00, $200.00 and $100.00 will be presented for 1st, 2nd, and 3rd place prizes. Entries should be submitted at the Administration Counter of the Village
Hall no later than March 18, 2005 at 5:00 p.m. Further information can be obtained on the Village Web site or by calling Village Hall.
There will be a contest to select the 50th Anniversary Logo. Any resident, 19 years or older, is eligible to enter. Entries must also be turned in by March 18, 2005, at 5:00 p.m.
Cash prizes of $250.00, $100.00 and $50.00 will be awarded to 1st, 2nd, and 3rd place winners. Further information can be obtained on the Website or call Village Hall at 847-357-4004.
Mayor Johnson applauded the work done by the Calendar Committee and noted the raffle winners would be announced during the Village Board and Park District meetings held in 2006. Calendars
will be sold for $10.00 a piece. Residents were asked, if they had any old pictures of the Village, to let the Committee borrow them for the calendar. Mr. Kees stated residents could
also obtain information through the e-mail address: anniversary@elkgrove.org.
Trustee Feichter reported on January 27, 2005 he spoke at the Elk Grove Kiwanis Club luncheon regarding the Community Character Coalition. The Kiwanis organization is seeking new members
and anyone interested can contact Lee Maternowski at the Elk Grove Library.
Trustee Feichter attended the monthly meeting of the Coalition held on February 1, 2005. Future activities were discussed. The new Web site www.ccceg.org is now available to the public
with information on the Coalition and the activities planned. Jim Arey, Elk Grove High School, is currently involved in promoting placement of a “Peace Pole” in all Elk Grove schools
and is organizing a project to send out postcards to our troops in Iraq.
February 6, 2005 – Trustee Feichter read to elementary students at the Elk Grove Library which was an activity planned by the Coalition. The book’s story featured the issue of “sharing”.
Volunteers from the Police Department, the Elk Grove High School, the Library and District 59 participated on that date.
On March 26, 2005 the new Staples store, located next to Home Depot on Meacham Road, will open at noon. Staples will honor residents Richard and Nila Siok and also make a contribution
of $5,000.00 to the Community Character Coalition.
