ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 12, 2005 Mayor Craig B. Johnson called the meeting to order at 8:07 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Ted Czarnecki, Deacon, Queen of the Rosary Parish, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on March 22, 2005 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Recess: 8:08 p.m. - Mayor Johnson called for a recess and announced a public hearing would be conducted for discussion of the proposed fiscal year 2005/2006 budget. Reconvene: 8:15 - The Mayor reconvened the regularly scheduled Village Board meeting with all members present as stated at the beginning of the meeting. Mayor Johnson reported: March 31, 2005 – Attended the ribbon cutting ceremony and grand opening event of the Pathway Senior Assisted Living/Alexian Brother Medical Center facility on Martha Street. April 7, 2005 – Attended the Industrial/Revitalization Commission meeting as guest speaker and gave an update on the O’Hare Airport issues and how those issues affect the Business Park. The Mayor thanked Chairpersons, Trustees Petri and Lissner, for their invitation. April 12, 2005 – Spoke to the Elk Grove seniors at the Senior Center with an update of the 50th Anniversary plans. The Mayor noted he was invited to speak on behalf of Phil Barry who was unable to attend due to illness. April 7, 2005 – The Mayor met with representatives of the Elk Grove Holiday Inn (Busse Road). Holiday Inn is undergoing a 5 million dollar renovation of the hotel, restaurant and banquet facilities. The banquet rooms will be completed by May 1, 2005 and the hotel and restaurant sometime in September. Honest John’s will be closing and renamed “Old Chicago”. Fireworks – The Village has received approximately $5,000.00 in donations for firework displays. Higgins Bridge – The Village has been advised that IDOT will soon be closing lanes on Higgins Road, west of Arlington Heights Road. It was noted this would be a 10 to 12 week project and is needed due to problems that arose since it was last repaired three years ago. Oaths of Office – Elected Officials – The Mayor announced the Swearing-In Ceremony would take place during the 8:00 p.m. May 10, 2005 Village Board meeting. The residents were thanked for their confidence and the re-election of Mayor Johnson and Trustees Dill, Feichter, and Prochno. Joe Meister, who ran unsuccessfully for a Trustee position in the Consolidated Election, was present in the audience and was commended by the Mayor for the positive campaign he conducted throughout the election process. O’Hare Update – The City of Chicago has mailed a second “Spring” publication pertinent to their plan for O’Hare Expansion. The Mayor noted that as more facts are brought forward by SOC’s dream team, the City of Chicago must revise the wording and information in each newsletter. The Village will not respond to the recent mailing by Chicago. Clock Tower – The Mayor displayed a replica of the clock tower crafted in needlepoint by Celia Fosse and presented to the Mayor during his visit with the seniors earlier today. Oath of Office – Mayor Johnson administered the Oaths of Office to newly appointed Police Officer Veronica Garcia and Police Officer Steven Rohman. Police Chief Stephen Schmidt joined the Mayor to introduce and give a brief history of the new appointees. Trustee Feichter reported that in the last two weeks he attended the DARE graduation with Mayor Johnson and Trustee Petri at both Grove Junior High School and Queen of the Rosary School. Trustee Prochno stated on Sunday, April 10, 2005 she had the opportunity to attend the Boy Scout Troop 95 Pancake Breakfast at Elk Grove High School. A reminder was given that the Salt Creek Cleanup project will take place on Saturday, April 23, 2005 from 9:00 a.m. until noon. Volunteers should meet at the Elk Grove High School and will be given equipment for the cleanup. Participants should dress for the weather and muddy conditions. This is the 11th year of clean-ups with approximately 65 cubic yards of debris in and along the Salt Creek removed in Elk Grove Village. The Career Advisory High School District 214 and District 211 are combining to offer a career expo on Tuesday, April 19, 2005 from 6:30 to 8:30 p.m. at the Forest View Educational Center field house at 2121 S. Goebbert Road, Arlington Heights, Illinois. There is no charge for admission. Trustee Prochno also announced a Summer Job for Students job fair will take place from 7:30 p.m to 9:00 p.m. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the March 31, 2005 Accounts Payable Warrant in the amount of $134,413.77. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Motion to authorize payment of invoices as shown on the April 12, 2005 Accounts Payable Warrant in the amount of $545,982.39. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: Trustees MOTION CARRIED Trustee Petri pointed out payment of these invoices would be made from funds in the FY 2004/05 budget. 6. CONSENT AGENDA Mayor Johnson explained that Consent Agenda Item A. accepted a $5000.00 donation from Food 4 Less Groceries to be used by the Police Department for the canine unit. The Mayor extended his appreciation to Food 4 Less for their generous donation. A. Police Department Canine Unit/Donation of Funds – Accept a donation of funds from the Food 4 Less Groceries and the Milk Bone Company to be used toward the purchase of canine training aids in an amount of $5,000 to be applied to the Asset Seizure Fund. B. Northeastern Illinois Planning Commission/Dues – Authorize payment in the amount of $7,271 for FY 05/06 membership dues. C. Sikich Gardner & Co., LLP, Aurora, IL – Award a professional service contract to perform the Village’s annual audit in a total contract amount not to exceed $39,696. D. Soil and Material Consultants, Inc., Arlington Heights, IL – Award a professional service contract for the material inspection and testing of concrete and asphalt materials for the 2005 Motor Fuel Tax Street Maintenance Program in an amount not to exceed $21,000. E. J.M. Processes, Orland Park, IL – Award a purchase contract for the purchase of six (6) chorine gas detectors and four (4) on-line chlorine analyzers in an amount not to exceed $17,080. F. Chicago Communications, Inc., Elmhurst, IL – Award a service contract to maintain the Village’s radio communications in a total contract amount of $28,626. G. HTE, Inc., Lake Mary FL – Award a contract for technical support and maintenance of the Village’s HTE financial software applications for the period May 1, 2005 through April 30, 2006 in a total contract amount not to exceed $35,552. H. Avalon Banquets, Elk Grove Village, IL – Award a contract to host the Village’s 50th Anniversary Dinner Dance on February 25, 2006 in the amount of $25,000. I. HDR Engineering, Chicago, IL – Award a professional service contract for editing of digital atlases in an amount not to exceed $40,000. J. M.Q. Construction Company, Inc., Elk Grove Village, IL – Award a construction contract for the Lively Boulevard Improvements from Touhy Avenue to Howard Street in an amount not to exceed $1,988,300.20 from the ICRC Fund. K. Alaniz Landscape Group, Elgin, IL – Award a contract to furnish and plant a total of 150, 4” shade trees in a total contract amount not to exceed $64,950.00, of which $35,000 is from the Recycling Fund and $29,950 is from the General Fund. L. Village Health Insurance Programs – Authorize the Village Manager to execute contracts renewing the Village’s health insurance programs as of May 1, 2005:
