ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 26, 2005 Mayor Craig B. Johnson called the meeting to order at 8:15 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church, and Elk Grove Police Chaplain, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on April 12, 2005 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES O’Hare Update –Mayor Johnson reported that Governor Blagojevich and the State of Illinois had submitted the Abraham Lincoln National Airport plan to the Federal Administration today as the “official” plan for a south suburban airport. Mayor Johnson noted the original idea was formed at a meeting in Washington D.C. with local Mayors, in particular, Mayor Giles of Bensenville, Mayor Wietecha of Park Ridge, and Mayor Johnson. Mayor Johnson expressed his gratitude to the Governor, the State of Illinois, Department of Transportation, Congressman Jesse Jackson Jr., and the thirty Mayors in the south suburban area for their support. SOC’s private developers have been chosen to build the airport, at no tax dollars expense. The Mayor noted: (1) the airport can be constructed and running by 2009, which is the 200th birthday of Abraham Lincoln; (2) it gives the future need for aviation capacity to be served; (3) it gives an economic engine to an area of our region and (4) it gives an alternative to the expansion of O’Hare Airport. The Village Board members and community were thanked for their support. April 14, 2005 – The Mayor and Village Manager Parrin met with Centex representatives to discuss and view plans for the 50th Anniversary house to be raffled off in 2006. The Village will clear the property in July 2005, construction of the home will begin in August and completed before the end of the year. The home will be used for special events during the months of January, February, and March with Open House for the community in April 2006. Changes to the original plan have been made, based on recommendations by the Village to have the home better fit into the neighborhood. The home will be 3500 square feet, with full basement, a home theater in the basement, will be fully furnished and will cost between $500,000 and $550,000. Tickets will go on sale July 16, 2005 at $50.00 each (3 for $100.00). April 19, 2005 – The Mayor and Village Manager Parrin attended the Mount Prospect Village Board meeting and presented a plaque to Village President Gerald (Skip) L. Farley in honor of his retirement and sixteen years of service to the community and the region. April 12, 2005 – The Mayor spoke to the seniors at the Senior Center. April 20, 2005 – Fire Chief Goostree and Police Chief Schmidt accompanied the Mayor and presented certificates to Elk Grove High School students being recognized for their academic, cultural and athletic skills. April 22, 2005- Awards Dinner – The annual awards dinner was held in honor of Village employees and members of the Boards and Commissions who volunteer their time throughout the year at the Belvedere Banquet facility. Proclamation – The Mayor proclaimed May 5, 2005 as “National Day of Prayer”. Cook County Sheriff’s Senior Medal of Honor Award – Mayor Johnson introduced Gloria DeBiasi, who was honored by the Cook County Sheriff’s Office and Elk Grove Village community as the Medal of Honor Award recipient. The award and a certificate were presented to Ms. DeBiasi by the Mayor for her extraordinary service and dedication to the community. 50th Anniversary Calendar Contest – Tony Kees, Chairman of the Calendar Committee, joined the Mayor to award savings bonds to the following winners of the calendar cover contest. There will be 5000 calendars sold at $10.00 each. Each calendar will include a pen and raffle ticket. There will be daily drawings with 350 $25.00 prizes awarded and 15 special $100.00 prizes awarded throughout the year. Winners will be eligible to win more than once. Drawings will take place at the regular Village Board meetings beginning in December 2005. 3rd place - Melissa Kochanowski (EG High School) $100.00 savings bond 2nd place – Liz Garman – (EG High School) $200.00 savings bond 1st place – Joseph Maggiore (Conant High School) $500.00 savings bond 50th Anniversary Logo Contest – The winning logo will be displayed on all items related to the 50th Anniversary celebration. The contest was opened to residents 19 years of age and older with cash prizes awarded. Mayor Johnson noted it was a difficult decision due to the many excellent entries to choose from. The following winners were introduced: 3rd place – Kristofer Mryczko - $50.00 cash prize 2nd place – Harold Reed - $100.00 cash prize 1st place - Alan Malmstrom - $250.00 cash prize Service Awards – Mayor Johnson presented a 12 year award to Trustee Chris Prochno appointed to the Zoning Board in July 1994, reassigned to the Plan Commission in January of 1995 and elected Village Trustee in April of 1997, 2001 and 2005. Trustee Bart K. Dill received an award for his 12 years of dedicated service to the Village both on the Board of Health (May of 1993) and as an elected Trustee in April 1997, 2001 and 2005. Trustee Patton L. Feichter, appointed to the Plan Commission in 1989 and 1993 was appointed Village Trustee in August 1996, elected as Village Trustee in 1997 and reelected in April 2001 and 2005 was awarded a 16-year service award. A 16-year service award was presented to Trustee Nancy J. Czarnik, appointed to the Plan Commission in April of 1989 and as Village Trustee in November of 1989. Nancy Czarnik was elected as a Trustee in 1991, reelected in 1995, 1999 and in 2003. Trustee James P. Petri received a 28-year service award for his service on the Plan Commission appointed in May of 1977 and as a Trustee when elected in April 1979, 1983, 1987, 1991, 1995, 1999 and 2003. Trustee Petri is one of the longest serving elected officials with 26 years of service as a Trustee. Trustee Petri presented Mayor Craig B. Johnson elected as Village Trustee in 1993 and Mayor in 1997, 2001, and 2005 with a 12-year service award. Mayor Johnson informed the audience that the re-elected Village and Library Officials would be sworn in at the next regularly scheduled Board Meeting on May 10, 2005 (8:00 p.m.). Trustee Petri reported on attendance at Rupley School’s Earth Day ceremonies. It was a moving and enjoyable experience, which was also attended by an armed service member who recently returned from serving in Iraq. A Peace Pole was dedicated and placed out in front of the school. Trustee Czarnik attended the Far Northwest Suburban United Way Appreciation Breakfast. Elk Grove Village was honored for their employee’s participation and donations to the Far Northwest Suburban United Way. Trustee Prochno reported on attendance at an Eagle Scout Ceremony in honor of Theodore J. Mason of Elk Grove Village Boy Scout Group 495. Congratulations were extended to Ted and the Mason family. Trustee Prochno represented the Village on Sunday, April 24, 2005 at a retirement Open House held at the Avalon Banquet facility for the Reverend Roger Schindel and his wife, Kathy. A Proclamation thanking Reverend Schindel for his 27 years of service as Pastor of the Christus Victor Church was issued by Mayor Johnson and presented to Reverend Schindel by Trustee Prochno on that date. Trustee Dill was wished a Happy Birthday, which he will celebrate on Saturday. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the April 26, 2005 Accounts Payable Warrant in the amount of $634,534.81. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA A. Elementary School District 59 Foundation/Waive Fees – Grant a request to authorize the hosting of a circus event and provide associated fee waivers for the Kelly Miller Circus at the former Lively Jr. High property for an event to be held on September 14, 2005. B. Northwest Council of Mayors/Federal Funds – Grant a request to file an application, through the Northwest Municipal Conference, to the Northwest Council of Mayors, to submit three (3) roadway projects, one (1) transit improvement, and two (2) project updates to be included in their Surface Transportation and Traffic Control Measure Improvement Programs. C. Alexian Brothers Medical Center, 800 Biesterfield Road/Waive Fees – Grant a request to waive permit fees in the amount of $12,969.50 for their air handler construction project; Grant a request to waive permit fees in the amount of $596.00 for their Hyperbaric System construction project; and
