ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MAY 10, 2005 Mayor Craig B. Johnson called the meeting to order at 8:12 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Gregory S. Gertz, Pastor, Elk Grove Baptist Church, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on April 26, 2005 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson announced the installation and swearing-in of the Library Board Trustees, Village Trustees and Elk Grove Village Mayor would take place at the end of tonight’s meeting. The Mayor extended condolences to the family of Evan W. Stebbins who had passed away and was an intrical part of Centex and the development of Elk Grove Village Two special concerts will be held in support and in honor of Elk Grove servicemen and to raise funds for the Elk Grove Memorial to be constructed in Honor of our Fallen Soldiers. This is the first fundraiser planned for the special memorial. Three groups (Crackjaw, Bryan Bobo and Jimi Falls) will perform and a donation of $10.00 is requested. The concerts will be held on: Friday, May 13, 2005 at Realtime Sports Bar, 1120 W. Devon, at 8:00 p.m. for people over the age of 21 years; and Saturday, May 14, 2005 at Elk Grove VFW, 400 E Devon, at 6:00 p.m. for all age groups. Re-appointments – Mayor Johnson requested the Board’s concurrence with his re-appointments to the Boards and Commissions. Motion to concur with Mayor Johnson’s reappointments to Boards and Commissions as follows: Community Services - Teresa E. Anesinis, Ryan Bookler, Anne L. Feichter, James R. Foss, Georgia A. Landt, James P. Morrill, Mary Paliganoff, Desmond Raftery, Michael A. Tuozzo and Margaret Vallillo; Fire and Police Commission - Alan J. Shapiro as Chairman; Board of Health - William Beaupre, James Christie, Raymond L. DePalma, Terri Dill, Merrill D. Froney, Dr. John Kelly, Dr. Harold Labinsky, Salvatore Pace and Richard Scholten; Industrial Commercial Revitalization Commission - Ronald L. Behm, John J. Connelly, Jr., Thomas Farrell, Scott C. Golbeck, Giovanni Gullo, George Johnson, Robert J. Kleckauskas, Thomas J. Porte and Edward A. Ruszkowski; Parade Commission - John G. Bantner, Anne L. Feichter, Frederick C. Geinosky, Richard J. Keyworth, Marilyn J. Koss, Ellen Peacock, Ronald Piszczek, Jennifer Rupert, and Stephen J. Santowski; Plan Commission - Edward R. Hauser, Donald L. Sokolowski; Police Pension Board - Allan R. Ambrose; Youth Commission - Barbara L. Lahtinen; Zoning Board of Appeals - Thomas N. Rodgers. MOVED: Trustee Dill SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED New Appointments – Motion to concur with Mayor Johnson’s appointment of Frank E. Lateano to the ICRC Commission and appointment of Elk Grove Park Commissioner Tom Cooke to the Elk Grove Youth Commission, effective May 24, 2005. MOVED: Trustee Czarnik SECONDED: Trustee Petri AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Mayor Johnson thanked the members of the Boards and Commissions who give up their time to serve this community. Residents were advised there are still openings on some Boards and Commissions and anyone wishing to serve should contact the Mayor’s Office. Trustee Petri reported on attendance at the Fraternal Order of Police dinner dance held on April 29, 2005 at the Crystal Court Banquets in Mount Prospect Illinois. Trustee Czarnik attended the 19th Annual Alexian Brothers Ball last Saturday, April 30, 2005, which benefited the Alexian Brothers Hospital Networks Capital Expansion Plan. Trustee Feichter, Dill and Lissner attended the annual Prayer Breakfast on Thursday, May 5, 2005 held at the Queen of the Rosary Parish. The Community Character Coalition will conduct a special program at the May 24, 2005 Village Board meeting to honor the youth of Elk Grove Village. Trustee Prochno attended the Wednesday, April 27, 2005 ribbon cutting ceremony at Charlie’s Charhouse restaurant located on the corner of Rohlwing and Devon Avenue. The 7th annual Memorial Day Ceremony will be held at the Park District Pavilion on Monday, May 30, 2005 at 10:45 a.m. Participants will include the Elk Grove Big Band, the Elk Grove Baptist Choir, Elk Grove Police Department Color Guard, members of the American Legion and VFW, the Lions and Lioness Club of Elk Grove Village, a wreath presentation by the Ladies Auxiliary, a flag lowering ceremony and guest speakers. Refreshments will be served. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the April 29, 2005 Accounts Payable Warrant in the amount of $51,192.82. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Motion to authorize payment of invoices as shown on the May 10, 2005 Accounts Payable Warrant in the amount of $813,889.24. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA A. Governmental and Not-for-Profit Agencies/Waive Fees – Grant a request to waive Business License Fees for Prince of Peace Pre-School for the period June 1, 2005 through May 31, 2006 in the amount of $100; and Grant a request to waive the 2005/06 vehicle license fees for High School District 214 (Elk Grove High School) in the amount of $315. B. Rotary Club, Elk Grove Village, IL – Authorize a $15,000 contribution to the 2005 RotaryFest event to take place from June 15 to June 19, 2005; Authorize the Rotary Club to host a fireworks display on Saturday, June 18; Grant a request to waive all permits, licenses and associated fees for this event in the total amount of $2,675; and Grant a request to waive the permit fee for use of a fire hydrant for non-firefighting purposes. C. Einstein Brothers Bagel Restaurant, 100 Biesterfield Road – Grant a request to allow the placement of three (3) tables, each having three chairs, to accommodate outdoor seating in front of the restaurant between April 1 and October 31, 2005. D. Easement Variation/121 Shadywood Lane – Grant a variation from the Village Code, Section 8-12B-1-1D, “Easements”, to permit the construction of a shed which will encroach fifteen feet (15’) into a twenty-foot (20’) public utility easement. E. ALSCO-American Industrial, Inc., Chicago, IL/Floor Mat Services – Renew an existing rental contract (approved FY 02/03) for three additional years through Fiscal Year 2007-08; and Provide a service contract for floor mat services for the Fire and Public Works Departments for the period May 1, 2005 through April 30, 2006 in a total contract amount not to exceed $13,736.28.
