TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JUNE 21, 2005
Mayor Craig B. Johnson called the meeting to order at 8:12 p.m.

Absent: Trustee Bart K. Dill
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. PLEDGE OF ALLEGIANCE
Mayor Johnson led the members of the Board and audience in the Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on May 24, 2005 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Vehicle Stickers – The number of residents purchasing vehicle stickers has increased since a more stringent enforcement policy was imposed last year. Sticker fees collected in 2003
totaled $486,000 compared to $558,000 in 2005. A reminder was given that the first of June was the deadline for compliance and a late fee would be charged for any sticker purchases
after July 1st.
Waste Management – The potential strike of the Waste Management personnel will not affect the community of Elk Grove Village.
May 30, 2005 – Mayor Johnson thanked Trustee Prochno and all those involved for the special Memorial Day Observation.
June 8, 2005 – Elk Grove Chamber of Commerce held a golf outing attended by Trustee Czarnik, Lissner, Prochno and Mayor Johnson.
June 15, 2005 – The Mayor attended a Greater Woodfield luncheon and presented information on Elk Grove’s “Tour of Elk Grove” 2006 bike race. Trustees Czarnik and Feichter were also
in attendance.
June 18, 2005 – Trustee Czarnik will report on the Parade under the Parade Commission report.
Panera Bread - Mayor Johnson announced Panera Bread would be opening for business in Elk Grove at the end of September 2005.
O’Hare Update – The Mayor reported the following:
a. On June 3, 2005, the Village and its consultants filed a cost benefit analysis for the Chicago O’Hare Expansion Plan. The Mayor explained a cost benefit analysis is required
anytime funding is requested for improvements or expansion of an airport and added that cost cannot exceed the benefits gained. Chicago’s analysis utilized outdated numbers which gave
the appearance there would be a positive impact if the expansion is approved. Mayor Johnson said if using the normal standards there is actually a negative impact. The information
being gathered by the Village will be used as sound basis for future litigation. The Mayor noted it appears the FAA will approve the expansion plan and litigation will force them to
follow the law.
b. The Mayor discussed Chicago’s omission of the FAA required aircraft taxiway as part of their expansion plan.
c. The City of Chicago and the State of Illinois had quickly disclaimed St. Johannes Cemetery as a historical site. The cemetery is located in Bensenville on land Chicago wants for
part of its expansion plan. A recent Federal Government ruling reversed Chicago and the State’s action and designated the cemetery as an historic landmark.
d. A Sunday May 29, 2005 Chicago Tribune newspaper article revealed United Airlines was the number one contributor in Speaker of the House Dennis Hastert’s last campaign. The article
also pointed out that United Airlines is a top client of one of Hastert’s closest friends.
e. The Mayor explained that, by Federal Law, competitive airlines that do not have gates at O’Hare Airport should be given the first option to acquire the new gates in order for Chicago
to obtain any federal funds for the project. In Chicago Crain’s’ publication of May 28, 2005 United Airlines and American Airlines are quoted as saying if competitors are allowed to
get the new gates, they will not fund their share of the airport expansion.
f. Mayor Johnson referenced an article dated June 12th quoting statements by DuPage County Chairman Schillerstrom that the airport ring road would be built where it had the least impact
on homes and businesses. Schillerstrom, who now supports the O’Hare expansion, had originally been in opposition of the plan and had stated there would be no need to acquire homes
or businesses for the road since Chicago had land for the ring road within the airport boundaries. The Mayor pointed out the lack of a planned western terminal in Chicago’s expansion
plan and discussed Chairman Schillerstrom’s acquisition of funds from a DuPage government agency in order to fill the County’s budget shortfall.
g. A Sun Times “ Sneed” column noted Federal Agents have been looking into employment records and personnel files at O’Hare airport. Mayor Johnson commended Attorney Patrick Fitzgerald
for his efforts against corruption and graft in Illinois.
2006 - The Mayor discussed the Village celebrations planned during the 50th anniversary year and announced that in December 2006 Schaumburg would join the Village of Elk Grove and host
a dinner dance at the newly constructed convention center in Schaumburg to celebrate the 50th anniversaries of both communities.
An informational video was shown to the audience about the Tour of Elk Grove International Cycling Classic to be held on Saturday and Sunday, August 12 and 13, 2006. The two-day event
will highlight the Elk Grove community and Business Park with a series of races consisting of professional, amateur and local cyclists. A one hundred twenty-five thousand dollar purse
will be offered - the fourth largest financial reward offered for a race in North America next year. The race will be taped on Fox Sports Net for viewing in America and throughout
the World.
Boards and Commissions – The Mayor announced there are two vacancies on the Zoning Board of Appeals and one on the Board of Health. Residents wanting to volunteer and be involved were
encouraged to contact Village Hall.
Oath of Office – Mayor Johnson administered the Oath of Office to Karen J. Szull, recently appointed to the Parade Commission (term ending 4-30-2009) and Alex A. Prochno newly appointed
to the Industrial/Commercial Revitalization Commission (term ending 4-30-2009)
Fire Chief Goostree introduced the three newest Fire Department candidates who were hired on March 21, 2005 and graduated from the Oak Lawn Fire Academy.
Mayor Johnson administered the Oath of Office to Firefighters Scott R. Cordova, Douglas D. Simpson and Matthew G. Porten.
Albert C. Vrshek was sworn in by Mayor Johnson and congratulated upon his promotion from Assistant Chief to Deputy Fire Chief of Administration. Chief Goostree noted the Deputy Chief
was hired in 1977 and has progressed through the ranks to his current title.
Deputy Chief Vrshek expressed his appreciation for the support of the Fire Department, Chief Goostree, Village Manager Parrin, the Village Board and his family.
Mayor Johnson welcomed Dr. Alan J. Shapiro, Chairman of the Fire and Police Commission and Commission members Butch Ehrke and Michael P. Kontek who were present in the audience.
Youth Commission Scholarship – Trustee Chris Prochno, Chairman of the Youth Commission, announced the winners of the Scholarship contest. Members of the Youth Commission are Park District
Commissioners, Ronald J. Nunes and Thomas Cooke, Village Trustees Pat Feichter and Chris Prochno, residents and members of the Lioness Club, President Barbara L. Lahtinen and Past President
Marion B. Nohre. Essay entries are not identified by applicant names or their schools during the judging process. The two Park District scholarships will be awarded at the Park Board
meeting. Trustee Prochno noted each scholarship would be increased by a $100 donation from the Lioness Club and was joined by Lioness President Lahtinen and Past President Marion B.
Nohre.
Amanda Loan (Conant High School graduate) and Brittany Marques (Elk Grove High School graduate) were presented with a Youth Commission Scholarship Certificate of Recognition and the
Lioness contribution.

2006 50th Anniversary Raffle – The Mayor reported the Village must follow laws and regulations, which are to be addressed by the Village for the upcoming Centex house and calendar raffles.
A non-profit group must be contracted by the Village to conduct the raffles as it was discovered it is illegal for government entities to hold raffles. The Centex house groundbreaking
is scheduled to begin in August 2005.
The Village will sell every house raffle ticket at $50.00 each and only 50,000 tickets will be sold due to government regulations recently discovered. Unexpected legal costs now require
the Village set aside approximately $200,000 to cover those costs. Every dollar thereafter will be split fifty-percent (50%) to fund the 50th anniversary costs and fifty- percent (50%)
donated to Elk Grove civic groups. If 50,000 tickets were sold there would be approximately $2.3 million dollars divided as noted above.
Mayor Johnson and the Village Board have designated the eleven groups listed below as recipients of the fund donations. The funds could add up to approximately $100,000 for each group.
The Village Board will require that each group use the funds in Elk Grove Village. The groups are: Elk Grove PADS; Elk Grove Food Pantry; Youth Commission Scholarship Fund with monies
received to be paid over a ten year time frame; Elk Grove Housing Fund; Lions/Lioness Club; the Rotary Club of Elk Grove; the Elk Grove Jaycees; Kiwanis Club of Elk Grove; Alexian Brothers
Medical Center Foundation; and the purchase of a bus by the Village for Elk Grove seniors which will be maintained and operated by the Park District; and lastly, the Character Counts
Coalition.
