TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 27, 2005
Mayor Craig B. Johnson called the meeting to order at 7:19 p.m.

Also Present: Assistant Village Manager, Raymond R. Rummel; Village Attorney, George B. Knickerbocker; and Deputy Village Clerk, Margit C. Thompson
A quorum was present.
2. INVOCATION
Reverend Art Fagan, Pastor, Queen of the Rosary Church, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on September 13, 2005 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Soldier Memorial Fund – Mayor Johnson stated we are in the midst of our fundraising campaign for the Soldier Memorial Fund honoring the four soldiers from Elk Grove who paid the ultimate
sacrifice in the war against terrorism. The Soldier Fund will serve three purposes. (1) Funding for the statue “Let Freedom Ring” to be unveiled on November 11, 2005, Veteran’s Day;
(2) funding college scholarships in memory of the four fallen soldiers; and (3) creating a help the soldier fund to assist military families in the area facing a hardship due to military
service.
Mayor Johnson spoke of the joint effort with the Kiwanis Peanut Day sales held on Thursday, September 22 and Friday, September 23, 2005. The Mayor extended his appreciation to Board
members, staff and volunteers that helped in working the intersections for donations in raising money for the Soldier Fund.
Soldier Fund Golf Outing will be held at Fox Run Golf Course on Thursday, October 20, 2005 at 12:00 p.m. The price for a foursome is $200.00 or $50.00 a round. Individually the cost
is $60.00 a round, which includes golf, a cart and dinner. The Elk Grove High School Golf Team has volunteered to be caddies for the day. Mayor Johnson thanked the Park District and
Fox Run for their generosity with this event. Please call 847-437-8226 for information.
October 30, 2005 a Halloween Fest will be held at the Pavilion from 2:00 p.m. to 5:00 p.m. Eileen Byrne, WLS morning radio personality, will be attending. A silent auction will also
be held.
The Senior Citizens will be hosting a raffle with the grand prize being a trip to Cancun, second prize $1,000.00 in cash and third prize a $100.00 Harry Caray’s gift certificate. Raffle
tickets are $1.00 each and will go on sale the week of October 3, 2005.
All proceeds of the Halloween Fest and the raffle will go towards the Soldier Memorial Fund.
Tax Rates for surrounding communities has been published in the Daily Herald newspaper and Elk Grove Village was listed as one of the top five lowest. The other communities listed with
low tax rates include Inverness, Barrington (Palatine Township), Barrington (Barrington Township) and South Barrington. Mayor Johnson gave credit to our Business Park and the economic
engine it provides, in helping keep an affordable rate.
50th Anniversary – A Committee meeting was held last evening, September 26, 2005. Events are moving along quite nicely. The first event in January is the Trivia Night; the second event
is planned for February, which will be a Mardi Gras Dance. A contract has been signed with REO Speedwagon band for the 50th Anniversary Birthday Celebration on July 16, 2006. REO
Speedwagon has local ties to the area and should appeal to a wide audience. It will be a free concert, with cake and ice cream and a spectacular fire works show for current Elk Grove
Village residents only. The lucky winner of the new house that Centex is building will also be announced that evening.
Motion to concur with the Village Manager’s prior authorization to award a contract to REO Speedwagon to perform on Sunday, July 16, 2006 as part of the 50th Anniversary Birthday Celebration
in an amount of $75,000.00, and to further authorize the Mayor to execute the contract on behalf of the Village.

Mayor Johnson stated that REO Speedwagon was very generous with what they normally charge and thanked them for working with the Village to make our special celebration move forward.
O’Hare Airport – On September 30, 2005 the FAA will grant approval for the O’Hare expansion. Our legal team here and in Washington will get an immediate injunction. Neither Elk Grove
nor Bensenville will be torn down. We are looking forward to this next step. We are moving to the forum where we want to be, which is in the courts. The courts have always been our
salvation when it comes to the airport issue. We have never lost a case that we filed against Chicago and the airport and this case is strong if not stronger. September 25, 2005 the
Chicago Tribune wrote a very strong editorial in support of O’Hare expansion. The FAA is going to approve the project before the funding is in place, which is a direct violation of
federal law. The Inspector General of the U.S. Department of Transportation, Kenneth Mead, stated of his concerns that there is too much closeness between Chicago and the FAA and that
somebody has taken out a rubber stamp and said OK, go ahead and do it. The Tribune analysis has put the expansion plan at 15 billion dollars plus over 3 billion dollars for roadway
improvements. This plan will not work, it is costly, and it is dangerous. This process is far from over. As Attorney Joe Karaganis said two weeks ago, if this case is decided on
the facts, we will win this case hands down.
Presentation Old Chicago Restaurant – Bob Habib, President of First Hospitality Group and Dave Beck, General Manager of the Holiday Inn at 1000 Busse Road gave a presentation on its
new restaurant “Old Chicago” that will be opening in mid October 2005. Mr. Beck also stated the entire Holiday Inn is being renovated and should be completed by the end of the year.
Mayor Johnson welcomed the new restaurant and expressed his gratitude to the Holiday Inn for the investment they have made back into the community.
Trustee Petri attended the Solid Waste Agency meeting on September 14, 2005 in Northbrook and stated the Village will be getting a rebate of approximately $54,000.00 to be paid starting
in October in four equal payments. The Village is one of the few towns that has success in recycling. Congratulations were given to Michael Cavallini, Director of Health and Community
Services, and his Department for a job well done.
September 14, 2005 Trustee Petri also attended the Northwest Municipal Conference.
The Cook County Assessor, Mr. Houlihan, spoke of the benefits of the tax program.
Trustee Feichter reported his attendance at the Greater Woodfield Association meeting on September 15, 2005. There was a presentation on the new Sears Sport Complex in Hoffman Estates.
Many sport teams are scheduled to use the complex, one being a La Crosse team.
The Mayor of Schaumburg, Al Larson spoke to the Association on the combined dinner dance Elk Grove and Schaumburg are having in December 2006 commemorating both Villages’ 50th Anniversaries.
The Greater Woodfield Association is very interested in the international bike race being held in Elk Grove in August 2006 and is applying for a grant to help fund the race.
Character Coalition - Trustee Feichter reported attending several meetings the month of September and reported that a new state law was passed which makes character education required
in all schools in the State of Illinois.
The Character Counts Foot Rally will be held on October 7, 2005 and involves the Elk Grove Police Department, Fire Department and Park District.
Trustee Prochno attended the Career Advisory Council meeting on Monday, September 19, 2005 at Elk Grove High School. The purpose of the organization is to involve students and businesses
within the community to help choose alternate career paths for students not geared toward college.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the September 27, 2005 Accounts Payable Warrant in the amount of $946,643.84.

6. CONSENT AGENDA
Motion to approve Consent Agenda items “A, B, C and D.”
MOVED: Trustee Czarnik SECONDED: Trustee Dill
Trustee Lissner requested Item B. be removed from the Consent Agenda and be voted on separately. The following items were then considered for approval on the Consent Agenda:
A. Elk Grove Presbyterian Church, 600 E. Elk Grove Boulevard – Grant a request to waive permit fees in the amount of $32.00 for the reconstruction of the sidewalk at the entrance area
of the church building.
C. Plat of Subdivision/Elk Grove-Dierking Subdivision – Adopt Resolution No. 50-05 entitled, “A RESOLUTION OF APPROVAL OF PLAT OF SUBDIVISION IDENTIFIED AS ELK GROVE-DIERKING SUBDIVISION.”
D. Zoning Variation/1856 Oriole Drive – Adopt Ordinance No. 3058 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-7:D.4 OF THE ZONING ORDINANCE PERTAINING TO MINIMUM SETBACKS
TO PERMIT THE EXISTENCE OF AN ABOVE GROUND POOL TO ENCROACH APPROXIMATELY 2 FEET INTO THE REQUIRED 8 FOOT SIDE PROPERTY LINE ON PROPERTY LOCATED AT 1856 ORIOLE DRIVE, ELK GROVE VILLAGE
(WALSH).”
Motion to amend the first motion by removing Item B. and to approve Consent Agenda items “A, C, and D”.
