ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JANUARY 24, 2006 Mayor Craig B. Johnson called the meeting to order at 7:10 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION Reverend Stephen Somogye, Shinnyo-En Temple, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on January 10, 2006 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES January 19, 2006 – Mayor Johnson commented on the Community Character Coalition Breakfast held for the Elk Grove Village businesses. The event proved to be very successful and would be further reported on by Trustee Feichter. January 21, 2006 – Trivia Night, the first event of the Anniversary year, was well attended and a fun evening. District 214 - Alva Kreutzer of the District 214 High School Board of Education joined the Mayor at the podium. Ms. Kreutzer came to the meeting to introduce the Board and community to Dr. David Schuler, the newly appointed District 214 Superintendent. Ms. Kreutzer told of District 214’s extensive national search and the process followed during the search for a District 214 Superintendent. Ultimately, Dr. David Schuler of Stevens Point Wisconsin was the candidate selected and was appointed January 27, 2005 effective July 1, 2005. Ms. Kreutzer briefly described Dr. Schuler’s impressive educational and employment background then introduced him to the audience. Mayor Johnson welcomed Dr. Schuler and commended Alva Kreutzer for her introduction of the Superintendent. Dr. Schuler commented on the good relationship between District 214 individual schools and the their communities. He stated the nexus that exists between Elk Grove High School and the Village of Elk Grove is really unparalleled for many communities across the country. He spoke of the prestigious reputation of District 214 and his pride to have been chosen. Mayor Johnson thanked Alva Kreutzer for her representation of the entire District and the community of Elk Grove Village. January 24, 2006 Calendar Raffle – Elk Grove Rotary Club President Ralph Schumann and Rotarian Scott Bernholdt and Tony Kees, of the Calendar Committee, conducted the third 2006 50th Anniversary calendar raffle drawing. Drawings are held at each Village Board meeting and calendars are still available for purchase. Petri – EGV, (2/02)-Fred and Mary Schnarr – EGV, (2/03) - Tom Pizzo – EGV, (2/04)- Carol Bachochin –EGV, (2/05) - John P. Finn – EGV, (2/06)– Candice Sanchez – Schaumburg, (2/07) -Ellen Graziano-EGV, (2/08) - C. J. Bugay –EGV, (2/09) - Jim Dickes – Chicago, (2/10) - Joan and Irv Svoboda – EGV, (2/11) - Cindy Aloisio - Hanover Park, (2/12)-Edward Barrett – EGV, (2/13) - Michelle McCorry – EGV. Letters and checks will be processed and sent to each winner. All of the above names will then be resubmitted and are eligible for future raffle prizes. Calendars can be purchased at the Village Hall, Pavilion, Library, Rotarian members and information can be found on the village web site. Trustee Lissner commended the Community Character Coalition saying the Thursday breakfast was a great event. Trustee Czarnik reported the current banners installed on Biesterfield Road celebrate Character Counts. Trustee Czarnik mentioned the Trivial Pursuit event held Saturday, January 21st was a wonderful evening. A reminder was given that tickets are still available for the February 25, 2006 Anniversary Dinner Dance at the Avalon. Tickets are $50.00 per person and are available for purchase at the Village Hall. Trustee Feichter congratulated Trustee Czarnik’s team on winning the Trivia contest and costume contest last Saturday. Trustee Feichter reported Tom Rivera is resigning from the Greater Woodfield Board and a search has begun to find a new Director. The Mayor’s Destination Marketing Task Force is hosting the Mayor’s Tourism Summit 3 this February 7, 2006. Woodfield Mall will open a 500-seat comedy club in March. Arlington Race Track will host a May 5 thru 7th Kentucky Derby Weekend. The Renaissance Schaumburg Hotel and Convention Center will open on July 1, 2006. The Alexian Brothers International Cycling Classic-Tour of Elk Grove bike race will take place in Elk Grove on August 12 and 13 and the Arlington Million will be held on those dates as well. On April 18, a Chef Fest will be held at Arlington Race Track. Approximately 125 business persons attended the Community Character Counts breakfast that was held to provide the business community with an opportunity to learn about the Coalition and to offer ethical workshop training to be utilized and implemented in their businesses. Mayor Johnson and John McDonough of the Chicago Cubs gave presentations and a video prepared by the coalition was shown. The evaluations submitted by those attending the breakfast were positive. A February training workshop is planned and thirty-five businesses have already signed up. State Senator Cheryl Axley has invited Trustee Feichter to Chair the Legislative Scholarship Committee. Trustee Prochno asked all residents to be considerate and to shovel and clear their sidewalks following snowstorms. Newsletter – A request was made for any comments or changes to the newsletter which had been reviewed by the Board. Trustee Lissner noted a JPZ committee agenda item was referenced on page 9 of the newsletter and commented that item would be removed from the JPZ agenda during the Committee’s report. Trustee Dill suggested a future article be written about vacant properties and who is responsible for the designation of a new tenant. Motion to approve the Newsletter as presented. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the January 24, 2006 Accounts Payable Warrant in the amount of $947,201. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA A. Sebert Landscaping Company, Bartlett, IL – Award a professional service contract for landscape bed maintenance for selected locations within the Village in an amount not to exceed $46,244. B. Burns & McDonnell Engineering Company, Inc., Downers Grove, IL – Award a professional service contract for engineering design services at Pump House #9, for future rehabilitation in an amount not to exceed $32,000. C. Indaplex, Inc, Rockford, IL – Increase an existing professional service contract (approved 8/16/05) for telecommunications consulting services for the replacement of the existing telephone system in an amount of $6,480, for a total contract amount not to exceed $31,800. D. Sound Incorporated, Naperville, IL – Award a purchase contract for the purchase of Cisco network equipment in an amount not to exceed $89,230.80, allowing for necessary revisions within the proposed budget at the discount proposed costs less 42% for equipment and less 14% for maintenance. E. Michael C. Fina Corporate Sales Inc., Newark, NJ – Award a service contract for the purchase of employee service awards in an amount of $33,500. F. Lively Boulevard Improvements/Devon Avenue to Touhy Avenue – Adopt Resolution No. 2-06 entitled, “A RESOLUTION APPROPRIATING FUNDS IN THE AMOUNT OF $85,000 FOR RIGHT-OF-WAY ACQUISITION LIVELY BOULEVARD IMPROVEMENTS DEVON AVENUE TO TOUHY AVENUE PROJECT NO. M-8003 (547) SECTION NO: 05-00045-02-PV”; Adopt Resolution No. 3-06 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION (LIVELY BOULEVARD IMPROVEMENTS/DEVON AVENUE TO TOUHY AVENUE); Award a professional service contract to Civiltech Engineering, Inc., of Itasca, IL for Phase 2 Engineering plan preparation and right-of-way appraisals in an amount not to exceed $287,285 from the ICRC Fund; and Award a professional service contract to Santacruz Associates, Ltd., of Wilmette, IL to provide right-of-way negotiation and acquisition services in an amount not to exceed $63,000 from the ICRC Fund.
