ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 11, 2006 Mayor Craig B. Johnson called the meeting to order at 7:04 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Bart K. Dill Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIENCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on March 28, 2006 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE ABSENT: Trustee Dill MOTION CARRIED REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson reported: April 6, 2006 – Attended the Elk Grove High School Student Recognition Program. Mayor Tony Arredia of DesPlaines Illinois was also in attendance. April 10, 2006 – Trustees Lissner, Czarnik and the Mayor attended the Monday, 9:00 a.m. DARE graduation held at Queen of the Rosary. Re-appointments - Mayor Johnson requested concurrence of the Board on his reappointments as follows: Fire and Police Commission Butch E. Ehrke Plan Commission John R. Glass - Chairman Frederick C. Geinosky – Secretary Police Pension Board Lee D. Garr Zoning Board of Appeals Joseph A. Oliveto Motion to concur with the Mayor’s reappointments. MOTION: Trustee Lissner SECONDED: Trustee Petri AYES: Trustees Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: Trustee Dill MOTION CARRIED Fireworks Donations - The Mayor stated the fire works donation box placed on each Village water bill since 1999 is designated solely for the 4th of July fireworks display and thanked the residents for the generosity shown throughout the years. Smoking Ordinance Amended - Mayor Johnson stated that inconsistencies in the recently adopted smoking ordinance had been pointed out to the Board at the last Village Board meeting. It had been noted that events such as the Memorial Day and tree lighting ceremonies were not addressed in the text of that ordinance and a motion to amend the ordinance was requested. Motion to direct the Village Attorney to prepare an amendment to the smoking ordinance to include the prohibition of smoking at all Village sponsored events, effective January 1, 2007. MOVED: Trustee Lissner SECONDED: Trustee Petri AYES: Trustees Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None ABSENT: Trustee Dill MOTION CARRIED Sister Cities Presentation – Chief Stephen Schmidt, Trustee Petri and Giovanni Gullo, members of the Elk Grove Sister Cities Organization, presented a donation to the Elk Grove Food Pantry in the amount of $1500. A total of $3000 was raised by the Elk Grove Sister Cities organization that will be split between the Elk Grove food pantry and three organizations located in the Sister City of Termini. Nancy Clarbour, founder and director of the Presbyterian Church Food Pantry, accepted the check on behalf of the clients of the Food Pantry. She told the audience that at this time the Food Pantry was currently serving forty families, consisting of approximately 100 individuals. Food and/or cash donations are accepted Monday through Friday from 9:30 a.m. to noon at 600 E. Elk Grove Boulevard at 847 437-2878. The Mayor explained that the food pantry is one of the designated charities to profit from the Centex 50th anniversary house raffle sales. Trustee Petri, President of the Elk Grove Sister Cities Organization, addressed the audience to extend his appreciation to the members of Sister Cities who assisted in the fundraising efforts. Residents were invited to join the Sister Cities organization and to attend the next meeting on Monday, April 17, 2006 at 7:00 p.m. in Room E. Rotary Calendar Raffle – Elk Grove Rotary Club members Police Chief Stephen Schmidt and Scott Bernholdt drew the following $25.00 winning tickets for the Calendar Raffle. Easter Sunday, April 16, 2006 was designated as a $100.00 special day. The winners were: (4/11)-C. Vermillion – Carol Stream, (4/12)-Nancy Larson-DesPlaines, (4/13)-Tina Sneath– EGV, (4/14)-Steve Pavletich-EGV, (4/15)-George Knickerbocker-EGV, (4/16)-Phil Holda-EGV, (4/17)-Bob Stecki-Schaumburg, (4/18) Al and Debbie Vinson-EGV, (4/19)-Candice Wilson-EGV, (4/20)- Greg Kaup-EGV, (4/21)-Jim Cunningham-EGV, (4/22)-Marilyn Koss-EGV, (4/23)-Jack Gray-Hampshire Illinois, (4/24) Phil Laplante & Ruthie-EGV. The proceeds from the 50th Anniversary calendar raffle are used towards the expenses of the 50th Anniversary celebrations. Conant Students - Mayor Johnson welcomed the senior class students from Conant High School who were attending the meeting as a class assignment. Trustee Feichter reported that a meeting of the Community Character Coalition was held on April 4, 2006. There will be a “peace pole” dedication at Link School on Tuesday, April 18, 2006 at 7:00 p.m. Link School will also hold a special peace pole assembly on Wednesday, April 19, 2006 at 1:00 p.m. A Character Counts In Sports event will take place on Sunday, April 23, 2006 at the Elk Grove Village Public Library. Steve Chromik, an Elk Grove Village resident and Bradley University soccer player and who played for the Chicago Fire Reserve, will speak about character in sports. The event will begin at 2:00 p.m. with a presentation followed by a soccer, activities and at 3:45 p.m. a raffle and giveaways. A youth celebration will be held on May 23, 2006 at the Village Hall between 6:00 and 8:00 p.m. in recognition of the youth groups who have participated in activities related to character. Trustee Prochno announced the Elk Grove Lions Club will host a “Back to the 50’s” dinner dance on April 22, 2006 at the Avalon Banquets in Elk Grove Village. Tickets are $50.00 a person. Anyone interested in obtaining tickets should call Angie Foster at 847-437-4377. The deadline date to respond is April 15, 2006. Interfaith Council Breakfast - Mayor Johnson pointed out that the Elk Grove 50th Anniversary Interfaith Council breakfast would be held at 7:00 a.m. on Thursday, April 27, 2006 at the Belvedere Banquet facility. The keynote speaker would be the former Chicago Bear and pro football Hall of Famer, Mike Singletary. Tickets are on sale at the churches throughout the community and at Village Hall for $15.00 per person. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the March 31, 2006 Accounts Payable Warrant in the amount of $127,800.95 MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Petri, Prochno, Czarnik, Feichter, Lissner NAYS: None ABSENT: Trustee Dill MOTION CARRIED Motion to authorize payment of invoices as shown on the April 11, 2006 Accounts Payable Warrant in the amount of $244,311.10. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Petri, Prochno, Czarnik, Feichter, Lissner NAYS: None ABSENT: Trustee Dill MOTION CARRIED 6. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the April 11, 2006 Regular Meeting be approved as presented. A. HTE, Inc., Lake Mary, FL – Award a contract for technical support and maintenance of the Village’s HTE financial software applications for the period May 1, 2006 through April 30, 2007 in a total contract amount not to exceed $36,177. B. Dirt and Sod, Inc., Hampshire, IL – Award a service contract for the Tonne Road Landscape Improvements in an amount not to exceed $21,317.00. C. Just Networks, Inc., Schaumburg, IL – Award a professional services contract to provide advanced technical support of the Village’s local and wide area networks for the period May 1, 2006 through April 30, 2007 in a total contract amount not to exceed $154,000.00.
