TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MAY 23, 2006
Mayor Craig B. Johnson called the meeting to order at 7:09 p.m.

Absent: Trustees Patton L. Feichter, Chris Prochno
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION
Reverend Bonnie Campbell, Pastor, United Methodist Church, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on May 09, 2006 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson reported:
Birthday Celebration - A total of 2619 residents have picked up wristbands for the free Birthday celebration and REO Speedwagon concert on July 16, 2006. The first 9000 residents with
wristbands will be seated in the Elk Grove High School stadium. The wristbands can be obtained at the Village Hall, Monday through Friday, from 8:30 a.m. to 5:00 p.m. and on Saturday,
June 4 and July 1, 2006 from 9:00 a.m. to 11:00 a.m.
Proclamation – The Mayor proclaimed Thursday, May 25, 2006, as “Buddy Poppy Day” and urged the citizens to contribute to the annual fundraising campaign of the Veterans of Foreign Wars.
May 10, 2006 -The Mayor and Village Manager Parrin attended a meeting regarding the Abraham Lincoln National Airport. They are now waiting for the Governor to sign over the land so
construction can begin.
May 13, 2006 – Attended the dedication of Alexian Brothers Medical Center’s new medical facility and presented them with a “Key to the City” in honor of their 40th Anniversary on May
14th. The Mayor also attended the May 13th Open House hosted by the Kenneth Young Center (1001 Rohlwing Road).
May 18, 2006 – Spoke to the students and Elk Grove seniors at Rupley School. The seniors had been invited to a luncheon, hosted by the Rupley students, to discuss their lives and to
compare them to today’s world.
May 20, 2006 – Participated in the Kenneth Young Center and Alexian Brothers Medical Center’s two and a half mile “Walk for the Health of It” fundraiser in observation of the Elk Grove
Village’s 50th Anniversary and to observe May as Health Awareness Month.
Centex House – A tour of the Centex House can be seen on the Channel 6 program “Inside the Village”. The program features the construction progress from the ground-breaking ceremony
to present. The house is fully furnished and tickets are only $50.00 a piece. The Mayor noted that the winners of the house would be responsible for any taxes required.
O’Hare Update – Mayor Johnson quoted a May 17, 2006 article on the front page of the Tribune entitled “O’Hare Expansion in Holding Pattern - Plans Viability, Scope Questioned as Costs
Rise.” The article confirms what has been said all along – show all the plans and it will prove the plan is cost prohibitive.
The Tribune and the Herald newspapers have published articles and editorials noting the many problems with the expansion plans. The Mayor commented that what he has said about the airport
is coming true.
Traffic congestion at the new airport will be unbelievable. Airline customers would be able to fly to Canada in less time than it will take passengers to taxi to a gate at the new expanded
airport at O’Hare. It was noted Chicago knew in September of last year, before the FAA and Federal Government gave approval for expansion, that this plan would not work but Chicago
hid the information. SOC has requested the U.S. Attorney General prosecute since it is illegal under Federal Law to withhold this kind of information. To this day, and as promised,
the Mayor said not one piece of property has been taken in Elk Grove, although Chicago has taken away land in Bensenville. A copy of the Tribune article was distributed in a newsletter
to Elk Grove residents this past weekend.
The National Mitigation Banking Association and a consortium of wetland advocacy groups, have filed a Federal lawsuit stating the O’Hare Modernization Program is destroying 97 acres
of wetlands without guaranteeing they will be restored elsewhere. Mayor Johnson said Elk Grove would be victorious very soon.
Presentations:
Character Counts Coalition - A youth celebration was held earlier this evening in the Municipal Building in recognition of the youth groups who have participated in activities related
to character.
Scholarships - Betsy Boswell of District 59 (Scholarship Group) joined Mayor Johnson and presented a $750.00 Community Character Coalition Soldier Memorial Fund Scholarship to college-bound
seniors – Amanda Wensel and Brooke Seaholm.
The youth groups attended the Village Board meeting and were introduced to the audience. Certificates were presented to the following groups in recognition of their year projects: Elk
Grove High School Student Services, Public Service Practicum, Teacher Educators of American, Fashion Construction Class, Clearmont School Student Forum, Byrd School School Community
and third grade group, Rupley School House of Voices, Elk Grove High School Latino Club, Elk Grove High School Peer helpers, Friendship Junior high Action for Others, Queen of the Rosary
Student council, Elk Grove High School Preschool Program and Human Growth Class, Link School Movie Club, Grove Jr. High National Jr. Honor Society, Students on Board for Success, Gold
Key, Newspaper,
Mead Jr. High Student Ambassadors (the Ambassadors raised $16,000 for the cancer Society and Bear Necessities this year), Juliette Lowe Student Leadership Team, Forestview Elementary
School, John Jay National Essay Contest Winners, and Brownie Troop 297.
A group picture was taken with the Mayor and chocolate Elk Grove mementos were given to each student.
Relay for Life – The Mayor read a Proclamation proclaiming June 9 and June 10, 2006 as Relay for Life Days in honor of the annual Cancer Society Relay for Life fundraiser in Elk Grove
Village. Representatives of the Cancer Society, Michael and Tina Kaveney, joined the Mayor to accept the proclamation and to express their appreciation to the Board and community for
their support in this endeavor. Residents were encouraged to
join the Elk Grove Relay and to experience the importance of the evening. It was noted the Relay raised its one-millionth dollar at last year’s event. The Mayor was asked to place
his signature on a Relay For Life banner that would be displayed on June 9 and 10th.
Heart of the Marine Foundation – Elk Grove residents, Georgette and Roy Frank, who initiated and established the “Heart of the Marine Foundation” in honor of their son, joined Mayor
Johnson at the podium.
The Mayor related the community and Elk Grove Village have sponsored a series of fundraisers in honor of the four Elk Grove residents who died while serving in the military in Iraq.
The contributions that have been raised have provided for the soldier memorial statue dedicated on Veteran’s Day in November 2005, two college scholarships, which were awarded earlier
during the meeting, and funds to assist families of military personnel who are experiencing a financial hardship due to military service.
Mayor Johnson then presented a check in the amount of $16,893.37, on behalf of the Elk Grove community, to The Heart of the Marine Foundation.
Mr. and Mrs. Frank thanked Mayor Johnson stating they would see that the funds are distributed to those who need it the most.
Elk Grove High School teacher, Jim Arey, joined the Mayor and the Franks at the podium. Mrs. Frank announced that $1500.00 has been allocated for the Brian Anderson Fund. Brian Anderson
is a triple amputee from Rolling Meadows who was wounded while in Iraq.
Roy Frank stated the Board of Directors of the Heart of the Marine Foundation had chosen Elk Grove High School senior, Eric Fernandez, as recipient of their $750.00 scholarship. Eric
has received many awards as a junior ROTC and has given over 250 community service hours. Mrs. Frank said she is very proud that the first Heart of the Marine scholarship goes to an
Elk Grove Village high school student.
Mayor Johnson stated much of what has taken place this evening was through the efforts, motivation, and dedication of Jim Arey, the Practicum Service coordinator at Elk Grove High School.
The Mayor thanked Mr. Arey on behalf of the Village.
Fire Chief Resigns – The Mayor noted that Fire Chief Douglas Goostree has tendered his resignation after 28 plus years in the Fire Department. Mayor Johnson announced that the Village
Board had unanimously agreed to appoint the current Deputy Chief, David L. Miller, as the next Elk Grove Village Fire Chief, with June 10, 2006 as the effective date. Deputy Chief
Miller has lived in Elk Grove Village and served in the Fire Department for 33 years.
Fire Chief Douglas Goostree addressed the Board and talked about his time in the Fire Department. He assured the Board that the Fire Department is in great shape and has many fine leaders
ready to step up. He thanked the Village Board, Village Manager, and his life long friends for providing him a wonderful career.
Deputy Chief Miller took this opportunity to thank the Board and Village Manager for the opportunity to serve the community as Chief.
Rotary Calendar Raffle – Elk Grove Rotary President, Ralph Schumann and Rotarian Scott Bernholdt conducted the drawing for the next $25.00 winners of the calendar raffle. Mr. Schumann
also mentioned that the Rotary had awarded Amenda Wensel, Brooke Seaholm and Eric Fernandez Rotary Scholarships in addition to the scholarships the students received earlier this evening.
