TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY AUGUST 15, 2006
Mayor Craig B. Johnson called the meeting to order at 7:13 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Absent: Trustee Bart K. Dill
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION/PLEDGE OF ALLEGIANCE
Rev. Hon Ho Lam, Light Bearer Community Church, delivered the invocation.
Mayor Johnson led the Village Board and members of the audience in the Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on July 18, 2006 as submitted and dispense with the reading.

REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Cook County Forest Preserve – A pedestrian path is being constructed by the Cook County Forest Preserve District at Arlington Heights Road and Elk Grove Boulevard for additional access
onto the Busse Woods bike and walking trail. A pedestrian activated signal will be added at the intersection.
Taxes - Cook County has notified the Village of the 2006 tax rates. The Village property tax rates are 15% less than Des Plaines, 25% less than Hanover Park and approximately 21% less
than Schaumburg. Elk Grove’s rates are still the best buy around when it comes to property tax rates.
Correspondence - The Village received numerous thank you letters regarding the July 16th Birthday celebration.
Mayor Johnson responded to concerns related in two unsigned letters. Mayor Johnson assured the anonymous individuals that the REO Speedwagon band was contracted at a more than fair
cost, drawing the names of the semi-finalists by computer was overseen by an independent auditor and attorneys following Illinois State Law, attendance that evening was estimated at
close to 7,000 people, and the semifinalists were in attendance that evening so that the winner would be present when the house was won. The Mayor asked the individuals who wrote those
letters to sign their names or give a phone number in future letters so he can contact them and discuss their concerns.
Resident Sue Heaton joined the Mayor at the podium. She discussed the August 12 and 13th Alexian Brothers-Tour of Elk Grove bike race saying she felt the physical condition of the athletes
inspired many on-lookers and young people towards personal physical fitness.
The Bill Heaton Bicycle Donation to Children program has been created in memory of her late husband to encourage the youth of the community to start their own physical fitness program.
The winner of Sunday’s top men’s race, Australian cyclist, Hilton Clarke, drew the winning names.
The following children were presented with a new bike: Dylan DelGado – age 2; brother and sister Katelyn Eul (age 7) and Jack Eul (age 11); Alexandria Clausen-age 9. (Bike winners, Eric
Blomquist age 9 and Elizabeth Sloan age 14 were unable to attend the meeting).
It was pointed out that WalMart and two good friends of Bill Heaton each donated two bikes in his memory.
Alexian Brothers – Tour of Elk Grove – Mayor Johnson spoke briefly about the bike races and its success. He talked about the commitment of the professional athletes and noted the Village’s
prize money was the biggest criterium prize money in the world this year. An announcement will be made in September about the plans for next year’s race. Residents were encouraged
to drop a note or give a call to the Village with suggestions or comments for the next race. The Mayor thanked the homeowners who lived along Elk Grove Boulevard for their cooperation,
all the volunteers, and Village staff.
Youth Committee Scholarship – The Youth Committee and Elk Grove Park District, awarded four $500 scholarships to Village high school seniors this year. The Park District awarded two
of the scholarships at the last Park Board meeting.
Trustee Prochno presented scholarships to Emily Tau and Joseph Bracco, Jr. on behalf of the Village and Elk Grove Youth Committee.
Oaths of Office – Mayor Johnson administered the Oath of Office to Nicholas J. Olsen, recently promoted to Sergeant in the Police Department; Michael D. Kirkpatrick, promoted from Sergeant
to Police Commander, and Dion J. Zinnel, who had been recently promoted from Police Commander to Deputy Police Chief. Chief Schmidt introduced Sergeant Olsen, Commander Kirkpatrick
and Deputy Chief Zinnel and spoke of their time and accomplishments while serving the Village.
Rotary Calendar Raffle – Rotary members, Ralph Schumann and Scott Bernholdt, conducted the raffle drawing.

Trustee Lissner reported he had attended the July 19, 2006 ribbon cutting ceremony for the Schaumburg Convention Center and Renaissance hotel facility. The combined Schaumburg and Elk
Grove Village 50th Anniversary New Year’s Eve dinner dance will be held there. Trustee Lissner noted smoking is prohibited in the entire center.
Trustee Lissner talked about the International bike race and stated he especially enjoyed watching the excitement shown on the faces of the children as they watched the races. Trustee
Lissner thanked the Mayor, volunteers, staff members, and residents, especially those who live on Elk Grove Boulevard, the athletes and sponsors.
Trustee Petri stated he too enjoyed the bike races.
Mayor Johnson pointed out that no pedestrians were injured during the races.
Trustee Czarnik said she had a wonderful time and thanked the volunteers who put in their own time.
Trustee Feichter reiterated the above comments stating the race has helped promote Elk Grove Village on an International basis.
Trustee Feichter distributed a calendar of Community Coalition events for this year. He noted the Coalition would continue to assist the Kiwanis Club during the September collection
for the “soldier’s scholarship fund”. The Coalition will be involved in the November Great American Smoke Out Program; will sponsor a January teen dance; and a hold a March ethnic
festival. There are other items planned for each month.
Discussion followed regarding proposed smoking ordinances being considered in Wheaton and Naperville. Trustee Feichter commented that Elk Grove Village has been a leader in the effort
to promote no smoking in public facilities and areas.
Trustee Prochno said she is proud to be an Elk Grove resident stating the weekend races were exciting and provided two eventful days.
Trustee Prochno acknowledged members of the Youth Scholarship committee are: Ron Nunes and William O’Malley of the Park District, Village Trustees Chris Prochno and Pat Feichter, and
Village residents Marian Noehre and Barbara Lahtinen.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the July 31, 2006 Accounts Payable Warrant in the amount of $762,096.81.

CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the August 15, 2006 Regular Village Board Meeting be approved as presented.
A. St. Julian Eymard Parish/Waive Fees – Grant a request to waive Food Caterers License fees as part of their 2006 picnic to be held on Sunday, September 24, 2006 in the amount of $100.
B. Queen of the Rosary Parish/Waive Fees – Grant a request to grant a temporary Class D Liquor License for their annual Parish Picnic to be held on Sunday, August 20, 2006; and
Grant a request to waive all fees associated with their annual Parish Picnic to be held on Sunday, August 20, 2006.
