ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 12, 2006 Mayor Craig B. Johnson called the meeting to order at 7:32 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri Absent: Trustee Chris Prochno Also Present: Assistant to the Village Manager, Matthew J. Roan; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. Invocation/Pledge of Allegiance Jeremiah Clapper, Youth Minister, Elk Grove Baptist Church, delivered the Invocation. Mayor Johnson led the Village Board and members of the audience in the Pledge of Allegiance. The Mayor introduced Matthew J. Roan, Assistant to the Village Manager, explaining Mr. Roan was substituting for the Village Manager who was attending a conference. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on August 15, 2006 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson reported: August 25, 2006 – A “Lobsterfest” was hosted by Real Time Sports. September 6, 2006 – The Mayor, Village Manager, and Trustee Czarnik attended the Park District 50th Anniversary Exhibit held at the Historical Museum. The Exhibit will be displayed at the Village Hall in the near future. September 10, 2006 – Pioneer Days was held at the Elk Grove Historical site. September 10, 2006 at 7:00 p.m. – A September 11th remembrance ceremony took place in the Village Green area. The Elk Grove Police and Fire Departments conducted the ceremony in memory of those victims of the terrorist attack in New York City five years ago. Mayor Johnson congratulated the Fire and Police Chiefs on the beautiful ceremony. The ceremony was taped and will be aired on the Channel 6 station. Shopping Center - Mayor Johnson refuted rumors that the vacancies experienced recently at a Biesterfield Road shopping center were caused by high rent fees demanded by the owner. In fact, the rental fees were not increased and the landlord has indicated the vacancies would soon be filled. The Sears store is closing based on a Sears corporate decision to close all stores located on leased property. Village Newsletter – Mayor Johnson and the Trustees reviewed the draft of the proposed Fall newsletter. Trustees Feichter and Czarnik had no further questions. Trustee Petri was pleased with the section describing the astronauts. Trustee Lissner had spoken to staff and requested the names of the organizations that received funds from the Home Giveaway event be included in the newsletter. Trustee Dill asked about the anticipated mailing date of the newsletter and was informed it would be at the end of September and before the first leaf pick-up and the government open house. Trustee Petri asked if the civic organizations had received the funds from the Home Giveaway contest. It was noted the Letters of Agreement had been signed by Alexian Brothers and Elk Grove Village and have been forwarded to the President of each organization for signature. When all parties have signed the agreement a check for $11,500 would be sent to the organization. It is anticipated that in March 2007 the auditors will have determined what additional funds are available. Trustee Feichter discussed the Village’s last newsletter and noted in some cases the events reported in that newsletter had already taken place by the time the residents received it in the mail. Matt Roan said the problem stems from the Post Office delivery process and the Village is working to rectify the problem. Rotary – Calendar Raffle Drawing: Rotary Members Scott Bernholdt and Ralph Schumann conducted the monthly anniversary calendar raffle drawing. The following 14 names were drawn: $25.00 winners - Shirley Eaton-EGV, Cathy Sobieski-EGV, Saluka Hassan-EGV, Helen Seidl-EGV, Marie L. Nolan -EGV, Ruben Biset-EGV, Marie Pusateri-EGV, Kathleen Froehlich-EGV, Gary St. Ange-DesPlaines, Linda Hayden-South Elgin, Cathy Beaupre-EGV, Joanne Shafar-EGV, Sherie Shapiro-EGV, Birdie Bisceglie -EGV. Trustee Petri reported he had attended an Eagle Scout Ceremony on Saturday, September 9, 2006, at Christus Victor Church for Russell Holm. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 12, 2006 Accounts Payable Warrant in the amount of $1,160,281.81. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Czarnik ABSENT: Trustee Prochno NAYS: None MOTION CARRIED CONSENT AGENDA It was moved and seconded that the Consent Agenda of the September 12, 2006 Regular Village Board Meeting be approved as presented. Item L. - Trustee Lissner pointed out that Item L. increased the fine from $100.00 to $250.00 for parking in handicapped parking spaces. This change brings the Village in compliance with State Law. Trustee Dill inquired about notification to businesses. Mr. Roan responded the Police Department would send out notices to the appropriate locations. A. Prince of Peace United Methodist Church/Waive Fees – Grant a request to waive Business License Fees for their annual Pumpkin Patch from September 29, 2006 until October 31, 2006 in the amount of $100; and Waive the one-day carnival license and temporary food caterers license for PumpkinFest to be held on September 30, 2006 in the amount of $200. B. Alexian Brothers Medical Center/Waive Fees – Grant a request to waive permit fees in the amount of $3,650 for their Domestic Water Booster project located at 800 Biesterfield Road. C. Police Department/Training Program – Authorize Police Sergeant Gary Miura to attend the Northwestern University Center for Public Safety’s School of Police Staff and Command from September 18, 2006 to January 19, 2007 at an estimated cost of $3,300. D. Visual Edge, Arlington Heights, IL – Award a professional service contract for the revision, design, updating, and printing of the Shop Elk Grove booklet for a cost not to exceed $20,000 to be paid from the ICRC Fund. E. Direct Energy, LLC, Dublin, OH – Enter into a contract to provide natural gas at a variable rate from July 2006 through September 2006 and at a fixed rate of $0.94/therm for the period of October 2006 through April 2007. F. Burns and McDonnell Engineering Company, Inc., Downers Grove, IL – Award a professional service contract to provide general construction services for the Water Pump Station #9 Rehabilitation Project in an amount not to exceed $16,065 from the Water/Sewer Fund. G. Peerless Enterprises, Inc., West Chicago, IL – Award a construction contract for the Well Site Enhancement Program in the Business Park in an amount not to exceed $354,403.58 from the Industrial/Commercial Revitalization Fund. H. Class 6B Status/750 Arthur Avenue – Adopt Resolution No. 33-06 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JANUARY 1, 2000 FOR CERTAIN REAL ESTATE LOCATED AT 750 ARTHUR AVENUE, ELK GROVE VILLAGE, ILLINOIS.” I.
