ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY SEPTEMBER 26, 2006 Mayor Craig B. Johnson called the meeting to order at 7:09 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION/PLEDGE OF ALLEGIANCE Reverend Ted Czarnecki, Deacon, Queen of the Rosary Church, delivered the Invocation Mayor Johnson led the members of the Board and audience in the Pledge of Allegiance. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on September 12, 2006 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED REPORT OF THE MAYOR AND BOARD OF TRUSTEES Proclamation - Mayor Johnson proclaimed October 8-14, 2006 as “Fire Prevention Week.” ADP - Mayor Johnson, Trustee Lissner and Village Manager Parrin attended a luncheon at ADP on September 26, 2006 in honor of ADP’s 10th Anniversary in the Village of Elk Grove. Oaths of Office – Mayor Johnson administered the Oath of Office to recently appointed Police Officers: Demetrios Malamis, Brandi Mathis, Michael McIntyre, Michael Patras and John Tylka. Chief Stephen Schmidt introduced the Officers and gave a brief biography on each Police Officer. Mayor Johnson congratulated the Officers on their appointments and welcomed them to the Elk Grove Police Department. Donation – Fire Lieutenant Gary Sterzel, Firefighters David Hoppe and Jim Denna, members of the Elk Grove Professionals Union, presented a $1000.00 contribution to the Illinois Fire Safety Alliance for the “Camp I Am Me” formally known as “Burn Camp.” Firefighter Hoppe explained that approximately seventy firefighters and volunteers in the community and surrounding states have volunteered their time and involvement for 8 days each year to assist and host a camp for children who have been hospitalized due to burns. A representative of the Alliance accepted the donation and gave a brief history of the camp and its criteria. Trustee Prochno reported the Village Manager and Trustees have visited the camp each year and described the parade of fire trucks that the children participate in. The Police Chief and Fire Chief were each presented a $1000.00 safe neighborhood grant from Raymond Toney, store manager of the Elk Grove Village Walmart as part of Walmart’s October Safety Month celebration and Safe Neighborhood grants. It is Walmart’s commitment to award over $26,500 locally thru community grants this year. Mayor Johnson accepted the check and noted the many contributions Walmart has bestowed on the community. Rotary Raffle – Ralph Schumann and Scott Bernholdt, Elk Grove Rotarians, conducted the Rotary’s 50th Anniversary calendar raffle, which takes place at each Village Board meeting during 2006. The following names were drawn: Gertrude Koztowski-EGV, Theresa Paulson-EGV, Danial Broten-EGV, Anita J. Schoonmaker-EGV, Fred Thulin-Naperville, Mike O’Malley-EGV, Jackie Denney-EGV- Scott and Kim Svoboda-Elgin, Jean Ramljak-EGV, Peter Gennuso-EGV, Mrs. Carol Fusik-EGV, Drew Slisz-EGV, Cathy Jarosch-EGV, and $100.00 winner – William and Ester Sagat-EGV. Trustee Dill reported the last day for voter registration prior to the Tuesday November 7, 2006 General Election would be October 10, 2006. Additional information could be obtained through the Village Clerk’s Office. Trustee Lissner reported he had attended a reception for State Representative Carolyn Krause held in Mount Prospect on September 21, 2006. Trustee Petri approached the podium. He spoke of the past events that have taken place as part of the 50th anniversary celebration this year. In appreciation of Mayor’s Johnson vision and determination to see these events through, a framed race jersey, signed by three of the bike racers who participated in the August race, was presented to the Mayor. Trustee Petri also announced that there would be a Trustee race in next year’s bike race. Trustee Feichter reported the Community Character Coalition held two peace pole plantings – on September 15, 2006 at Robert Frost School and on September 22, 2006 at Mead Junior High. The Coalition will sponsor the annual Foot Rally event on Friday, October 27, 2006. Trustee Feichter stated Character Counts Week would be celebrated from October 16 through 20th, 2006. Trustee Feichter expressed appreciation to the Walmart store for the $1000.00 contribution given to the Community Character Coalition. On Thursday, September 21, 2006 Trustee Feichter attended the Greater Woodfield meeting. The Mayor of Rolling Meadows gave a presentation on the regional smoking ban. Mayor Johnson further discussed the smoking ban stating DuPage County is also studying a possible smoking ban within its County. The Mayor reported that the local Mayors hold an informal luncheon each month to discuss regional issues, such as the smoking ban. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 26, 2006 Accounts Payable Warrant in the amount of $1,459,252.81. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Dill, Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED CONSENT AGENDA It was moved and seconded that the Consent Agenda of the September 26, 2006 Regular Village Board Meeting be approved. MOVED: Trustee Czarnik Trustee Petri seconded the motion with an amendment to replace Ordinance No. 3098 under Item L. with the revised ordinance that was distributed earlier to the Board. A. Elk Grove High School/Waive Fees – Grant a request to waive fees in the amount of $50 to hold their annual homecoming parade on Friday, September 29, 2006. B. Elk Grove Youth Football/Waive Fees – Grant a request to waive fees in the amount of $50 to hold a youth homecoming parade on Saturday, October 7, 2006. C. Holiday Designs, Inc., Plainfield, IL – Award a service contract for the annual holiday lighting service in a total contract amount not to exceed $31,500. D. ALM Corporation, Streator, IL – Award a contract for a mobile hoist system under the GSA contract pricing in an amount not to exceed $36,758.81. E. Di Meo Bros. Inc., Elk Grove Village, IL – Award a construction contract for the Bonnie Lane Culver Replacement Project in an amount not to exceed $139,499 from the Water/Sewer Fund. F. Kamp/Synergy, Milwaukee, WI – Increase a professional service contract (approved 3/14/06) to design, furnish, and install a replacement SCADA system for the Village’s sanitary sewer system by $9,457, for a total amount not to exceed $105,457.00 to be paid for out of the Water/Sewer Fund. G. Johnny Rockets Fireworks Display Corporation, Chicago, IL – Renew a professional services contract to design and produce fireworks displays in a contract amount not to exceed $35,200. H. Executive Session Meetings/Audio/Video Recordings – Adopt Resolution No. 37-06 entitled, “A RESOLUTION AUTHORIZING THE DESTRUCTION OF AUDIO OR VIDEO RECORDING OF CLOSED MEETINGS SESSIONS.” I. Executive Session Minutes/Release/Retention – Adopt Resolution No. 38-06 entitled, “A RESOLUTION AUTHORIZING RELEASE/ RETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF ELK GROVE VILLAGE.” J. Class 6B Status/1401 Greenleaf Avenue – Adopt Resolution No. 39-06 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JANUARY 1, 2000 FOR CERTAIN REAL ESTATE LOCATED AT 1401 GREENLEAF AVENUE, ELK GROVE VILLAGE, ILLINOIS.” K. Amend Village Code/School Buses – Adopt Ordinance No. 3097 entitled, “AN ORDINANCE AMENDING CHAPTER 2 VEHICLE LICENSES OF TITLE 6 OF THE VILLAGE CODE ESTABLISHING A LICENSE FEE FOR SCHOOL BUSES.” L. George Gullo Development Corporation/Meacham/Biesterfield Road – Adopt Ordinance No. 3098 entitled, “AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO PERMIT A FINANCIAL INSTITUTION (BANK) WITH DRIVE-THRU FACILITIES AND TO AMEND A PREVIOUSLY APPROVED ANNEXATION AGREEMENT TO PERMIT DRIVE-THRU FACILITIES FOR PARCEL 1; TO PERMIT A USE WHICH IS NOT CONDUCTED COMPLETELY WITHIN AN ENCLOSED STRUCTURE; TO PERMIT A MULTI-TENANT RETAIL STRIP OR SHOPPING CENTER, AND TO PERMIT THE SCREENING OF ROOF-TOP MECHANICAL EQUIPMENT WITH A MATERIAL OTHER THAN THAT OF THE PRINCIPAL STRUCTURE, AND TO APPROVE A REVISED SITE PLAN FOR PARCELS 1, 2 AND 3 ON PROPERTY LOCATED ON THE EAST SIDE OF MEACHAM ROAD, SOUTH OF BIESTERFIELD ROAD, ELK GROVE VILLAGE, ILLINOIS (FIRST AMERICAN BANK/GEORGE GULLO DEVELOPMENT CORPORATION).” M.
