TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 10, 2006
Mayor Craig B. Johnson called the meeting to order at 7:03 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Deputy Village Clerk, Margit C. Thompson
A quorum was present.
2. INVOCATION/PLEDGE OF ALLEGIANCE
Reverend Hon Ho Lam, Light Bearer Community Church, delivered the Invocation.
The Marine Corps Color Guard presented the Colors and led the members of the Board and audience in the Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on September 26, 2006 as submitted and dispense with the reading.

Press Release/O’Hare Ring Road Expressway – Mayor Johnson read a press release regarding the O’Hare ring road being built within Elk Grove’s Business Park and the nearly one billion
dollar path of destruction that ring road would cause Elk Grove Village. A copy is attached hereto and made a part hereof and/or available in the Village Clerk’s Office.
The Mayor thanked Staff for all their hard work in putting the information together.
REPORT OF THE MAYOR AND BOARD OF TRUSTEES
October 10, 2006 – Mayor Johnson gave his annual State of the Village address at the Senior Center and expressed his appreciation to Phil Barry for affording him this opportunity.
Cook County Proclamation – Mayor Johnson received a proclamation from Cook County Commissioner Carl Hansen and the County Board honoring the Village’s 50th Anniversary.
Proclamation - Mayor Johnson proclaimed November 5–11, 2006 as “Marine Week” and read and presented the framed proclamation to Sergeant Braine of the United States Marine Corps. He
spoke on behalf of the Marine Corps and stated it was a great honor for him to be here tonight and expressed his appreciation to the Village in showing their support to the troops.
Trustee Prochno asked if Georgette Frank (who was the mother of Lance Corporal Phillip Frank, who was killed in action during combat operations in Iraq) could share a few words regarding
the work of the Heart of a Marine Foundation, which she and her husband Roy founded. Mrs. Frank stated part of the funding for the Soldier Memorial Statue has come back to the foundation
and the money has been used to make adaptive clothing and the distribution of orthopedic canes for the wounded.
Calendar Raffle Drawing – Ralph Schumann and Scott Bernholdt of the Elk Grove Rotary Club, drew the following $25.00 raffle winners: (10/10) Fred Kubas-EGV, (10/11) Greg Best-South Milwaukee,

Retirement of the Village Manager - Mayor Johnson made the announcement that Village Manager Gary Parrin will be retiring February 28, 2007 after 33 years of public service to the community
and 15 years as village manager. The Mayor stated the Board has unanimously appointed Raymond Rummel as the new village manager. Ray has been a part of this community since 1989 and
has been the assistant village manager since 1992.
Mayor Johnson, on behalf of Elk Grove, congratulated Mr. Parrin on his retirement and expressed his gratitude for the years of leadership and service to the Village.
Trustee Dill reported the first day for early voting for the November 7, 2006 election is Monday, October 16th at the Village Hall in the Community Center, Room F. Applications to absentee
vote by mail are available in the Village Clerk’s Office. Registered voters can still mail in requests to have ballots sent to them prior to the election. They can pick up an application
or call 847/357-4041/42 and the application will be mailed to them.
Trustee Lissner reported on September 28, 2006 that he and Trustee Petri attended the “Sports Night” at the Elk Grove Baptist Church. It was a very informative and entertaining evening.
Guest speaker was Scott Sanderson former pitcher for the Cubs and White Sox.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the October 10, 2006 Accounts Payable Warrant in the amount of $588,689.21.

It was moved and seconded that the Consent Agenda of the October 10, 2006
Regular Village Board Meeting be approved.
A. Code III, c/o Lund Industries, Wheeling, IL – Waive the formal bidding process and provide a purchase contract for the purchase of fifteen (15) Code III LED light bars with an “arrow
stick” and fourteen (14) Code III “RLS” siren/light/arrow stick controllers in the amount of $28,995, from the Asset Seizure Fund.
B. Amend Village Code/No Parking Streets and Areas/West Glenn Trail – Adopt Ordinance No. 3100 entitled, “AN ORDINANCE AMENDING THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE,
TITLE 6, SECTION 6-4-5-3 A. PROHIBITED AND RESTRICTED AREAS: NO PARKING STREETS AND AREAS: (WEST GLENN TRAIL).”
C. Amend Village Code/Parking Restrictions and Prohibitions/Residential Areas/Parkchester Road – Adopt Ordinance No. 3101 entitled, “AN ORDINANCE AMENDING THE VILLAGE CODE OF THE VILLAGE
OF ELK GROVE VILLAGE, SECTION 6-4-5-2 A. PARKING RESTRICTIONS AND PROHIBITIONS: RESIDENTIAL AREAS (PARKCHESTER ROAD).”

11. RECYCLING & WASTE COMMITTEE - TRUSTEE DILL
Recycling Event - Motorola and the Solid Waste Agency of Northern Cook County (SWANCC) are sponsoring a computer and electronic recycling event on Saturday, October 14, 2006 from 9:00
a.m. to 3:00 p.m. at the Motorola Schaumburg Facility, 1301 E. Algonquin Road. Residents may recycle out of date computers and electronics at no cost. Cell phones will be collected
for Motorola’s Race to Recycle Program.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO
Smoke Free Elk Grove Start Up Program was presented this evening at the Committee of the Whole meeting. The three recommended components of the start up program will be (1) prevention,
(2) cessation, and (3) smoke free promotions.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
a. Higgins/Oakton Landscaping - There are problems getting anyone to bid on landscaping because of the Prevailing Rate of Wage law.
b. Improvements to Industrial Well Sites - The contractor is working on the industrial well sites putting up new fencing and brickwork to match the ones in the residential area.
e. Devon & Tonne Intersection - The Devon & Tonne Intersection is wrapping up. Permanent traffic signals are in place but no power to them as yet. The paving and striping is completed
and some of the landscaping.
The entryway signs are going out for bid.
Meeting Schedule – The next meeting of the ICRC will in February 2007 to review the budget.
Trustee Lissner spoke of businesses taking advantage of grants being offered to help make improvements to their property.
Mayor Johnson explained the problems with the Prevailing Rate of Wage Act and expressed a strong opposition to the classification of landscapers as part of the Prevailing Rate of Wages
for laborers performing construction of public works projects, as these requirements add significant costs to public landscape work done in the Village. The Village plans to go to
Springfield and aggressively campaign to have landscapers placed in a different category.
