TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 24, 2006
Mayor Craig B. Johnson called the meeting to order at 7:17 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. INVOCATION/PLEDGE OF ALLEGIANCE
Mayor Johnson led the Board and members of the audience in the Pledge of Allegiance.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on October 10, 2006 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor’s Report –
Meeting - State Senator Peter Roskam arranged a meeting between Mayor Johnson, Mayor Arredia of the City of Des Plaines, Mayor Wilks of the Village of Mt. Prospect and Thomas Petri,
the Vice Chairman of the Transportation House Committee, to discuss the possibility of funding and support for a full interchange at Elmhurst Road. Mayor Johnson stated the Village
has worked close to twenty years in support of an interchange at that location. The Mayor noted the interchange would be of great benefit to the Elk Grove Village business park, Des
Plaines, and the residents of Mt. Prospect. The discussion was positive and the Mayor was hopeful that Mr. Petri would be supportive in these efforts. The Mayor extended his appreciation
to Senator Roskam for arranging the meeting and to Thomas Petri for taking the time to drive down from his home in Wisconsin to discuss the interchange.
O’Hare Update – The Mayor deviated from the agenda and presented the following O’Hare report:
Mayor Johnson spoke of a recent Chicago report that stated the O’Hare expansion plan is two years behind schedule. The plan is now $400 million dollars over budget on the first phase,
not counting the $200 to $250 million-dollar cost for the taxiway to the runways. Costs are close to the $1 billion dollar prediction made by the Village two years ago. Mayor Johnson
responded to Chicago’s claim that part of the problem is the on-going frivolous lawsuits saying that the Village is exercising its legal rights to protect the community and if the lawsuits
were frivolous, the Courts would have thrown them all out long ago. Mayor Johnson predicted soon the whole plan would collapse and said the Village will continue to fight.
Rotary Club 50th Anniversary Raffle – Rotarians Scott Bernholdt and Police Chief Stephen Schmidt picked the following $25.00 dollar winners: Edward Barrett (EGV), Anna Hopkins (Paris

Trustee Reports
Trustee Petri reported he had attended the October 10, 2006 Solid Waste Agency of Northern Cook County (SWANCC) and Northwest Municipal Conference (NWMC) meeting. During that meeting
he announced that Assistant Village Manager, Raymond R. Rummel, had been selected to replace Gary E. Parrin as Village Manager following Mr. Parrin’s retirement in February 2007.
Trustee Czarnik reported Elk Grove Village was chosen as a Suburban Cook County Early Voting site. The voting site is located in Room F. of the Charles J. Zettek Municipal Building
and will be available for early voting from Monday October 16 through Thursday, November 2, 2006. Monday through Friday hours are 8:30 a.m. to 5:00 p.m. and Saturday, October 28, 2006
from 9:00 a.m. to Noon. All registered voters within Suburban Cook County can “early vote” at the Elk Grove Village site.
Trustee Feichter reported the Community Character Coalition and Elk Grove Police Department is hosting the annual “foot rally” on Friday, October 27, 2006. Middle school students participate
as teams and are given various assignments related to character issues and ways to assist people on that day.
Make a Difference Day – The Community Character Coalition will participate in a food drive as their Make A Difference Day project.
Next month the Senior Olympics, an intergenerational program, is scheduled with the senior students from Elk Grove High School and senior citizens from the Senior Center.
Trustee Prochno wished Trustee Czarnik a Happy Birthday.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the October 24, 2006 Accounts Payable Warrant in the amount of $862,238.47.

CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the October 10, 2006 Regular Village Board Meeting be approved as presented.
A. Plan Commission Public Hearing/105 Gaylord Street – Grant a request to hold a Public Hearing before the Plan Commission to consider the petition of Krzysztof Burtan for a Special
Use permit to operate an automotive installation and repair shop in an I-1 Restricted Industrial District.
B. New York Import (Ambica Import Inc.) 1695 Elmhurst Rd – Grant a request to hold their annual Christmas Warehouse Sale during business hours from November 10, 2006 through December
30, 2006.
C. Cargill Salt, North Olmsted, OH – Award a contract to provide 3,500 tons of rock salt through a joint purchase agreement with the Illinois Department of Central Management Services,
at a unit price of $37.46 per ton, for a total contract amount not to exceed $131,110.
D. Lease Agreement/DataFlo – Adopt Resolution No. 40-06 entitled, “A RESOLUTION AMENDING RESOLUTION NO. 53-03 AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN ASSIGNMENT OF
LEASE AGREEMENT BETWEEN DATAFLO COMMUNICATIONS, LLC. AND NEXTWEB, INC. FOR THE MAINTENANCE AND OPERATION OF INTERNET COMMUNICATIONS EQUIPMENT (1141 Hawthorne Lane and 701 Pratt Boulevard).”

Executive Session – Trustee Feichter stated there would be an Executive Session of the Personnel Committee on Wednesday, November 1, 2006, at 4:00 p.m. (Chernick Conference Room).
11. RECYCLING & WASTE COMMITTEE - TRUSTEE DILL
Trustee Dill reported that residents of Elk Grove Village continue to support the recycling program. Tonnage for the first 9 months of 2006 showed an increase of 414 tons over the year
2005 – an increase of 11.5 % over last year. Trustee Dill thanked the residents on behalf of the Mayor and Board for their efforts and encouraged them to continue in their efforts.
12. INFORMATION COMMITTEE - TRUSTEE PROCHNO
Coffee with the Board - The Mayor and Board will host “Coffee with the Board” on Saturday, November 4, 2006 from 9:00 a.m. to 11:00 a.m. Residents were invited and encouraged to join
the Board members on that day.
Channel 6 - Trustee Prochno reported she recently had the opportunity to view the Channel 6 airing of the “exceptional journey” program about the history of the Elk Grove Fire Department.
She stated it was a wonderful show and commented on the excellent programming being offered by the Channel 6 staff. Channel 6 program schedules can be found at the Village Hall, Library,
Park District and Jarosch.
Safety - Trustee Prochno asked residents and parents to be aware that with the upcoming time change and shorter days they must be cognizant of the safety of their children riding bikes
after dusk. It was noted that Village Ordinance specifies children are required to wear reflective material or have lights on their bikes after dark.
Halloween Hours - Tuesday, October 31st is Halloween Day. Trick or Treating hours are from 1:00 p.m. to 8:00 p.m. on that Tuesday.
Mayor Johnson stated if residents don’t wish to have trick or treaters come to their homes they can just turn off their porch lights. The hours were chosen in order to let working mothers
and fathers enjoy Halloween Trick or Treating with their children.
