HomeMy WebLinkAboutVILLAGE BOARD - 01/23/2007 - MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JANUARY 23, 2007 Mayor Craig B. Johnson called the meeting to order at 7:14 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Samuel L. Lissner, James P. Petri, and Chris Prochno Absent: Trustee Bart K. Dill Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. INVOCATION/PLEDGE OF ALLEGINCE Invocation – Reverend Jeremiah Clapper, Youth Minister, Elk Grove Baptist Church, delivered the Invocation. Pledge of Allegiance – Boy Scout Troop 293 from Queen of the Rosary School led the audience in the Pledge of Allegiance. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on January 9, 2007 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED REPORT OF THE MAYOR AND BOARD OF TRUSTEES 50th Anniversary - The Mayor gave a power point presentation highlighting each of the 50th anniversary events that took place throughout 2006. Mayor Johnson noted the anniversary committee began planning for the celebration in February 2005 and thanked everyone who volunteered to help with each event. The monthly events included the January Trivia party, a February Community Mardi Gras Dinner at the Avalon; the March Senior/Children month; the April Interfaith Breakfast at the Belvedere with guest speaker, Mike Singletary; the May Health Month Walk sponsored by Alexian Brothers and the Kenneth Young Center; and the annual parade and Rotaryfest held in June. The Mayor described the July Birthday celebration event, which included the REO Speedwagon concert, the house giveaway, cake and ice cream and a spectacular fireworks display. It was noted that eleven organizations each received donations of $11,500 from the money raised by the house raffle. Mayor Johnson expressed his appreciation and gratitude to Centex for their generous donation of the fully furnished beautiful home. The August 2006 Alexian Brothers Tour of Elk Grove bike race was so successful that it will be held as an annual event. In September a memorial service in remembrance of the September 11th terrorist attack and the Park District Pioneer Days took place. The month of October was celebrated as government month and included an open house of the Park District, Library and Village complex. November highlighted education and several events and essay contests were organized as a way to celebrate education in Elk Grove Village. A community family New Year’s Eve event, with fireworks, was held in December at the Park District, followed by an evening regional New Year’s Eve celebration with Mayor Al Larson and Schaumburg citizens at the new Schaumburg Convention Centre and hotel. The Mayor closed his presentation giving special recognition to Matthew Roan, Administrative Assistant to the Manager, for his assistance and hard work during the three-year preparation of the 50th Anniversary events. Trustee Petri reported he attended a January 10, 2007 meeting of the Solid Waste Agency of Northern Cook County (SWANCC) to discuss plans for the transfer station and disposition of garbage. A meeting of the Northwest Municipal Conference followed the SWANCC meeting. Trustee Petri noted that Elk Grove’s Character Counts Program was discussed and that Elk Grove’s program is an outstanding program that has become a model for other municipalities. Trustee Petri reported that he and the Assistant Village Manager, Raymond Rummel, would attend the January 24, 2007 8:30 a.m. meeting of the SWANCC Executive Board in Glenview for discussion regarding the future of the Solid Waste Agency. Trustee Feichter reported the Character Counts Coalition would host a Celebration of Culture event on April 28, 2007 at the Park District as a way to recognize the nationalities and share the various cultures of Elk Grove residents. Anyone interested in participating was invited to contact Trustee Feichter at the Village Hall or Tammy Miller at the Elk Grove Park District. Trustee Prochno expressed gratitude and appreciation to the residents who had shoveled and cleared their sidewalks and asked them to continue doing so throughout the winter season. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the January 23, 2007 Accounts Payable Warrant in the amount of $673,523.86. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Lissner, Petri, Prochno, Czarnik ABSENT: Trustee Dill NAYS: None MOTION CARRIED 6. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the January 23, 2007 Regular Village Board Meeting be approved as presented. A. Annual Alarm License Fee/Waived – Grant a request from the following entity to waive the Village’s annual alarm license fee for the period January 1, 2007 through December 31, 2007: Requesting Entity Number of Alarm Locations Total Waiver Request School District 54 3 $75.00 Total 3 $75.00 B. Plan Commission Public Hearing/2727 Higgins Road – Grant a request to hold a Public Hearing before the Plan Commission to consider the petition of 2727 Higgins, LLC who is requesting to re-subdivide two (2) industrial zoned lots. C. 2007 Street Maintenance Program – Adopt Resolution No. 5-07 entitled, “A RESOLUTION FOR MAINTENANCE OF STREETS AND HIGHWAYS BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE”; Approve the use of an additional $30,000 of General Corporate Funds from FY 07/08 Budget for the 2007 Program; Approve the 2007 Street Maintenance Program as recommended by the Capital Improvements Committee to resurface 6.94 miles of Village streets; and Authorize Village staff to advertise and accept bids on work included in this program. REGULAR AGENDA None BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI item c. Trustee Petri noted the 2007 Street Resurfacing Program was approved under Item 6.C. on the Consent Agenda and requested removal of item c. from the Committee agenda. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER No report 10. PERSONNEL COMMITTEE - CHAIRMAN FEICHTER No report 11. RECYCLING & WASTE COMMITTEE - TRUSTEE DILL No report 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO No report 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Meeting Schedule – The next meeting of the ICRC will be held on Thursday, February 1, 2007 at 5:30 p.m. 14. YOUTH COMMITTEE - TRUSTEE PROCHNO Scholarship Program - Trustee Prochno announced the Youth Committee would sponsor three (3) $1,000 scholarships to be awarded to high school seniors who reside in Elk Grove Village. The amount has been increased from $500 to $1,000 for each scholarship thanks to the money received from the house raffle. Applications are available at Conant and Elk Grove High Schools and the Village Hall. A short essay is required depicting how that student has contributed to the community in a positive way.
