TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY FEBRUARY 13, 2007
Mayor Craig B. Johnson called the meeting to order at 7:49 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Patton L. Feichter, Samuel L. Lissner, Chris Prochno
Absent: Trustees Bart K. Dill, James P. Petri
Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
2. PLEDGE OF ALLEGIANCE
Mayor Johnson led the Village Board and members of the audience in the Pledge of Allegiance.
INVOCATION
Reverend Ho, Light Bearer Community Church, delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on January 23, 2007 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson
No presentation would take place this evening due to the inclement weather conditions. Presentations would be rescheduled for the winners of the No Smoking Poster Contest and the Holiday
House Decoration competition. The Elk Grove High School Cheerleaders, two time winners of the State competition, will also be honored at a future Village Board meeting.
Mayor Johnson commended the Director of Public Works and Public Works employees stating the Village Board greatly appreciates the time and efforts that have been put forth for repair
of numerous watermain breaks due to the cold weather and the hours spent snowplowing the streets during this winter season.
It was announced that two new employers have moved into Elk Grove Village. CitiGroup at 50 Northwest Point that employs 550 people and Symons International at 2400 Arthur that employees
500 people. The businesses were welcomed to the community.
February 27, 2007 – The Village will host a 10:00 a.m. meeting in the Council Chambers for all business owners who sell food in Elk Grove Village. It was noted an advertisement was
published prior to the Super Bowl game that promoted Elk Grove as a “smoke-free community” and invited people to enjoy the game in a smoke free environment. A web site is now available
listing every restaurant and the bowling alley
in Elk Grove as smoke free and encouraging people to enjoy the healthy environment. Approximately $20,000 is available for future advertising and ComCast commercials. The business owners
have been invited to attend this meeting to discuss ideas how best to advertise Elk Grove as a smoke-free community. Letters will be sent to the businesses inviting them to attend.
The Mayor referenced a February 1, 2007 Sun Times Newspaper article regarding an extensive study that shows workplace smoke can double the risk of cancer.
O’Hare Update - The Chicago Sun Times published an article on January 23, 2007 regarding Chicago and the Federal government’s investigations. Mayor Johnson pointed out that over the
years we have said that Chicago has been frustrated in Elk Grove’s efforts to beat expansion through the courts and they have been trying to oust opponents in the local elections.
The Sun Times has found that Chicago does actually run campaigns out of the 5th floor of City Hall. The article states the City of Chicago computer files included campaign materials
for Steven Andolino who ran as a candidate for Elk Grove Village Trustee several years ago. Steven Andolino is a resident of Elk Grove Village and the father of Rosemary Andolino,
who heads the O’Hare Expansion Plan. Mayor Johnson said Chicago will stop at nothing to get the expansion plan done and warned the voters in the community to know the candidates running
for local office and what they stand for before voting.
Police Station/Village Hall - Mayor Johnson reported attempts to find and purchase a location for a new Police Station during the last five years have been unsuccessful. An idea has
been brought to the Board whereby the current thirty-seven year old Police structure would be demolished and a two-story facility with underground parking for squad cars would be built
in its place.
Mayor Johnson further discussed the proposed plan to consolidate the Village government and administration offices which would provide convenient access to governmental services. The
Fire Department Administration offices and the Channel 6 studio would be moved to Village Hall. Various departments already housed in the municipal building would be relocated to other
floors and areas in the municipal building.
MTI Construction Services, who had built the last addition to the Village Hall, the Library and Park District Pavilion, was contacted by the Village to discuss the new project. The
Mayor said if the Board would act to retain MTI tonight it would provide the opportunity to break ground in November 2007. Delaying the process would cost more money. Several options
would be determined over the next several months as Village Department Heads meet with MTI.
The project cost is estimated to be between $25 million and $29 million. There is $4 million dollars available in Bonds that had been designated for land acquisition for a Police Station.
Elk Grove once again has an AA Bond rating and is in the top 5% in the Country for bond rating.
Mayor Johnson introduced J. Andrew Jones, President, and Ernie Spina, Senior Project Manager, of MTI Construction Services, LLC, stating they were available to answer questions of the
Board. Trustee Czarnik requested that she be involved in the contract process. There being no further questions or comments, Mayor Johnson called for the Board’s consideration to
award a professional service contract to MTI Construction.
Motion to award a professional service contract to MTI Construction Services for pre-design and pre-construction services as construction manager on the demolition and reconstruction
of the Police Station facility in an amount of 0.5% (1/2 of 1%) of the final project budget.
(Mayor Johnson reminded the audience this is only the first step and no real plan has been decided upon yet.)

Mayor Johnson noted that Trustee Dill and Petri, although absent this evening, are aware of the project and are fully supportive.
The Mayor added an increase to the Capital Project fund is necessary and requested the Board’s authorization.
Motion to increase the Capital Projects Fund by $132,500 to fund these pre-construction services.

CONSENT AGENDA
The following corrections were made to Consent Agenda Item B.
Trustee Prochno - The Lions Club Trivia Night should be listed as Saturday, April 21, 2007 not April 27th.
Village Manager Parrin – The St. Julian Eymard Church requested a Class D Liquor License ($2100) not a Class A Liquor License. Fees waived total $2150 not $2950.
The fees waived by the Village for the Elk Grove Lions Club Trivia Night should be listed as $2900 not $2100.
A. Annual Alarm License Fee/Waived – Grant a request from the following entity to waive the Village’s annual alarm license fee for the period January 1, 2007 through December 31, 2007:
