TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MARCH 27, 2007
Mayor Craig B. Johnson called the meeting to order at 7:08 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno
Absent: Trustee Bart K. Dill
Also Present: Village Manager, Raymond R. Rummel; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.
Mayor Johnson stated he was optimistic that Trustee Dill would soon attend the Board meetings again and that Trustee Dill sends his thanks to all for their prayers and thoughts.

Motion to approve the minutes of the Regular Meeting held on March 13, 2007 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Elk Grove Police Department Life Saving Award – Police Officer Kelly Sweeney was presented with a Police Department Live Saving Certificate and ribbon. Officer Sweeney was commended
for her swift actions on February 24, 2007 when she responded to a medical emergency involving an unconscious patient at a hotel located at Busse and Oakton. The timely and proper
use by Officer Sweeney of a defibrillator and CPR successfully stabilized the patient and saved his life.
Police Chief S. Schmidt noted the Village defibrillators and lightning detectors were purchased through grants received from former Senator Kay Wojcik. It was also noted a grant from
former State Representative Terry Parke provided the Police cameras.
Jaycees Christmas Decorating awards – Representatives of the Elk Grove Jaycees joined the Mayor for presentation of the following awards:
Traditional Category – The Moeller Family – 69 Avon Road
Fantasy Category – The Suchocki Family – 159 Wildwood
Kids Theme – The Parla Family – 711 Schooner Lane
Easter Egg Hunt - The Jaycee’s annual Easter Egg Hunt will take place on Sunday, April 1, 2007 at Lindberg Park. Registration is at noon, the Easter Bunny will arrive at 12:30 p.m.
and the hunt will begin at 1:00 p.m. One child in every age group, up to 9 years old, will be eligible to win a new bike.
The Jaycee’s pizza contest will take place on Friday, April 27, 2007.
Trustee Petri reported that construction on Tonne Road is for installation of heavy-duty underground electrical service to serve a new data center in a building behind 1717 Busse Road.
Trustee Feichter reported the Greater Woodfield Association Visitor’s Guide was distributed to the Village Board members. The informational guide is available in every hotel room in
the Greater Woodfield area. Several pages are dedicated to the Alexian Brothers Tour of Elk Grove bike race.
The Community Character Coalition will host the “Celebration of Cultures” event on Saturday, April 28, 2007 from 1:00 to 4:00 p.m. at the Park District Pavilion.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the March 27, 2007 Accounts Payable Warrant in the amount of $566,977.04

CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the March 27, 2007 Regular Village Board Meeting be approved as presented.
A. High School District 214/Waive Fee – Grant a request to waive the Village’s vehicle sticker fee for the period May 1, 2007 through April 30, 2008 in the amount of $420.00.
B. Sikich LLP, Aurora, IL – Award a professional service contract to perform the Village’s annual audit in a total contract amount not to exceed $40,300.
C. Ranieri’s Landscaping Services, Elk Grove Village, IL – Renew an existing service contract (approved 4/26/05) for parkway turf restoration services in an amount not to exceed $57,500.
D. The Buxton Company, Fort Worth, TX – Award a professional services contract to perform a comprehensive retail needs assessment in the amount not to exceed $70,000 from the Industrial/Commercial
Revitalization Fund.
E. Official Zoning Map – Adopt Resolution No. 15-07 entitled, “A RESOLUTION ADOPTING THE OFFICIAL ZONING MAP OF THE VILLAGE OF ELK GROVE VILLAGE AS OF DECEMBER 31, 2006.”
F. Amend Position Classification and Salary Plan/Deputy Village Clerk – Adopt Ordinance No. 3116 entitled, “AN ORDINANCE AMENDING POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE
OF ELK GROVE VILLAGE (DEPUTY VILLAGE CLERK).”
G. Village Health Insurance Programs - Authorize the Village Manager to execute contracts renewing the Village’s health insurance programs as of May 1, 2007:
Execute a contract with Blue Cross/Blue Shield to provide medical services and to establish the Monthly Premium Rates for the Blue Cross/Blue Shield Self-Insured Medical PPO as follows:

Renew a contract with Safeco Risk Management to provide Specific Stop Loss Re-Insurance at a cost not to exceed $671,019;
Renew a contract with Arthur Gallagher and Company to provide consulting services at a cost not to exceed $5,000; and
Renew the Flexible Spending Plan administered by Gallagher Abow at a cost of $6.15 per participant per month.
