ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 10, 2007 Mayor Craig B. Johnson called the meeting to order at 7:08 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Bart K. Dill Also Present: Village Manager, Raymond R. Rummel, Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Meeting held on March 27, 2007 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES April 05, 2007 – The Mayor and Des Plaines Mayor Tony Arredia attended an Elk Grove High School event honoring students that will be taking the college credit AP exams. House Raffle - Mayor Johnson announced the final house raffle disbursement has been completed. It was noted the winner of the house raffle, Emil Schiavo, was present in the audience. Each of the following groups were awarded a check for $11,500 at the 50th Anniversary celebration: Community Character Counts, PADS of Elk Grove, the Elk Grove Food Pantry, the Elk Grove Youth Committee Scholarship Program, the Elk Grove Housing Fund, the Lion Lioness Club of Elk Grove, the Rotary Club of Elk Grove, the Elk Grove Jaycees, the Alexian Brothers Medical Center Foundation, the Kiwanis Club of Elk Grove, and the Elk Grove Park District Senior Center. The Mayor stated all the final counting has been done and an additional $2,233.90 would be sent to each group, for a total of $13,773.90 each. A total of $150,000 would be divided between the eleven groups. Mayor Johnson thanked the civic groups for working with the Village. O’Hare Update –There have been several articles written in the Tribune and Herald Newspapers noting the City of Chicago is seeking a passenger tax hike for O’Hare passengers. Passengers currently pay $4.50 (passenger facility charge) on each ticket. Chicago wants to increase the tax to $7.50 - a 66% tax increase. Mayor Daley promised in the past that there would be no tax increases for the O’Hare expansion plan. Mayor Johnson pointed out that Chicago has run out of funds and the airlines are fighting this tax increase. The airlines do no want to spend any more money than what Chicago had originally proposed. The airlines want Chicago to work within their budget or stop going forward with the expansion plan. Mayor Johnson pointed out not one piece of land has been bought in Elk Grove Village, Bensenville has not had any land demolished, court cases are still pending. The Elk Grove Village O’Hare Modernization Update, mailed to residents last week, includes information on the above articles. Mayor Johnson invited anyone with questions to contact any one of the Board members. Board and Commission Reappointments – Mayor Johnson requested concurrence of the Board on his re-appointments as follows: Fire and Police Commission Michael P. Schumm (term ending 4-30-2012) MOVED: Trustee Lissner SECONDED: Trustee Czarnik AYES: Trustees Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: Trustee Dill MOTION CARRIED Proclamation Presentation – Mayor Johnson invited Tom Walters of the Tasty Catering Corporation to join him at the podium. The Mayor announced Tasty Catering would be recognized tonight for their achievements and community involvement. A Proclamation was presented honoring the Tasty Catering Corporation and highlighting the four (4) 2007 NICE Awards received for best catered event, best picnic, best tabletop display and best non-profit event under $25,000. Tasty Catering had submitted the 50th Anniversary Dinner at Elk Grove High School and the Elk Grove 50th Anniversary centerpiece. Tom Walters extended his appreciation to Elk Grove Village on behalf of his staff and family. He spoke of the support he has received throughout the years from the Village beginning with President Zettek in 1984 when the Walters first opened a business in the Village. Tom Walters complimented the high school, DARE officers, the Park District, Fire Department, and students and residents who participate in the Tasty Catering business. All these factors combined made it easy for Tasty Catering to do their job in an environment that supports business. Consolidated Election - Residents were reminded of the election and encouraged to vote on Tuesday, April 17, 2007. Trustee Petri attended a 100th Birthday Celebration in honor of Rose Ortali at Alexian Village held on Tuesday, April 10, 2007. Trustee Feichter reported the Community Character Coalition would sponsor an April 19, 2007 business breakfast from 7:30 a.m. to 9:30 a.m. at the Elk Grove Park District Garden Terrace. The Community Character Coalition will host a “Celebration of Cultures” event on Saturday, April 28, 2007 from 1:00 p.m. to 4:00 p.m. at the Pavilion. The annual Youth Celebration will take place at the Village Hall on Tuesday, May 22, 2007 between 6:00 p.m. and 8:00 p.m. Trustee Prochno, as representative of the Lion/Lioness Organization, announced that two (2) $1000 scholarships would be awarded by those organizations to students in Elk Grove Village. The Mayor mentioned it was also the Elk Grove Rotary’s intention to sponsor a scholarship program with the funds received from the house raffle. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the March 31, 2007 Accounts Payable Warrant in the amount of $366,341.07 MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Lissner, Petri, Prochno, Czarnik, NAYS: None ABSENT: Trustee Dill MOTION CARRIED Motion to authorize payment of invoices as shown on the April 10, 2007 Accounts Payable Warrant in the amount of $414,354.81 MOVED: Trustees Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: Trustee Dill MOTION CARRIED CONSENT AGENDA Mayor Johnson noted several items on the Consent Agenda with respect to the concrete replacement and the private property tree planting programs. It was moved and seconded that the Consent Agenda of the April 10, 2007 Regular Village Board Meeting be approved as presented. A. Shemin Nurseries, Addison, IL – Award a contract to provide landscape plant materials in the Business Park in the amount not to exceed $11,504.40 from the ICRC Fund. B. Sebert Landscaping, Inc., Bartlett, IL – Award a service contract to provide Landscape Bed Maintenance in the amount not to exceed $46,706.44. C. Soil and Material Consultants, Inc., Arlington Heights, IL – Award a professional service contract for the material inspection and testing of concrete and asphalt materials for the 2007 Motor Fuel Tax Street Maintenance Program in an amount not to exceed $11,751.00. D. Public Works/Reject Bids/Trucks - Grant a request to reject all bids for the replacement of Public Works Utility Division trucks, units #819 and #827, due to poor response and high bids. E. Suburban Concrete, Hawthorne, IL – Award a contract to the lowest responsive and responsible bidder for concrete maintenance on a per unit cost basis as follows:
