TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY AUGUST 21, 2007
Mayor Craig B. Johnson called the meeting to order at 7:26 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present: Village Manager, Raymond R. Rummel; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.

3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on July 17, 2007 as submitted and dispense with the reading.

It was noted the Mayor, Trustee Czarnik and Trustee Petri had not received a hard copy of the Village Board minutes to review, however, the majority of the Board received copies on-line
and had an opportunity to examine them.
The Mayor called for a motion to approve the minutes of July 17, 2007 as submitted and dispense with the reading. Mayor Johnson directed the Village Clerk to call the roll on the motion.

Abstain: Trustees Czarnik, Petri

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Herald Newspaper/DuPage County – The Mayor commended the Daily Herald for their investigative efforts and report published in the July 2007 edition of the newspaper. The article pointed
out that both DuPage County and DuPage County Board Chairman Robert J. Schillerstrom’s private law firm have reaped many benefits and have been the recipients of an increased number
of business deals since Schillerstrom’s decision to withdraw opposition to the O’Hare Expansion and to support Chicago’s plan. A letter has been submitted to the Herald from Mayor
Johnson and Mayor Giles of Bensenville complimenting the Newspaper on their efforts.
O’Hare Expansion - Mayor Johnson talked about Chicago’s recent violation of a DuPage County Judge’s Court Order. Chicago was told they must check to make sure there were no environmental
hazards on any Bensenville property prior to demolition and destruction by the City of Chicago. The day after the court order was issued, Chicago appeared in Bensenville at 6:00 a.m.
and began removal of property. The Bensenville Police were called and Chicago was forced to stop the work. The following day, Chicago was called before the Courts and told once again
they could not begin any work until the rule of law is followed. The Mayor noted Chicago’s actions are an example of how Chicago would stop at nothing to go forward with the expansion
plan. Mayor Johnson commended the Village of Bensenville, the Bensenville Police Department, and the DuPage County Judge who followed the law he was sworn to uphold.
Alexian Brothers Tour of Elk Grove – Mayor Johnson reported on the second annual bike race held on August 11 and 12, 2007. Mayor Johnson thanked the Village for the support of the community,
Village staff, and Elk Grove Boulevard and Tonne Road homeowners. The Mayor told of the full-page ad, donated by a sponsor of the race, featured in Sports Illustrated Magazine. The
professional racers and participants of the race complimented Elk Grove and commented on their hospitality.
Elected Office - Mayor Johnson informed the public that contrary to comments in recent newspaper articles and rumors, he is not running for office in the State elections. The Mayor
stated he is proud to be the Mayor of Elk Grove Village and will remain in this office as long as the residents want him to serve as their Mayor. It was noted, that while Mayor Johnson
is not running for State Office, Elk Grove Trustee Prochno would seek the office of Illinois State Representative in the Primary elections.
Presentations
Lions/Lioness - Trustee Prochno, Wayne Deasy, VP of the Lions Club, Marion Noehre, President of the Lioness Club and Barbara Lahtinen, of the Lions and Lioness Club joined the Mayor
at the podium. The Scholarships were made possible through the $11,000.00 proceeds donated to the Lions/Lioness Clubs from the 50th Anniversary House Raffle. In addition to the following
scholarships, the Lions/Lioness scholarship committee sponsored funds for Conant High School student’s trip to New York to participate in a business competition.

Marion Noehre gave a brief history of the Lioness Club activities and invited residents to consider attending those events and to join the Clubs.
Annual Youth Committee Scholarship – Members of the Youth Committee, Elk Grove Park District Commissioner Ron Nunes, Marian Noehre, Barbara Lahtinen, and Trustee Feichter joined Trustee
Prochno and presented the following scholarship certificates:

Trustee Czarnik expressed her appreciation to the Parade Committee and the Elk Grove community.
Trustee Franke reported he had toured the 9-1-1 emergency call center, the Egan Water Reclamation Plant, the former Police station, the new temporary Police station, the Biesterfield
and Oakton Fire Stations and the Landmeier Public Works Building. Trustee Franke extended his appreciation to all Department Heads, the Chiefs, and Village employees that have taken
the time to answer his questions.
Trustee Czarnik reported a resident has requested the Villages’ assistance with the collection of newspaper coupons to be used to buy supplies to send to the Troops. Residents may drop
off their coupons in a designated box in the Health Department located in the lower level of the Charles J. Zettek Municipal Building.
Trustee Feichter reported he and Trustee Prochno had represented the Community Character Coalition at the District 54 Peace Pole planting on Thursday, August 16, 2007.
Trustee Feichter added the Community Character Coalition is currently upgrading their web site. Several meetings of the Coalition have been held to discuss the project. A list of the
Coalition’s events would be distributed to the Board in the near future.
Trustee Prochno reported on her attendance at the Citizens Fire Academy. The classes have been very informative with a new subject introduced each week.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the July 31, 2007 Accounts Payable Warrant in the amount of $1,155,663.87.

CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the August 21, 2007 Regular Village Board Meeting be approved as presented.
A. High School District 214/Waive Fees – Grant a request to waive the Village’s vehicle sticker fee for the period May 1, 2007 through April 30, 2008 in the amount of $40.00.
B. Queen of the Rosary Church, 750 Elk Grove Boulevard/Waive Fees – Grant a request to waive the temporary Class A Liquor License (fee) for the Parish’s Men’s Club to hold four separate
fundraising events in the amount of $2,900.
C. Lakeview Citizen’s Council-Tour of Elk Grove/Waive Fees – Concur with prior authorization of a request to waive the temporary Class D liquor license fee in the amount of $2100 to
allow for liquor sales for the Tour of Elk Grove Saturday Night Block Party which took place on Saturday, August 11, 2007.
D. Living Hope Church, 777 Meacham Road/Waive Fees – Grant a request to waive permit fees for the installation of a brick paver patio in front of the building in the amount of $15.00.
