TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY OCTOBER 9, 2007
Mayor Craig B. Johnson called the meeting to order at 7:18 p.m.
1. ROLL CALL:

Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno
Also Present: Assistant Village Manager Beth A. Jacobsen, Village Attorney George B. Knickerbocker and Village Clerk

A quorum was present.
PLEDGE OF ALLEGIANCE – Mayor Johnson led the audience in the Pledge of Allegiance.
INVOCATION - Reverend Rodney Pickett, Wesleyan Community Church delivered the Invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on September 25, 2007 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Newsletters - The Mayor and Board reviewed the Business Matters Newsletter. There being no corrections or suggestions presented, the Newsletter was approved as presented.
Mayor Johnson reported that due to a mix-up with the printing company used for the residential Newsletter, the publication had not been mailed out to residents. The newsletter includes
the information and schedules for the leaf pick-up program that began last week. The Mayor apologized to the community for the delay and noted the newsletters would be mailed out next
week.
Mayor Johnson announced the following leaf pick up schedules: October 10 – Section 7, October 11-Section 8, October 12-Section 9, October 15-Section 4 and on October 16-Section 3.
Residents were told to contact the Public Works Department or Village Hall if they had further questions.
O’Hare Update – Mayor Johnson commended the Herald Newspaper on their recent editorial regarding the Western Access road. The editorial pointed out that Elk Grove Village has long
supported western access but does not support a plan that would devastate our communities. Mayor Johnson stated the plans shown in the newspaper continued to show the O’Hare western
bypass roadway placed outside the airport property and west of Elmhurst Road. Mayor Johnson stated the editorial indicated the Herald’s support of Elk Grove in their efforts to protect
our community.
Mayor Johnson talked of the discrepancies in Chicago’s cost report for the proposed western access. The Chicago plan only includes a parking lot on the west side of the airport that
would result in a one to two hour bus ride, in traffic, for airline passengers that need to be transported to the east side of the airport. Chicago’s plan does not include
the western terminal, a people mover or the western satellite location, which amounts to over $2 billion dollars. Use of the western terminal would be for United Airline passengers
only. All other passengers would have to bus back and forth to terminals for their security checks and baggage pick up.
October 9, 2007 - Mayor Johnson spoke to Elk Grove senior citizens today at the Senior Center and gave a State of the Village report.
Trustee Czarnik reported on the Superstar Gymnastic team for Elite Athletes with Special Needs. The team is located at the Elk Grove Gymnastics School on Bonnie Lane. Trustee Czarnik
congratulated Marc Janovics who is currently representing the team at the World Special Olympics in China.
Trustee Czarnik reported that the first Frank J. Czarnik Memorial Scholarship Fund Golf Outing was held on Sunday, September 30, 2007. Trustee Czarnik thanked the sponsors, contributors
and golfers who made the event a success and extended her gratitude to Jim Heffern who organized the event. Due to the success of this event, a scholarship will be awarded next spring
to a 2008 senior student in Elk Grove Village to further their education. Trustee Czarnik again thanked J. Heffern and all those who remembered Frank Czarnik in this special way.
Trustee Feichter thanked the residents who wrote a letter to servicemen during the letter writing campaign sponsored by the Community Character Coalition. Elk Grove senior citizens are
currently reviewing all the letters prior to mailing them to insure that only appropriate topics and comments are included. It is anticipated that the letters will be delivered by Veterans
Day, November 11, 2007.
The Community Character Coalition of Elk Grove will sponsor a silent auction at the Park District Halloween Fest on Friday, October 26, 2007 from 5:00 p.m. to 8:00 p.m. Proceeds from
the silent auction will be donated to the Fallen Soldier Memorial Fund. Pre-registration admission is $5.00 for children and $4.00 for adults. Admission, if purchased at the door,
is $10.00 for children and $8.00 for adults.
Trustee Prochno reported that on Sunday, October 7, 2007 the Fire and Police Departments held the annual Open House at the Oakton Street Fire Station. During the Open House, the first
Citizens’ Fire Academy attendees were honored with a graduation ceremony. Trustee Prochno stated the last academy class attended was a culmination of everything the class had learned
through the eight-week course. A real life rescue scenario was set up and each student had to react to the situations using the information they had been taught. It was noted that
Trustees Franke, Lissner, Czarnik and Deputy Village Clerk Keegan also attended the class.
Trustee Czarnik commented it was a fantastic experience and encouraged everyone to attend the Police and Fire Academy sessions.
Trustee Lissner stated it was a great experience and it made him more alert to his surroundings and fire safety.
Trustee Franke added it was a phenomenal class.
Trustee Prochno thanked everyone within the Fire Department.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the September 30, 2007 Accounts Payable Warrant in the amount of $406,931.79

Mayor Johnson explained that Village Manager Raymond Rummel and Deputy Village Manager Matt Roan were out of town this evening. Beth Jacobson, the Assistant Village Manager, would be
taking the Village Manager’s place during tonight’s meeting.
CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the October 9, 2007 Regular Village Board Meeting be approved.
Item I. Assistant Village Manager Jacobsen requested that Item I. on the Consent Agenda be amended to include a request to increase the budget in the amount of $3.5 million in the Capital
Projects fund.)
A. H&H Electric Company, Franklin Park, IL - Award a service contract for the Rohlwing Road/Biesterfield Road Pedestrian Signal Project in the amount of $31,354.50.
B. Landmark Ford, Springfield, IL - Award a purchase contract off the Illinois State Contract Pricing for the purchase of one (1) Ford F-250 four-wheel drive extended cab pickup truck
with snowplow, and two (2) Ford F-250 four-wheel drive, cab and chassis with fiberglass utility body, with snowplow in the amount of $95,716.00 to be paid by the Water & Sewer Fund
C. Cargill Salt, North Olmsted, OH - Award a contract to provide 3,900 tons of rock salt through a joint purchase agreement with the Illinois Department of Central Management Services,
at a unit price of $38.91 per ton, for a total contract amount not to exceed $151,749.00.
D. Gallagher Benefit Services, Inc. (GBS) - Adopt Resolution No. 52-07 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN GALLAGHER BENEFIT
SERVICES, INC. (GBS) AND THE VILLAGE OF ELK GROVE VILLAGE.”
E. Class 6B Status/1300 Touhy Avenue – Adopt Resolution No. 53-07 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY
CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1300 TOUHY AVENUE, ELK GROVE VILLAGE, ILLINOIS.”
F. Position Classification and Salary Plan - Adopt Ordinance No. 3141 entitled, “AN ORDINANCE AMENDING POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE (POLICE
DEPARTMENT/COMMANDER); and
Increase the General Fund Fixed Year 2007-2008 Budget to cover the administrative costs associated with the implementation of the red light and adjudication program in the amount of
$100,000.
G. Zoning Variation/2001 and 2101 Greenleaf Avenue – Adopt Ordinance No. 3142 entitled, “AN ORDINANCE GRANTING A VARIATION OF SECTION 3-7:D.1 AND SECTION 7.1 OF THE ZONING ORDINANCE
